STATEMENTS WITHIN THE CHAPTER 24 THAT I THINK ARE EITHER UNJUSTIFIABLE, INAPPROPRIATE, INACCURATE AND SO ON. AND I AM PREPARED TO GO THROUGH THOSE IN DETAIL WITH STAFF IF THEY'D LIKE.

SO FAR, AS YOU GO THROUGH THE IMPORTANT PROCESS OF INTERVIEWING CITY MANAGER CANDIDATES, PLEASE DO NOT OVERLOOK CHIP FOR HIS LACK OF PREVIOUS CITY MANAGER EXPERIENCE WHAT HE LACKS IN THAT SPECIFIC AREA HE MORE THAN MAKES UP FOR IN HIS DECADES OF EXPERIENCE AS A PROVEN LEADER AND MANAGER.

HE'S WORKED CLOSELY WITH ALL THE MUNICIPAL DEPARTMENTS AND HE'S UNIQUELY QUALIFIED TO UNDERSTAND ATLANTIC BEACH'S HISTORY AND ITS PRESENT AND FUTURE NEEDS, NOT LIMITED TO ZONING, INFRASTRUCTURE, RESILIENCY, SAFETY AND MORE.

HE HAS EXTENSIVE EXPERIENCE MANAGING LARGE NUMBERS IN EXCESS OF 900 EMPLOYEES, MANAGING MULTI-MILLION DOLLAR BUDGETS AND CONTENDING WITH LARGE SCALE MUNICIPAL ISSUES.

WE HAVE INDIVIDUALS WHO ARE ILLEGALLY TRAPPING THEM, WHICH HAS BEEN A RECENT ISSUE AS WELL, AND DISPOSING OF THEM AND DOING ALL KINDS OF THINGS TO CREATE THE SITUATION THAT WE HAVE.

SO I KNOW THAT IN THE PAST WE'VE HAD DISCUSSIONS WITH CITY DID WITH DIFFERENT GROUPS ON THE TNR PROGRAM AND TRYING TO SET UP DIFFERENT THINGS ON THE COLONIES, HAVING THEM MONITORED.

WE DO HAVE VOLUNTEERS THAT DO DO THAT, BUT WHAT ARE THINGS THAT WE CAN DO TOGETHER TO WORK WITH EACH OTHER AS A CITY TO HELP TAKE CARE OF THE ANIMALS THAT WE HAVE FAILED TO THIS POINT AND MAKE SURE THAT EVERYTHING CONTINUES TO FLOW FORWARD.

UM, SORRY I HAVEN'T BEEN HERE YET.

SO THIS IS MY FIRST TIME UP HERE, AND I'M A LITTLE NERVOUS.

UM. I WOULD LIKE TO SEE WHAT WE COULD DO WITH THAT.

HOWEVER, THEY'RE HUNTING MORE FOR FUN.

SO IF THEY'RE GOING TO HUNT MORE FOR FUN AND WE HAVE ALL THESE INVASIVE SPECIES, I KNOW, AT LEAST FROM MY PERSONAL CATS, THE ONLY THINGS THAT THEY EVER CAUGHT FOR FUN WERE THE INVASIVE LIZARDS, THE INVASIVE FROGS.

SO WE HAVE AN OPPORTUNITY TO ACTUALLY, IF WE'RE TAKING CARE OF THEM, WE'RE SPAYING THEM, WE'RE GETTING THEM FIXED.

WE'RE MAKING SURE IT'S A HEALTHY COLONY.

WE HAVE PEOPLE WHO ARE OVERSEEING THEM, MAKING SURE IF ANYONE'S SICK, IF ANYONE'S HURT, THEY'RE GETTING THEM TREATMENT, WHICH WE DO AS VOLUNTEERS.

WE THEN HAVE A GROUP OF CATS WHO ESSENTIALLY ARE GOING TO HELP US WITH THE INVASIVE POPULATION.

I AM NOW BLESSED BEYOND MEASURE TO RAISE MY OWN CHILD HERE, AND SHE SHAKES HER POM POMS AND CHEERS FOR MAYPORT, JUST AS I ONCE DID.

AND SHE TOO.

