UM. UH, YOUR VOTE AT THE LAST MEETING TO USE THE ROLLBACK RATE WITH THE BUDGET WAS DISAPPOINTING IN ITS TIMING, ITS LACK OF INPUT FROM THE INTERIM CITY MANAGER. AND NOTICE TO THE COMMISSION LAST YEAR, WE REDUCED THE MILLAGE RATE SLIGHTLY, BUT IT WAS PARALLELED BY ACTION FROM DOJ.

THERE WAS A LOT OF DIALOG IN THIS COMMISSION CHAMBER, AND WE WERE STILL FEELING THE INFUSION OF ARPA DOLLARS THIS YEAR.

YOU ARE OUTLIERS AMONG MUNICIPALITIES AND YOU COULD TAKE GUIDANCE FROM EXPERIENCED FINANCIAL MANAGERS.

UM, SO I ASK THE COMMISSION TO RECONSIDER YOUR VOTE AND TO BE PRUDENT FIDUCIARIES FOR ATLANTIC BEACH OR VOTE NO.

UM, COSTS THE SIZE OF THE BUDGET INFLATION ALL UP, AS WE HAVE HEARD.

BUT YOU ARE NOT THE TAXING AUTHORITY FOR DUVAL COUNTY OR THE SCHOOLS YOU ARE RESPONSIBLE FOR ONLY ATLANTIC BEACH COSTS ARE UP HERE TOO.

LIKE THE SPEAKERS AT THE LAST MEETING, I AM BOTH A FORMER CONSERVATIVE MAYOR AND I LIVE ON A FIXED INCOME.

LIKE OTHERS I CAN SEE ON MY TAX BILL WHAT I PAY FOR ATLANTIC BEACH 16.5 CENTS ON THE DOLLAR.

THIS PAYS FOR WATER, SEWER, STORMWATER, POLICE, PUBLIC WORKS, OUR WORKFORCE, WHAT IT COSTS TO PAY THEM, PARKS CENTERS, ANIMAL CONTROL, THE BEACH EMERGENCY MANAGEMENT.

AND THAT IS A HECK OF A LOT FOR 16.5 CENTS ON THE OTHER.

ON THE FLIP SIDE, I PAY FIVE TIMES MORE THAN MY AB TAXES AND INSURANCE.

WHEN I'VE NEVER MADE A CLAIM.

I PAY SCHOOL TAXES WHEN I HAVEN'T HAD A CHILD IN PUBLIC SCHOOLS FOR 16 YEARS AND I PAY A LOT MORE MONEY IN MY UTILITY BILLS TO GE THAN I EVER PAY IN DUVAL COUNTY THAN I EVER PAY IN ATLANTIC BEACH, RATHER.

EXCUSE ME. UM, SO WHAT MAY NOT BE WELL KNOWN IS THAT BY USING THE ROLLBACK RATE, YOU'RE GOING TO BENEFIT THE WEALTHY MUCH MORE THAN YOU'RE GOING TO BENEFIT THE PEOPLE THAT WERE ON FIXED INCOMES THAT CAME TO SPEAK TO YOU.

IN TRYING TO SERVE YOUR CUSTOMERS, YOU HAVE PUT US ON A PATH FOR A STARVATION DIET OF SERVICES.

I DON'T THINK IT'S FAIR FOR COMMISSIONERS TO FOLLOW.

I LISTENED TO THE MEETING AND I HEARD THAT OR I SEE, OBSERVED THAT A COUPLE HAD NEVER DONE A BUDGET BEFORE HERE.

I HEAR THAT SOME STILL DON'T UNDERSTAND THE DIFFERENCE BETWEEN THE MILLAGE RATE AND THE ROLLBACK RATE.

AND I HEAR OTHERS ASKING, WELL, WHY THIS CONVERSATION DIDN'T HAPPEN SOONER.

MY CRITICS WILL SAY THAT I AM TRYING TO RAISE TAXES AND THAT WOULD BE FALSE.

USING THE PROPOSED RATE THAT YOU HAD TWO WEEKS AGO, NOT THE ROLLBACK RATE WOULD STILL BE A DOWNWARD ADJUSTMENT AND WOULD BE PRUDENT.

I'LL POINT OUT THAT THE MAYOR TIMED THAT DISCUSSION TO HAPPEN IN THE 11TH HOUR AFTER THE INTERIM CITY MANAGER, JOE GARRITY, HAD LEFT.

