THREE CANDIDATES WENT BEFORE THE THAT BOARD AND THEY WERE REVIEWED.

AND IT STRUCK ME THAT THESE PEOPLE ARE VOLUNTEERS, GIVE THEIR TIME AND THEIR TREASURE AND THEY JOIN A LONG LIST OF THOSE PEOPLE THAT WERE IN THE PAST, THOSE PRESENTLY ON THE COMMISSIONS AND BOARDS AND THOSE THAT WILL BE IN THE FUTURE.

THESE VOLUNTEERS TRULY, TRULY MAKE THE CITY GREAT.

I WAS DOING SOME RESEARCH ON TREE CANOPIES AND HOW TO GET PEOPLE INVOLVED, AND A LOT OF THE COMMENTS WERE, YEAH, SOME OF SOME OF THE VOLUNTEERS DIDN'T DO WHAT WE WANT THEM TO DO, BUT THE PROCESS ITSELF AND VOLUNTEERING MADE THEM WANT TO GIVE, BY GIVING, THEY GAINED OWNERSHIP IN THEIR COMMUNITY.

AND THAT'S THAT'S THE TRUE, TRUE BENEFIT OF VOLUNTEERS.

THEY OWN WHAT THEY ARE DOING.

SO THE MORE VOLUNTEERS WE HAVE, BETTER WE'RE GOING TO BE.

THERE'S NOT THAT MANY, BUT IT'S THAT VOLUNTEER THING.

AND I'M VERY INVOLVED WITH ALL TYPES OF THINGS GOING ON.

OKAY. THIS TOWN IS GOING TO LOSE INCREDIBLE WISDOM AND KNOWLEDGE IN THE PERSON OF MR. JOE GARRITY. I WANTED TO TAKE A MINUTE TO THANK HIM FOR UNSELFISHLY STEPPING UP IN THE MIDDLE OF HIS OWN LOSSES FROM HURRICANE IAN LAST YEAR.

YOU KNOW, YOU KNOW WHAT IT'S LIKE TO BE IN THE EYE WALL OF THAT COMING IN.

BUT AS A CITIZEN, I USED TO BE A PUBLIC SERVANT MYSELF, AND I KNOW TOO WELL THE MORAL DUTY TO DO THE RIGHT THING, NO MATTER WHAT THE POLITICAL HEADWINDS MAY BE.

SO WHAT JOE HAS DONE IS AND THE CRITICAL VALUE HE HAS BROUGHT US BEFORE AND DURING THIS INTERIM TENURE IS HE HAS ENSURED THAT WE HAVE SCAFFOLDING IN OUR BEAUTIFUL CITY OF COMPETENT PEOPLE.

LOOK AT WHAT HAPPENED IN MAUI.

THOSE PEOPLE BELIEVED IN THEIR GOVERNMENT.

THEY PAID DEARLY FOR THEIR GOVERNMENT.

SO THAT'S WHY HAVING CAPABLE PEOPLE IN PLACE IS SO CRITICAL, BECAUSE OTHERWISE MEAN YOU HAVE TO OPERATE WITH COMMON SENSE WHEN YOU'RE AN EMPLOYEE.

SO ANYWAY, MOVING RIGHT ALONG, I'M HERE TO TALK MOSTLY ABOUT AGENDA ITEMS EIGHT A AND EIGHT B.

THE FIRST ONE IS THE REVAMP OF AHERN STREET BETWEEN OCEAN BOULEVARD AND EAST COAST DRIVE, WHICH BOTH, WHICH THAT AREA, THAT STREET WILL FEED RIGHT INTO THE INFAMOUS NUMBER 52 EAST COAST DRIVE, WHERE THEY TRIED TO EXCEED THE 35 FOOT HEIGHT, PUTTING THINGS ON TOP OF THE ROOFS.

UM, YOU KNOW, THE PLAN IS AN OKAY PLAN, BUT IT'S NOT A GOOD PLAN.

IT'S NOT A GREAT PLAN.

THREE OF YOU ON THE COMMISSION RIGHT NOW WERE HERE IN MAY OF 2021, A LITTLE OVER TWO YEARS AGO WHEN YOU APPROVED THE CONNECTIVITY PLAN.

IF YOU LOOK ON PAGE 95 AND 96 OF THE APPROVED AND ACCEPTED CONNECTIVITY PLAN, THERE ARE BIKE LANES ON THAT STRETCH OF AHERN STREET.

THERE ARE NOT BIKE LANES ON WHAT IS THE APPROVED CONCEPT PLAN THAT'S INCLUDED IN YOUR AGENDA ON PAGE 88? I DON'T KNOW WHERE THAT APPROVED THING CAME FROM.

THERE WERE A COUPLE OF TOWN HALLS I ATTENDED BOTH OF THEM.

ONE THEM WAS ON SITE.

UH, YOU KNOW, THERE WAS A LOT OF INPUT.

AND THEN ALL OF A SUDDEN, YOU KNOW, THE APPROVED, THE APPROVED THING WAS APPROVED BY SOMEBODY THAT DIDN'T HAVE CITIZEN INPUT, APPARENTLY, AND DIDN'T HAVE YOUR INPUT.

SO THAT REALLY NEEDS TO BE LOOKED AT BECAUSE WE NEED BICYCLE LANES ON THAT SHORT STRETCH OF AHERN STREET.

THE WHOLE STREET IS BEING COMPLETELY REVAMPED.

WE NEED TO START MOVING FORWARD AND HAVING SOME BIKE LANES, UH, AND THE STAFF REPORT ON BOTH AGENDA ITEMS, IT ONLY HAS A COST OF 68,000 FOR THE ENGINEERING ON ONE AND 46,000 FOR THE ENGINEERING ON THE OTHER.