I HAD MEETINGS WITH FOURTH GRADE MATH TEACHERS IN THE SAME CLASSROOM AS I HAD FOURTH GRADE MATH CLASS, AND SAYING THAT ALL NOW IS, AS I NOW UNDERSTAND, IS THE CHARACTERISTICS THAT MAKE OUR CITY UNIQUE AND THE PEOPLE WHO DO SO AS WELL.

THE CHALLENGES WE FACE AS WE GO FORWARD, WE FIND OURSELVES WITH A LOCAL WHO WOULD LIKE TO SERVE AS OUR CITY MANAGER, WHO HAS DEEP ROOTS TO OUR CITY, JUST AS I DO, AND WHO ALSO HAS THE UNDERSTANDING OF THIS BELOVED PLACE, NOT JUST AS A 34 YEAR RESIDENT, BUT ALSO SOMEONE WHO HAS SERVED AS OUR IN THE MUNICIPAL GOVERNMENT FOR 38 YEARS.

LET ME REPEAT THAT FOR 38 YEARS HAS SERVED AS A REPRESENTATIVE IN THE MUNICIPAL GOVERNMENT.

THIS IS SOMEONE WHO FULFILLS THE REQUIREMENT FOR A COLLEGE DEGREE.

HE WAS SALUTATORIAN OF HIS CLASS WHO HAS DEMONSTRATED THE LEADERSHIP NECESSARY AND PERFORMED THE DUTIES WITH SKILLS THAT ARE DIRECTLY TRANSFERABLE TO THE POSITION WE NOW HAVE OPEN SOMEONE WHO HAS THE RESPECT OF THE PAST AND PRESENT CITY LEADERS AND COMES NOT JUST WITH THE EXPERIENCE, BUT DEMONSTRATES 30 YEARS, EIGHT YEARS WORTH OF PROOF THAT HE IS OUTSTANDING IN THE JOB HE'S PERFORMED.

THIS IS ASK ANYONE WHO HAS MET THIS MAN AND THEY WILL TELL YOU HE IS HONEST AND FAIR AND PEOPLE TRUST HIM.

HE SPEAKS THE LANGUAGE OF OUR CITY AND HE KNOWS OUR CULTURE AND WHAT WE'RE ABOUT.

HE HAS LONG TERM RELATIONSHIPS WITH THE PEOPLE HE NEEDS TO WORK WITH TO BE EFFECTIVE, AND HE KNOWS WHAT TO DO TO BE BEST FOR AB.

WE INTERVIEWED AT THE TIME THAT JIM HANSEN WAS HIRED.

WE HAD FIVE AND ALL COMMISSIONERS INTERVIEWED THE FIVE, AND THEN THE FIVE WERE INTERVIEWED IN PUBLIC AT A MEETING THAT THAT WHAT DO YOU CALL IT? THAT WAY OF DOING THINGS, I THINK, COMPARES FAVORABLY TO THE WAY THAT IT'S BEING DONE NOW.

SECONDLY, I WAS HEARD A COMMISSIONER SAY THAT SHE WASN'T ENTIRELY SURE WHAT A BATTALION CHIEF WAS, AND THAT'S WHAT CHIP DRYSDALE IS. AND I THOUGHT MAYBE I COULD TALK A LITTLE ABOUT THAT.

IT IS AN ODD NAME BECAUSE IT DOESN'T IMMEDIATELY SAY WHAT THE POSITION INVOLVES.

THERE ARE 3 SPECIAL BATTALION CHIEFS IN THE FIRE DEPARTMENT.

THE FIRE DEPARTMENT HAS 1800 PEOPLE.

THOSE BATTALION CHIEFS HELD THE HIGHEST CIVILIAN CIVIL SERVICE RANK POSSIBLE IN A VERY LARGE ORGANIZATION.

THERE ARE ONLY FIVE PEOPLE WHO HAVE A HIGHER RANK THAN A BATTALION CHIEF, AND THOSE ARE THE PEOPLE WHO ARE APPOINTED BY THE JACKSONVILLE MAYOR BECAUSE THEY HAVE A STRONG MAYOR SYSTEM AND A STRONG MAYOR SYSTEM.

THE MAYOR BRINGS THEIR OWN DEPARTMENT HEADS AND PEOPLE THAT THEY WANT TO WORK WITH THEM.

THEY BRING THEM WITH THEM.

SO THIS IS SOMEBODY WHO HAS EXTENSIVE ADMINISTRATIVE SKILLS.

