AND I JUST WANTED TO SAY THAT WE'RE GLAD TO PLAY A SMALL PART TO HELP THE COMMUNITY OUT HERE WITH THE HOPKINS CREEK FLOODING ISSUE.

I KNOW THAT THIS WILL GO TO HELP.

I THINK IT'S CUTLASS, THE CULVERT THERE THAT'S ON CUTLASS AND ALSO SOME OF THE DITCH REHAB AND THE HOPKINS CREEK AREA.

I'M GOING TO MAKE THIS VERY QUICK AND I'M AWARE OF THE DEVASTATION FROM THE STORM OF AUGUST OF 2016, AND I'VE HEARD SOME OF THE STORIES FROM A FEW OF THE RESIDENTS THAT SUFFERED SIGNIFICANT LOSS DUE TO THE FLOODING.

I'M HOPEFUL THAT THE PROPOSED PLANS THAT I READ ABOUT WHICH IS THE DREDGE, TO DREDGE THE POND TO CREATE MORE STORM WATER DAMAGE, RECONSTRUCTION OF THE POND OUTFALL.

SEE DID MY HOMEWORK.

I'VE BEEN READING AND RESEARCHING OR CONSTRUCTING A PERMANENT POND PUMPING FACILITY TOGETHER WITH THE FUTURE GENERATION WILL BE PREPARED TO WEATHER THE PROJECTED 100 YEAR FLOOD.

THAT YOU ALL ARE PROJECTING FOR 2044.

SO IN CLOSING.

THE ASSET FUTURE GENERATIONS BECAUSE I'M THINKING 2044.

AND SO I JUST WANT TO BE CLEAR THAT I AM DEFINITELY FOR THIS.

MY KIDS WENT TO BOYS AND GIRLS CLUB WHEN THEY GREW UP HERE IN ATLANTIC BEACH, GOING TO ATLANTIC BEACH ELEMENTARY.

AND THEN THEY ACTUALLY WE, I REALLY, REALLY NEEDED THEIR HELP, FOR MANY YEARS OVER AT FLETCHER, I BELIEVE IT WAS FLETCHER MIDDLE SCHOOL.

SO I LOVE THIS IDEA.

I DIDN'T REALIZE IT WAS GOING TO BE JORDAN AND GAIL BAKER, BUT THE MORE THE MERRIER.

SO I JUST WANTED TO JUST BRING UP A COUPLE THINGS.

IF THIS WAS LIKE AN ACTUAL CONTRACT, I'M NOT A LEGAL PERSON, BUT JUST SOME THINGS TO TO LOOK AT IN THE LANGUAGE OF IT.

SO THERE'S AN EXCEPTION IF THE CITY OF ATLANTIC BEACH WANTS TO USE IT FOR ANYTHING.

AND IT JUST SEEMED KIND OF GENERAL TO ME.

I JUST AM TRYING TO HELP PREVENT ISSUES LATER AND.

AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS AND PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION PROVIDING FOR CONFLICTS AND PROVIDING AN EFFECTIVE DATE.

YES. ONE OF THE CITY'S GOALS THAT THEY SET IN THEIR 2023 PRIORITIES WAS TO EXPLORE ALLIANCES WITH A CHILD SERVICE ORGANIZATION TO SUPPORT THE AFTER SCHOOL PROGRAM AND ENSURING THE PROGRAM HAS QUALIFIED EDUCATORS ON STAFF AND SERVING AS VOLUNTEERS.

WHEN I GOT HERE, I LOOKED AROUND AND SEE WHAT SEE WHAT WE COULD DO.

WHEN I TALKED TO KEVIN A LITTLE BIT AND THERE WAS SOME TALK ABOUT THE KIDS HEALTH ALLIANCE AND GRANTS THEY WERE GIVING OUT FOR AFTER SCHOOL PROGRAMS. AND WE IMMEDIATELY APPLIED FOR ONE WHEN THE OPENING WHEN THE GRANT PERIOD OPENED AND WE WERE IMMEDIATELY TOLD WE WEREN'T ELIGIBLE BECAUSE WE WERE WE WERE NOT A NONPROFIT.