WHAT WOULD JOE HAVE SAID IF YOU HAD PRESENTED THAT TO HIM? YOU PUT STAFF, YOU PUT THE FINANCE DIRECTOR, YOU PUT THE CITY IN A TERRIBLE POSITION TO READJUST AT THIS TIME.

IT ALSO UNDERMINES THE EFFORTS TO REVIEW THE INTERLOCAL AGREEMENT.

WHY IN THE WORLD WOULD COJ THEY WANT TO ADJUST WHAT WE GET IN THAT FORMULA IF WE GOVERN LIKE WE DON'T NEED MORE OF OUR OWN TAX DOLLAR? IT ALSO UNDERMINES OTHER COMMISSIONERS AND FUTURE COMMISSIONS, AS I SAID BEFORE, TO SAY THAT SERVICES ARE NOT AFFECTED IS MISLEADING, NOT TO MENTION WHAT WE'VE SEEN IN TERMS OF COST OVERRUNS.

WHAT IS YOUR PLAN FOR THE LIFEGUARD STATION? WE'VE HAD THE MONEY FOR THREE YEARS.

IT'S GOING TO COST A LOT MORE THAN IT DID WHEN WE GOT THE MONEY.

WHAT IS YOUR PLAN FOR THE BAKER CENTER ENHANCEMENT? WHAT IS YOUR PLAN FOR THE ROUNDABOUT? WHAT ARE YOU DOING TO LOOK AT NEW IDEAS LIKE PROPERTIES LIKE THIS ONE ON SEMINOLE ROAD, WHICH COULD BE USED FOR AN EXTRA LANE FOR SOUTHBOUND TRAFFIC THAT DID COST ABOUT 700,000 AND NOW IT'S COSTING OVER A MILLION.

WHAT ABOUT THE PROPERTY NEXT TO VETERANS PARK, WHICH IS ALMOST HOME, WHICH IS NOW FOR SALE, WHICH WOULD BE AN EXCELLENT ADDED VALUE TO THE CITY OF ATLANTIC BEACH.

THESE ARE THE KIND OF PROJECTS THAT YOU NEED TO ADDRESS AND LEAD WITH.

YOU ARE A FIDUCIARY.

YES, YOU SERVE OUR RESIDENTS, BUT YOU ARE OUR FIDUCIARY TO MANAGE THE BUDGET.

PLEASE GOVERN, DON'T CAMPAIGN, DON'T APPEASE.

PLEASE RECONSIDER THE PROPOSED USING THE THE ROLLBACK RATE.

GO WITH THE PROPOSED RATE A DOWNWARD DEPARTURE STILL LESS THAN THREE MILLS.

LET'S FIRST CHAT ABOUT THAT ILLEGAL MONSTROSITY.

BUILDING IS GOING UP BEHIND AL'S PIZZA AS DIRECT RESULT OF THE FORMER MICROMANAGE CITY MANAGER.

BY SOME PERVERSION, BIKE PARKING SPOTS ARE TREATED AS PARAMOUNT TO CAR PARKING PLACES.

WONDER HOW THAT COULD HAVE HAPPENED.

OF COURSE, THIS CONVENIENTLY CAME DOWN AFTER THE FORMER MAYOR LEFT OFFICE.

NOW WE'RE STUCK WITH THIS FURTHER DRAIN ON PARKING SPACES AND TOWN CENTER.

LET'S TALK ABOUT THE GROSS FISCAL MISHANDLING OF CITY FUNDS UNDER THE PRIOR ADMINISTRATION.

THE CITY'S ACCOUNTING SYSTEM IS SO CONVOLUTED THAT I, AS A CPA, RETIRED CPA, COULD NOT EVEN FIGURE OUT HOW TO BALANCE THE ACCOUNTS.

I KNOW THAT THEY DIDN'T BALANCE WHEN I LAST LOOKED.

ANOTHER EXAMPLE THAT WHEN WE LOOK AT THE STIMULUS MONEY THAT WAS DOLED OUT DURING COVID, NO COST BENEFIT ANALYSIS WAS EVER PERFORMED.

WE JUST GIVE AWAY MONEY WITH NO STRINGS, YOU KNOW, NICE PLAY EACH YEAR.