I THINK IT'S OBVIOUS THAT THE SKILLS WOULD BE TRANSFERABLE IF YOU HAD SOMEONE WHO WAS AT A HIGH, YOU KNOW, AN ADMINISTRATOR FOR. UH, XEROX.

AND HE WANTED TO WORK FOR ANOTHER COMPANY.

HIS SKILLS WOULD BE TRANSFERABLE.

AND HERE WE'RE TALKING ABOUT TWO GOVERNMENT ENTITIES.

SO I HOPE THAT HELPS TO CLEAR THINGS UP A LITTLE BIT.

AND I ALSO WANTED TO POINT OUT THAT IT COSTS YOU NOTHING TO INTERVIEW THIS PERSON SINCE HE LIVES LOCALLY.

AND I'LL KIND OF LET YOU KNOW WHERE THINGS ARE.

AND IT ALL REVOLVES AROUND COMPLIANCE WITH SENATE BILL 64, WHICH REQUIRES US TO REMOVE OUR WASTEWATER DISCHARGE OUT OF THE RIVER BY 2032 AND PLANNING FOR THAT. UM, I WON'T READ ALL THE BULLET POINTS, BUT YOU'VE SEEN THEM BEFORE.

BUT RIGHT NOW WE DEPEND ON THE RIVER TO DISCHARGE MOST OF OUR WASTEWATER.

A SMALL PORTION OF IT, ABOUT 400,000 GALLONS PER DAY, GETS REUSED ON ATLANTIC BEACH COUNTRY CLUB FOR HOME IRRIGATION AT THE HOMES AND AS WELL AS THE GOLF COURSE.

BUT THE REST OF IT GOES TO THE RIVER.

AND, YOU KNOW, RIGHT NOW WE'RE ABOUT 3.5 MILLION GALLONS A DAY OF THAT IS WHAT WE PRODUCE.

AND MAKES IT KIND OF DIFFICULT IS THAT THE TREATED EFFLUENT FROM JAX BEACH TIES IN WITH THE TREATED EFFLUENT FROM NEPTUNE BEACH, WHICH THEN TIES IN WITH THE TREATED EFFLUENT FROM ATLANTIC BEACH. AND WE ALL GO TOGETHER TO THE LITTLE JETTIES AND DISCHARGE INTO THE RIVER.

SO ALL THREE CITIES ARE HAVING TO DEAL WITH THIS.

UM, JACKSONVILLE BEACH THINKS THEY HAVE IT A WAY TO FIGURE IT OUT.

THEY CAN HANDLE THE WASTEWATER SOMEWHAT ECONOMICALLY, I'M NOT CONVINCED, BUT THAT'S UP TO THEM.

IT'S A GOOD JOB WITH THEM.

NEPTUNE BEACH IS IN A PICKLE.

THEY'RE KIND OF LIKE US. THEY'RE PRETTY WELL BUILT OUT.

THERE'S NOT A WHOLE LOT OF PLACES TO PUT TREATED WASTEWATER, SO THEY'RE STRUGGLING WITH TRYING TO FIGURE OUT WHAT TO DO, AS ARE WE.

AND SO WE'RE LOOKING AT A LOT OF DIFFERENT OPTIONS.

UM. EVERYTHING FROM DEEP WELL INJECTION TO OUR EXPANDING OUR REUSE IRRIGATION SYSTEM TO AS MUCH AS THE CITY AS WE NEED ARE POTENTIALLY EVEN OUT TO MAYPORT BECAUSE THEY DON'T HAVE ANY REUSE ON THE GOLF COURSE AT MAYPORT RIGHT NOW.

SO THAT'S A DISCUSSION WE'VE BEEN HAVING WITH NAVFAC NOT MAKING A WHOLE LOT OF PROGRESS, BUT WE'RE STILL, STILL TALKING AND WE'RE ALSO TALKING WITH THE J.

AND THE REASON WE WENT TO TALK TO JAR WAS TO SEE IF, NUMBER ONE, WE COULD JUST SEND OUR RAW WASTEWATER TO JAR FOR TREATMENT.

AND THEY CAME BACK AND SAID, YEAH, YOU COULD DO THAT, BUT IT'D BE A $50 MILLION.

THAT'S WHAT THIS CAPACITY CHARGE WOULD BE.

SO IT'S LIKE, ALL RIGHT, THAT'S NOT GOING TO WORK.