SO KEVIN GOT ON THE PHONE, CALLED THE BOYS AND GIRLS CLUB AND SAID, WHAT? WHAT CAN WE DO TO BRING THIS TO FRUITION, TO ATLANTIC BEACH? AND, YOU KNOW, LET ME GIVE HIM THE CREDIT.

HE GOT ON TOP OF IT AND HE GOT IT DONE FOR US.

HONESTLY, I HAVE NO STRONG ONE WAY OR ANOTHER AS TO PURCHASING IT FOR A RETENTION POND.

MY CONCERN IS WITH THE PRICE THAT YOU ARE AUTHORIZING.

I WENT AND LOOKED AT WHAT THE PURCHASER HAD BOUGHT IT FOR ONLY SIX YEARS AGO AND THAT WAS $350,000.

AND I LOOKED AT WHAT THE PROPERTY APPRAISER HAS IT APPRAISED FOR FOR 2023.

NOW, I KNOW THE PROPERTY APPRAISER IS ALWAYS LOW, BUT THAT WAS $438,000.

SO IT LOOKS LIKE THE CITY IS WILLING TO PAY THREE TIMES WHAT THE THE SELLER PREVIOUSLY BOUGHT IT FOR ONLY SIX YEARS AGO. THREE TIMES AS MUCH.

AND I WANT TO ASK YOU, COMMISSIONER, AS YOU SIT THERE, THINK ABOUT YOUR OWN PROPERTY.

HAS IT GONE UP THREE TIMES AS MUCH IN SIX YEARS? I DON'T THINK SO. MAYBE TWICE AS MUCH.

THE SILVER ARENA DRIVE, MULTI-USE PATH, THE FLYOVER MURAL AT $200,000.

AND THERE'S A COUPLE OF OTHER THINGS, TOO.

A COUPLE OF OTHER THINGS THAT GOT FUNDED OR MONEY SET ASIDE, LIKE THE 16TH STREET CROSSOVER, THE LEVY ROAD, MULTI-USE PATH, $200,000 SPENT ON THE CLAM TRUCK FOR PUBLIC WORKS.

THERE'S A LOT OF MONEY THAT WAS IN LAST YEAR'S BUDGET THAT'S ALREADY BEEN SPENT OR REALLOCATED TO MOSTLY TO ROAD PAVING OR RESURFACING.

EXCUSE ME. UM, WHERE IF YOU KEPT THE MILLAGE RATE.

BACK TO THE ROLLBACK OR YOU KEPT THE REVENUE LEVEL WITH LAST YEAR'S REVENUE, YOU'LL STILL HAVE A COUPLE MILLION DOLLARS TO SPEND ON SPECIAL PROJECTS.

AND REALLY THE BIGGEST SPECIAL PROJECT THAT MOST PEOPLE SEE IN THIS CITY IS A CONDITION OF THE ROADS.

THE MAJOR ROADS.

NOW, AS AN EXAMPLE, BY UTILIZING THE ROLLBACK RATE RATHER THAN THE PROPOSED RATE, WHICH WAS LAST YEAR'S RATE, THAT'S ONLY A DIFFERENCE OF $755,000.

IF YOU USE THE PROPOSED RATE, THAT'S GOING TO MAKE $755,000 MORE.

AS CITY STAFF STARTS PREPARING THIS BUDGET AND CITY STAFF CAN GUARANTEE YOU THEY'LL FIND A WAY TO SPEND THAT MONEY, IT MIGHT BE ON ANOTHER FLYOVER MURAL SOMEWHERE, OR MAYBE MIGHT GET A SPLASH PAD AT BOLE PARK SINCE I WOULD HAVE TO DRIVE TO THE NEW SPLASH PAD OVER ON THE MARSH SIDE.

BUT STILL, YOU KNOW, MY POINT IS, I WOULD IMPLORE YOU TO UTILIZE THE SAME MILLAGE RATE AS THE ROLLBACK RATE AS THE PROPOSED RATE.