DOESN'T SHOW WHAT THE PROJECTED PROJECT COSTS ARE AND I DIDN'T HAVE TIME TO TRY TO LOOK IN THE LAST COUPLE OF YEARS BUDGETS TO PULL THOSE NUMBERS OUT.

BUT I'M SURE MR. GARRITY HAS THOSE NUMBERS OFF THE TOP OF HIS HEAD.

UM, YOU KNOW, THE BIKE PLANS, YOU KNOW, FIGURE PROMINENTLY IN THAT CONNECTIVITY PLAN.

WE NEED THAT.

AND THERE'S GOING TO BE ANOTHER ISSUE WITH CROSSWALKS FROM THOSE SIDEWALKS ON AHERN CROSSING OVER EAST COAST, COMING TO THAT NEW BUILDING THAT HAS 45 BICYCLE RACKS ON IT.

SO ONCE AGAIN, YOU KNOW, THE MATH WORKS.

THERE'S PLENTY OF ROOM FOR AN EAST AND WEST BOUND BICYCLE LANE.

IT'S JUST THAT THERE'S NOT A NEED FOR A NINE FOOT SIDEWALK ON THE NORTH SIDE OF THAT ROAD WHERE THERE'S ONLY RESIDENCES AND CONDOS THAT SIDEWALK COULD BE ELIMINATED OR IT COULD BE GREATLY REDUCED.

UH, I ALSO HAD A HAD AN IDEA ABOUT PICKLEBALL COURTS AT JORDAN PARK, BUT I'M NOW OUT OF TIME.

BUT IRONICALLY, IN MY UTILITY BILL THAT I GOT TODAY, GUESS WHAT ATLANTIC BEACH INCLUDED IN HERE? BIKE SMART. AND YET WE DON'T HAVE BIKE LANES IN THIS NEW PLAN.

THEY STARTED ON AUGUST 21ST, SO THIS IS THEIR SECOND FULL WEEK.

THEY KICKED OFF PROGRAMING AFTER GETTING THEIR STAFF IN PLACE.

THEY'RE STILL FINE TUNING THEIR STAFF AND MANAGED TO PUT ALL OF OUR FULL TIMERS AND PART TIMERS THAT WORKED AT JORDAN AND BAKER CENTERS TO WORK FOR THEM, WHICH WAS JUST LIKE A WIN WIN SCENARIO FOR FOR EVERYONE, FOR THE FAMILIES AND FOR FOR OUR EMPLOYEES.

AND AND THAT WAS THAT WAS A HUGE WIN.

WE DIDN'T NECESSARILY EXPECT THAT.

AND THAT WAS THAT WAS A BLESSING.

THEIR FOCUSES FOR THE PROGRAM ARE GETTING THE STAFF CLEARED, CREATING ROUTINES FOR MEMBERS AND CONDUCTING STAFF TRAINING.

AND I CALLED THEM MEMBERS OF THE PARTICIPANTS AT THEIR CLUB MEMBERS.

ALL THESE PEOPLE ARE NOT JUST, YOU KNOW, PEOPLE WHO GO TO THE CENTERS AFTER SCHOOL.

THEY'RE BOYS AND GIRLS CLUB MEMBERS, YOU KNOW, THEIR CARD CARRYING MEMBERS.

AND THERE'S SOME PRIDE ASSOCIATED WITH THAT.

THEY KICKED OFF THEIR PROGRAM BY ESTABLISHING ROUTINES AND GETTING THEIR NEW MEMBERS SETTLED INTO THEIR ROUTINES.

ASKED FOR AN UPDATE FROM THE BOYS AND GIRLS CLUB.

DID THAT COME FULLY STAFFED? AS OF NEXT WEEK, THEY'RE WORKING ON GETTING EVERYONE CLEARED AS FAR AS APPROVAL TO DRIVE OUR VAN, WHICH THEY'RE GOING TO USE THEIR TRANSPORTATION AND HOURS AND THEIR FOCUS FOR THE COMING MONTH IS INCREASING THEIR NUMBERS.

WE'RE HELPING THEM DO THAT BY COMMUNICATING WITH THE FAMILIES THAT WE SERVE.

AND OF COURSE, AS YOU KNOW, THERE'S A LOT OF COMMUNITY AND SCHOOL ENGAGEMENT.

THERE'S TUTORING AND THERE'S ATHLETIC PROGRAMS AND ACADEMIC ADVANCEMENT, LEADERSHIP AND AND AND SKILLS DEVELOPMENT.

THIS IS ONE OF THE THE MOST IMPORTANT THINGS THAT'S HAPPENED TO THE CITY OF ATLANTIC BEACH AND OUR COMMUNITY SINCE I'VE BEEN HERE.

UM, THEY ARE CAPABLE OF SERVING UP TO 120 CHILDREN, IF Y'ALL ARE WONDERING.

KINDERGARTEN UP TO HIGH SCHOOL, AND I'M HAPPY TO TRY TO ANSWER ANY QUESTIONS.

UM, ONE, WE DON'T HAVE A LOT OF RIGHT OF WAY SPACE ON ATLANTIC TO ADD A PATH AND TWO THERE'S A LOT OF DRIVEWAY THAT INTERSECTS ATLANTIC BOULEVARD MAKING IT UNSAFE FOR PEDESTRIANS AND BICYCLISTS.

I HAVE A QUESTION ABOUT THE BUILDING THAT'S GOING IN ON EAST COAST AND AHERN, HOW IS THAT GOING TO AFFECT ONE, THE PARKING THERE? AND I KNOW THE PARKING PROBABLY WOULD BE FOR THE OTHER BUILDING.

UM, AND ARE WE ADDING SPACES?