SO WE STARTED TALKING ABOUT THAT AND THEN THEY CAME BACK AND APPROACHED US WITH, WELL, WOULD YOU GUYS BE INTERESTED IN US OWNING AND OPERATING THE UTILITY DEPARTMENT IN ATLANTIC BEACH? AND THAT'S WHEN I CAME TO YOU ALL AND SAID, IS THIS SOMETHING YOU WANT TO EXPLORE? IN MY OPINION, I THINK IT'S SOMETHING WE HAVE TO EXPLORE BECAUSE AS WE'LL GO THROUGH THE NUMBERS REAL QUICK.

THESE ARE JUST ROUGH ESTIMATES BECAUSE SOME OF THE SCIENCE ISN'T THERE YET, BUT.

WHAT WE'RE POTENTIALLY LOOKING AT, YOU KNOW, IS.

YOU KNOW, UP TO $50 MILLION, LIKE I SAID, WITH THE BULK TRANSFER OF WASTEWATER TO.

A LOT OF CITIES ARE LOOKING AT DEEP WELL INJECTION.

THERE ARE NO DEEP, WELL, DEEP WELLS IN THIS AREA.

GEORGIA IS PLANNING ON SOME.

THEY JUST THEY HAVE A TEST WELL, GOING IN IN NASSAU COUNTY.

AND THAT JUST BID AT $14 MILLION FOR THAT WELL.

AND THAT WILL HANDLE MAYBE A MILLION AND A HALF GALLONS PER DAY, WHICH IS YOU DO THE MATH.

WE WOULD NEED MORE THAN ONE OF THOSE POTENTIALLY ARE LOOKING AT POTENTIAL OF DEEP WELL INJECTION WITH EXPANDING OUR REUSE SYSTEM IN SOME AREAS OF THE NEIGHBORHOODS WHERE WE CAN GET TO IT WHERE IT'S NOT TOO COSTLY.

BUT AT THE END OF THE DAY, IT'S GOING TO BE VERY COSTLY COMING FORWARD IN THE NEXT 7 OR 8 YEARS.

AND SO I THINK IT'S WE REALLY NEED TO LOOK AT ALL OPTIONS, WHETHER WE THINK GEORGIA IS WITH OPERATING THE UTILITY WITH A FRANCHISE AGREEMENT IS A GOOD IDEA OR NOT, WE AT LEAST NEED TO GET THE NUMBERS FROM THEM.

AND THAT'S SOMETHING GEORGIA HAS.

THEY'VE HIRED A CONSULTANT, WHICH STANTEC WHICH STANTEC DID OUR LAST RATE STUDY IN 2018.

STANTEC IS TAKING THE DATA WE'RE PROVIDING THEM AND WORKING ON EVALUATION PROCESS.

THE GOOD THING IS WHEN THEY'RE DONE WITH THAT PROCESS, WE'LL BASICALLY HAVE OUR NEXT RATE STUDY PAID FOR BY GEORGIA.

SO WE'LL HAVE A GOOD IDEA OF WHEN WE START TIGHTENING THESE NUMBERS UP GOING INTO THE FUTURE WITH HAVING TO SPEND SOME SIGNIFICANT CAPITAL DOLLARS TO COMPLY WITH SENATE BILL 64. SO WE'RE WORKING WITH THEM TO DEVELOP AN APPROACH TO LOBBY TALLAHASSEE TO EITHER ONE, FIGURE OUT HOW TO GET US EXEMPTED FROM THIS REQUIREMENT OR AT THE VERY LEAST EXTEND THE DEADLINE INTO THE FUTURE SO THE SCIENCE CAN CATCH UP TO WHAT THE REQUIREMENTS ARE.

THE OTHER THE OTHER BIG BUNCH OF THEM IS JUST NORTH OF DUTTON ISLAND ROAD, WEST OF MAYPORT ROAD, THAT CITY OF JACKSONVILLE.

AND THE OTHER BIG BUNCH IS OUT TOWARDS WONDERWOOD WITH THOSE TWO AREAS OF SEPTIC TANKS.

BUT THAT TRIP, THE REQUIREMENT THAT WE HAVE TO PUT TOGETHER A PLAN TO ELIMINATE THESE SEPTIC TANKS SO WE HAVE CONTROL OF THAT.