DEPARTMENT HEADS WILL BE ASKED FOR A BUDGET WITH LARGER ITEMS SHOWN THINK PROCESSES, CHILDREN TO NEGOTIATE THEIR ALLOWANCES.

A RESPONSIBLE PARENT SAYS NO TO UNNECESSARY EXTRAVAGANCES.

THE PRIOR ADMINISTRATION APPARENTLY IS INCAPABLE OF JUST SAYING NO.

THE CITY ENDED UP WITH A $400,000 SALE OF VATICAN SEWER SUCKER.

THEY DON'T KNOW HOW TO USE, BUT THE AVERAGE USE OF TWO HOURS A MONTH.

THE ONLY TIME I'VE EVER SEEN IT USED WAS TO CLEAN UP FROM BUILDERS WHO DID NOT USE PROPER RETAINING WALLS.

OF COURSE, THE POLICE DEPARTMENT MUST HAVE AN ENTIRE FLEET OF BRAND NEW SHINY POLICE CARS.

IT WOULD CERTAINLY NOT DUE TO BE SEEN IN AN OLDER CAR.

OR THE NEWER CAR COMES OUT.

THE CURRENT FLEET WILL LIKELY SUFFER FROM DEFECTIVE REAR MAIN SEALS.

YOU TALK ABOUT A THE DIFFERENCES BETWEEN THE WILL TO DO AND THE NON WILL TO DO.

I FEEL THIS WOULD BE A GREAT ACQUISITION FOR THE CITY, AND AN OPPORTUNITY LIKE THIS SELDOM COMES AROUND.

THE POSSIBILITIES ARE ENDLESS.

A SENIOR CENTER, A VETERANS RESOURCE CENTER, A COMMUNITY CENTER OR A COMBINATION OF ALL THREE.

THESE ARE JUST SOME OF THE POSSIBILITIES.

IF YOU THINK ABOUT ALL THE EVENTS AND PROGRAMS HELD IN ATLANTIC BEACH, NOT MANY ARE HELD IN THE SOUTH END OF THE MARCH OAKS COMMUNITY.

WE HAVE OPPORTUNITIES HERE TO BRING THIS AREA INTO THE MIDST OF ALL THESE WONDERFUL PROGRAMS, EVENTS THE CITY HAS TO OFFER AND BRING THE CITIZENS CLOSER.

THIS WOULD BRING A LOT OF GREAT RESOURCES AND OPPORTUNITIES TO THE MARSH OAKS COMMUNITY.

THERE ARE THOSE THAT WILL SPEAK OUT AGAINST SPENDING THE MONEY FOR THIS PROPERTY.

LONELINESS IS AN EPIDEMIC WHICH CAN LEAD TO INCREASED HEALTH PROBLEMS SUCH AS HEART DISEASE, STROKE, DEMENTIA AND SUICIDE.

COULD ADDING A SENIOR PROGRAM MAKE A DIFFERENCE IN THIS COMMUNITY? I BET ON IT. THE GAYLE BAKER AND JORDAN COMMUNITY CENTERS PROVIDE AFTER SCHOOL AND SUMMER PROGRAMS FOR OUR YOUNG PEOPLE.

THESE ARE WONDERFUL PROGRAMS THAT ARE NOT ACCESSIBLE TO ALL, OFTEN BECAUSE OF THE LOCATION AND DISTANCE.

THESE PROGRAMS OFTEN UTILIZE VOLUNTEERS, SOMETIMES SENIORS, TO HELP TUTOR THOSE KIDS HAVING DIFFICULTIES LEARNING CERTAIN SUBJECTS.

THESE ARE JUST A FEW IDEAS THAT CAN BE BENEFICIAL TO OUR COMMUNITY.

OPPORTUNITIES LIKE THIS ARE FAR AND FEW BETWEEN.

I'VE BEEN SURPRISED, GRATEFULLY SURPRISED THAT ALL OF YOU SEEM TO HAVE A MUCH,

MUCH BETTER GRASP ON BUDGET AND MILLAGE RATES AND WHERE ALL THE TAX REVENUE COMES FROM THAN EVER BEFORE.

I APPLAUD YOU. I THINK IT'S GREAT EACH AND EVERY ONE OF YOU AND THE THREE OF YOU THAT WERE ON THE PREVIOUS COMMISSION AND ADMINISTRATION.