THAT WAY, CITY STAFF WON'T GO CRAZY AND SPEND ANOTHER 755,000 MORE DOLLARS ON THINGS THAT THIS COMMISSION OR THE NEXT COMMISSION MAY HAVE TO CHANGE AROUND AGAIN.

IF THIS PROPERTY IS PURCHASED IN A VERY CAREFUL MANNER, IT COULD REPRESENT A GREAT OPPORTUNITY FOR THE CITY TO CONTROL STORM WATER.

ON THE OTHER HAND, IF IT'S NOT DONE CAREFULLY, IT REPRESENTS A LIABILITY FOR THE CITY AS WELL.

UM, WHILE THE RESOLUTION AUTHORIZES THE CITY MANAGER TO, AMONG OTHER THINGS.

WE DO DILIGENCE EFFORTS.

MY CONCERN IS THAT DUE DILIGENCE HAS CAN HAVE DIFFERENT MEANINGS FOR DIFFERENT PEOPLE.

AND THE STAFF REPORT SPECIFICALLY AND EXPLICITLY SAID THAT THE DETAILED ENGINEERING ANALYSIS HAS NOT BEEN COMPLETED. FURTHERMORE, THE AGREEMENT, AS I UNDERSTAND IT, AND I'M NOT A LAWYER, BUT IT SAYS IT GIVES THE CITY 60 DAYS TO COMPLETE THE FEASIBILITY STUDIES RELATING TO THE PROPERTY.

IN MY OPINION, AS AN ENGINEER THAT DUE DILIGENCE NEEDS TO INCLUDE AT A MINIMUM, THREE ITEMS. FIRST IS A PHASE ONE ENVIRONMENTAL SITE ASSESSMENT, AND DEPENDING ON THE RESULTS FROM THAT SITE ASSESSMENT, A PHASE TWO, AN ENVIRONMENTAL SITE ASSESSMENT MAY ALSO BE REQUIRED.

THE SECOND THING IS A TREE SURVEY.

I THINK THAT YOU SHOULD HAVE A CERTIFIED ARBORIST LOOK AT THE TREES THAT ARE ON THAT PROPERTY, IDENTIFY THOSE THAT ARE REGULATED TREES UNDER THE CITY'S ORDINANCE AND WHAT AREAS NEED TO BE SET ASIDE TO PROTECT THOSE TREES AS WELL.

AND THEN THE THIRD THING IS WITH THESE FIRST TWO THINGS IN HAND, FURTHER ENGINEERING EVALUATION NEEDS TO BE DONE TO MAKE SURE THAT THE PROPERTY WILL IN FACT BE ABLE TO MEET THE STORMWATER OBJECTIVES THAT WERE STATED FOR THE PURPOSE OF PURCHASING THE PROPERTY AND TO REVIEW THE COST AND BENEFITS THAT GO WITH THAT PURCHASE. WE HAVE A LATE ENTRY OF A REAL ESTATE AND URBAN PLANNING DEGREE INDIVIDUAL WHO HAS WORKED FOR THE CITY OF JACKSONVILLE BUT HAS NO CITY MANAGER EXPERIENCE.

UM, AS HAS BEEN ALREADY STATED, THERE WAS AN ADDITIONAL CANDIDATE INTERESTED WHO IS A LIFELONG PUBLIC SERVANT, LIFELONG ATLANTIC BEACH RESIDENT WHO UNFORTUNATELY WAS NOT PERMITTED TO INTERVIEW.

SO WE ALSO, IN THE PROCESS OF DOING THIS, RAISED THE SALARY, I BELIEVE IT WAS 150,000.

NOW UP TO THE 190 TO 225 RANGE, WHICH IS A PRETTY HEFTY RAISE.

UM, I'M NOT SURE EXACTLY WHY THAT HAPPENED.

MAYBE WE WEREN'T GETTING ENOUGH PEOPLE APPLYING, BUT WE WERE ALREADY ON THE HIGH END OF PAYING.