BUT TO QUALIFY FOR THAT, GRANT NEEDED 75% OF THE PROPERTY OWNERS TO AGREE TO IT AND COULD NOT GET 75% OF THE PROPERTY OWNERS TO AGREE TO HAVE SEWER EXTENDED.

SO WE LOST THE GRANT FUNDING.

SO THAT PROJECT DIDN'T MOVE FORWARD.

WE COULD WE COULD TRY AGAIN GOING FORWARD.

BUT UM, BUT IT IS I'M GOING TO HAVE TO BUY THIS LATER THIS FALL.

I'LL NEED TO HAVE A SEPTIC TANK ELIMINATION PLAN TOGETHER THAT I'LL BE IN FRONT OF YOU GUYS TALKING ABOUT.

SO THAT MAY BE AN OPTION THAT WE'RE WE'LL TALK ABOUT.

WE'RE GOING TO BE UPDATING OUR VULNERABILITY ASSESSMENT AND ADAPTATION PLAN TO MEET STATE STANDARDS THAT CAME OUT AFTER WE DID OUR FIRST ROUND AND WE'VE BEEN ABLE TO GET A PRETTY GOOD BIT OF GRANT FUNDING FOR THAT.

AND WITH THAT GRANT FUNDING, WE'RE ALSO GOING TO DO A MARSH BASELINE SURVEY TO IDENTIFY WHAT THE CONDITIONS OF OUR MARSH ARE RIGHT NOW.

WE HAVE APPLIED FOR A SALT MARSH RESILIENCY STUDY, WHICH IS BASICALLY TRYING TO FIGURE OUT WAYS WE CAN KEEP THE SALT MARSH FROM ERODING ALONG THE INTERCOASTAL AND KEEP THE CREEKS FROM WIDENING UP.

BECAUSE IF WE CAN KEEP THOSE CREEKS FROM WINDING UP IN THE BANK, FROM ERODING, THAT PROVIDES MORE PROTECTION FOR THE HOUSES ON THE WEST SIDE OF THE INTERCOASTAL.

SO WE ARE IN THE MIDST OF PROPOSING CHANGES TO CHAPTER 24 AND THE COMPREHENSIVE PLAN.

WHY ARE WE DOING THIS? A LOT OF THE REASONING YOU HEARD TONIGHT FOR OTHER CHANGES IS BECAUSE THE STATE LEGISLATURE HAS SOME STUFF IN STORE FOR US AND THAT WE NEED TO MAKE OUR CODES COMPLIANT SINCE WE HAVE THESE CODES UPDATED OR OPEN.

WE'RE LOOKING AT OTHER UPDATES AS WELL.

AS YOU KNOW, YOU'VE PROBABLY A COUPLE OF YOU HAVE ATTENDED AND MAYBE EVEN WATCHED A COUPLE OF MEETINGS THAT WE'VE HAD WITH THE COMMUNITY SO FAR.

I THINK WE'VE HAD ABOUT EIGHT PUBLIC INPUT SESSIONS.

THE IDEA OF THESE PUBLIC INPUT SESSIONS IS TO GATHER THE INFORMATION AND THEN PRESENT IT BACK TO COMMISSION.

SO WE ARE OPENING UP THE COMPREHENSIVE PLAN FOR THAT.

WE ALSO JUST RECENTLY LEARNED THAT THERE ARE SOME MORE STATE STATUTES REGARDING SEPTIC TANKS.

SO WE'LL BE UPDATING OUR COMPREHENSIVE PLAN TO INCLUDE THAT AS WELL.

UM, BASICALLY WHAT PLANNERS DO IS WE LOOK WHO'S DONE IT BEFORE AND HOW HAVE THEY DONE IT.

WE TAKE THAT HOPEFULLY MODEL LANGUAGE AND TWEAK IT AS OUR OWN.

THE STATE IN OUR CASE AND ALL OF THE CASES DID PROVIDE A MODEL FOR THE PROPERTY RIGHTS ELEMENT.

THE CITY OF JACKSONVILLE HAS INCLUDED THIS IN THEIR COMPREHENSIVE PLAN.

WE ARE BASICALLY TAKING THEIR PROPOSED LANGUAGE AND TWEAKING IT AND OUR COMPREHENSIVE PLAN.