YOU ALL KIND OF GOT THE BALL ROLLING ONE YEAR AGO WITH A ONE EIGHTH REDUCTION THEN THAT'S GREAT BECAUSE WITH OUR GREATLY INCREASING MEDIAN HOME VALUES IN ATLANTIC BEACH, WHICH IS NOW UP TO $435,000 THIS YEAR, LAST YEAR IT WAS ONLY 397.

THAT'S ONE OF THE BIG THINGS THAT REALLY AFFECTS US AND ALLOWS US TO HAVE A MUCH LOWER MILLAGE RATE THAN JAX BEACH.

JAX BEACH, WHEN THEY HAVE A MEDIAN HOME VALUE MEDIAN TAX ASSESSED VALUE OF ONLY 267,000, THEY HAVE TO CHARGE FOUR MILLS TO EVEN GET THEIR INDIVIDUAL PROPERTY OWNERS TO PAY 8 OR $900 IN TAXES, WHEREAS WE CAN HAVE A MUCH LOWER MILLAGE RATE BECAUSE WE HAVE A MUCH HIGHER PROPERTY VALUE. SO THANK YOU VERY MUCH.

AGAIN, I APPLAUD ALL OF YOU SPEAKING ABOUT THE RESOLUTIONS THAT'S ON THE DOCKET, THE FIRST ONE ABOUT USER LICENSES.

SO AND OF COURSE, IT ALL DEPENDS UPON ACQUISITION AT A FAIR PRICE AND UNDERSTANDING THE EXPENSES OF REMODELING THE BUILDING AND SO ON.

SO I'M JUST LAYING IT OUT THERE TODAY THAT I CERTAINLY SUPPORT DISCUSSION ON IT AND DOING SOME DUE DILIGENCE AND UNDERSTANDING WHAT OPTIONS EXIST. AND THEN FINALLY ON THAT ONE ITEM, I THINK IT CLEAR THAT WE WOULD HAVE TO DECIDE HOW WE ARE PAYING FOR THAT.

AND I DON'T WANT TO PIGEONHOLE ONE IDEA, BUT IF WE DID GO DOWN THAT PATH, WE STILL HAVE RIGHT NOW, TODAY, IF WE PASS THIS BUDGET, WE WILL STILL HAVE TWO POINT I WANT TO SAY 2.6 MILLION OF EXCESS RESERVES OVER AND BEYOND THE MINIMUM FLOOR OF 25%. NEPTUNE BEACH, JACKSONVILLE BEACH AND OF COURSE, JSO FROM THIS ZONE, WHICH WE SHARE SOME JURISDICTIONAL BOUNDARIES WITH, THAT IN THE EVENT OF A CRITICAL INCIDENT WHERE AN ACTIVE ASSAILANT WERE AT THE SCHOOL OR SOMEWHERE ELSE.

WE WANT TO MAKE SURE ALL OF OUR OFFICER OFFICERS ARE TRAINED BECAUSE THOSE ARE THE ENTITIES THAT ARE COMING TO HELP US WHEN WE PUT OUT A CALL FOR ASSISTANCE, LET'S SAY AT THE SCHOOL, IT'S A THE ACTIVE SHOOTER INCIDENT MANAGEMENT IS SORT OF THE NATIONAL MODEL THAT ALL AGENCIES ARE MOVING TOWARDS, SO THAT WHEN YOU HAVE MULTIPLE AGENCIES ARRIVING ON THE SCENE, WE ALL SPEAK A COMMON LANGUAGE.

WE ALL EXPECT WHAT WE KNOW THE OTHER OFFICERS ARE GOING TO DO.

THERE HAVE BEEN PLENTY OF INSTANCES LATELY WHERE MULTIPLE JURISDICTIONS HAVE ARRIVED ON A SCENE AND IT HASN'T ALWAYS BEEN EASY TO INTEGRATE THOSE OFFICERS.

IT'S ALREADY BEEN HERE A COUPLE OF TIMES.

IT'S A IT'S A PRETTY EXPENSIVE COURSE TO BRING IN, BUT THEY DO AN OUTSTANDING JOB OF PUTTING THIS TRAINING ON.

SO WE'D LIKE TO TRY AND USE THAT GRANT MONEY FOR THAT THIS YEAR.