OTHER MAJOR CHANGES IN THE COMPREHENSIVE PLAN INCLUDE CLARIFYING THE WETLAND BUFFER, LOCATION CHANGES TO THE DENSITY LIMITS IN THE CENTRAL BUSINESS DISTRICT. THE TRANSPORTATION ELEMENT IS MANAGEMENT OF LOCAL ROADS, ENCOURAGEMENT OF COMPLETE STREETS, AND THE CONSERVATION AND COASTAL MANAGEMENT

BUT OUR ZONING REGULATIONS TALK ABOUT SETBACKS, SUBDIVISION REGULATIONS, PROTECTION OF ENVIRONMENTAL RESOURCES.

AND I MENTIONED EARLIER, WHY ARE WE DOING THIS? THE STATE HAS MADE SOME REGULATIONS REGARDING STANDARDS FOR SINGLE AND TWO FAMILY HOMES AND HOME BASED BUSINESSES.

CHAPTER 24 IS DIFFICULT TO UPDATE UNDER ITS CURRENT STATE.

THERE WAS A SPEAKER EARLIER THAT SAID THEY GOT A LITTLE POSTCARD LAST TIME WE DID IT AND THE POSTCARD DIDN'T HAVE ANYTHING ON IT.

PART OF THAT REASON IS BECAUSE OUR CURRENT CODE SAYS WE HAVE TO NOTIFY VIA MAIL EVERY PROPERTY OWNER.

THAT'S KIND OF EXPENSIVE AND THAT'S AROUND $4,000 EACH TIME WE DO IT.

SO WE ARE LOOKING AT PROPOSING A CHANGE TO CHAPTER 24 AND WOULD LIKE TO GET FEEDBACK FROM THE COMMUNITY.

STAFF WOULD LIKE TO DO AWAY WITH THIS, BUT MAYBE IMPLEMENT OTHER MEANS TO ABOVE AND BEYOND WHAT WE CURRENTLY DO TO GET PUBLIC INPUT ANYTIME THERE IS A CHANGE.

SO THAT'S SOMETHING, A PROPOSAL IN CHAPTER 24 THAT STAFF IS LOOKING AT.

ANOTHER CHANGE IS LOOKING AT DOING AWAY WITH THE MINIMUM LIVING AREA.

RIGHT NOW, CHAPTER 24 HAS SOME MINIMUM HOUSE SIZES THAT YOU HAVE TO HAVE IN ORDER TO BUILD IN THOSE ZONING DISTRICTS.

WE'RE LOOKING AT REDUCING THOSE AND OR DOING AWAY WITH THOSE.

YOU HAVE SMALLER HOMES THAT MAKES THEM MORE AFFORDABLE.

YOU HAVE ADDITIONAL AREA FOR GREEN SPACE AND PERHAPS MAYBE PEOPLE ARE JUST WANTING SMALLER PLACES, LESS AREA TO CLEAN AND AGE IN PLACE. THIS IS JUST A KIND OF A GRAPHIC OF WHAT DIFFERENT SIZE HOMES CAN LOOK LIKE IN A COMMUNITY.

ANOTHER PROPOSED SECTION AND I'M HITTING THE HIGH POINTS OF CHAPTER 24, OBVIOUSLY IT'S OVER 200 PAGES.

WE HAVE SOMETHING IN THERE RIGHT NOW IN THE RESIDENTIAL ZONING DISTRICTS THAT REQUIRES ARCHITECTURAL DEVIATION BASICALLY ON THE SECOND FLOOR SO THAT YOU DON'T HAVE A LONG STRAIGHT WALL OF A HOUSE.

WE HAVE THAT CURRENTLY.

WE'RE LOOKING AT JUST CLARIFYING THAT LANGUAGE.

WE'VE HAD A COUPLE PEOPLE TAKE ADVANTAGE OF THAT AND REALLY KIND OF WANT TO ENCROACH INTO THEIR NEIGHBORS.

YOU GIVE A LITTLE AND SOMETIMES THEY TAKE A LOT.

SO WE'RE LOOKING AT JUST PUTTING SOME MORE PARAMETERS IN THERE TO CONTROL THAT BETTER STORMWATER RETENTION FOR COMMERCIAL.

SO WE'RE NOT SEEING THE REDEVELOPMENT ON MAYPORT ROAD IN PARTICULAR THAT WE WOULD LIKE TO SEE.

AND SOME OF THAT IS BECAUSE SOME OF THESE COMMERCIAL PROPERTIES ARE VERY MUCH EXCEEDING OUR LOT COVERAGE OR OUR LOT COVERAGE

AND THEY'RE NOT WANTING TO GIVE THAT UP TO REDEVELOP.

SO THE PROPOSED CHANGE WOULD ALLOW THEM TO STILL EXCEED IT AS LONG AS THEY'RE COMING DOWN IN LOT COVERAGE.

SO FOR EXAMPLE, I'M GOING TO PICK ON THE KLOTZ PROPERTY.

THAT PROPERTY IS PROBABLY ABOUT 98% LOT COVERAGE.

HOPEFULLY IF THEY CAME IN AND REDEVELOPED AND WE DO HAVE PARAMETERS IN PLACE WHICH WOULD REQUIRE THEM TO COME DOWN BY ABOUT 10%, BUT STAFF FEELS THAT WOULD BE AN INCENTIVE TO HELP GET SOME REDEVELOPMENT ALONG MAYPORT ROAD AS LONG AS THEY ARE ATTENUATING FOR THEIR STORMWATER.

THIS IS ANOTHER SEGMENT WE DEAL WITH AND I'VE HEARD A LOT FROM THE COMMUNITY AND THIS IS GOING TO BE A HOT TOPIC.

THE IMPERVIOUS SURFACE CURRENTLY IT'S IT IS AT 45%.

PREVIOUSLY IT USED TO BE 50.

I'VE HEARD SOME PEOPLE IN THE COMMUNITY THAT WANT TO LOWER IT BELOW 45%.

AND I'VE HEARD SOME PEOPLE IN THE COMMUNITY THAT WANT TO INCREASE IT ABOVE 45%.

HOWEVER, WHAT'S IN THE CODE RIGHT NOW IS NOT PERFECT LANGUAGE AND IT GRANDFATHERS IN PROPERTY.

BUT WHAT'S NOT PERFECT ABOUT IT IS IT DOESN'T TELL US HOW IT'S GRANDFATHERED IN.

SO, FOR EXAMPLE, IF YOU HAVE A HOME TODAY AND YOU'RE AT 80% LOT COVERAGE AND YOU DEMOLISH THAT HOME AND YOU WANT TO REBUILD IT BACK, YOU WOULD STILL HAVE 80% LOT COVERAGE. DON'T THINK THAT WAS THE INTENT WHEN IT WAS WRITTEN.

SO WE JUST WANT TO GET SOME CLARIFICATION IN THERE.

MY SON DID DID NOT HAVE TO HEAR MY WIFE RESPOND WITH A YES, MEANING HE'S GONE WHILE STILL AT THE BEACH SPEAKING WITH THE LIFEGUARD TEAM.

I'M GOING TO PASS THROUGH WHAT HE SAID.

BUT HE WAS HERE, WHAT, TWO DAYS AGO WHEN WE HAD THE STORM COME THROUGH AND IF ANYBODY WAS HERE, I WAS OUT OF TOWN.

BUT MY WIFE HAS INFORMED ME IT CAME UP LIKE A FURY.

IT WAS DONE PRETTY QUICK.

BUT IF YOU WERE OUT IN THAT OCEAN WHEN THAT STORM CAME THROUGH, YOU WERE AT HIGH RISK.

SO I'M GOING TO FINISH WITH THE LAST PARAGRAPH.

I CAUTIOUSLY SAY THAT I THINK I COULD HAVE MADE THE SWIM BECAUSE HE LOST HIS BOARD TRYING TO SAVE HIS HIS WIFE'S BOARD.

BUT I AM BLESSED THAT I DIDN'T HAVE TO TRY TO ANSWER THAT QUESTION BECAUSE THE TEAM OF JOSH BARNHART AND TOM HARDY CAME TO MY RESCUE.

AND THE FINE TEAM OF OF LIFEGUARDS IN ATLANTIC BEACH, THEY ENDANGERED THEIR OWN LIVES TO COME TO RESCUE OF SOMEONE THEY'VE NEVER MET.

AND THEY ENSURED THAT AN 11 YEAR OLD BOY WOULD NOT HAVE TO ENDURE THE WORST, ONE OF THE WORST NIGHTMARES A CHILD COULD EVER EXPERIENCE THE LOSS OF A PARENT.
