WE HAVE MANY OF OUR MEMBERS HERE TONIGHT, SO I'M GOING TO TRY NOT TO REPEAT MYSELF, BUT I WILL MENTION THAT THE TOWN HALL WAS A GREAT FORUM.

MANY PEOPLE WHO SPOKE HAD A LOT OF REALLY GOOD THINGS TO SAY.

SO, I MENTIONED SOME OF THEM EARLIER.

I ALSO WANTED TO SAY THANK YOU TO OUR CITY MANAGER, KILLINGSWORTH, FOR FINALLY GETTING US MOVING ON SPEED TABLES ON MAIN STREET.

I DON'T THINK ANY OF THE COMMISSIONERS EVER OBJECTED TO THAT.

THERE WERE JUST SOME ISSUES THAT MADE IT VERY DIFFICULT TO PROCEED.

SO SPEAKING OF THE TOWN HALL, I WANT TO AGREE WITH SOME OF THE COMMENTS MADE ABOUT THE UNILATERAL DECISION BY THE MAYOR, AT THE LAST COMMISSION MEETING TO TERMINATE COMMITTEE LIAISONS, PARTICULARLY THE ARC COMMITTEE AND THE SC, WHICH INVOLVE A LOT OF GIVE AND TAKE AND, IT'S NOT LIKE, YOU KNOW, PRO FORMA TYPE OF WORK.

I THOUGHT IT WAS IRONIC, GIVEN THAT THE TOWN CENTER LIAISON, COMMISSIONER BOLE, WHILE THAT'S NOT A COMMITTEE, IS UNIMPEDED AND HE CAN SPEAK HIS OPINION FREELY, AND THAT NEITHER IS OUR BOARD MEMBER, REVIEW CHAIR, THE MAYOR, IN TERMS OF, CHAIRING THAT COMMITTEE.

AND I REALIZE THAT'S BY BY CODE.

BUT STILL, THE CITIZENS SPOKE WELL, PARTICULARLY SARAH BOREN.

IF ANYBODY'S INTERESTED IN ALL OF THE ISSUES THERE TO, THE CLEAR BENEFITS OF HAVING LIAISONS.

I HAPPEN TO AGREE THAT WE CANNOT OVER COMMUNICATE AND THAT WE COULD IMPROVE THE PROCESS IF IT NEEDS IMPROVEMENT, WITHOUT ELIMINATING IT.

IF THE COMMISSION WANTS TO HEAR MORE FROM COMMITTEE CHAIRS, THAT'S AN EASY FIX.

JUST JUST SCHEDULE THEM TO COME BEFORE THE COMMISSION.

ENGAGE WITH THE CHAIRS ON YOUR OWN.

I MEAN, THERE ARE MANY WAYS TO COMMUNICATE, OTHER THAN TELLING OTHER COMMISSIONERS WHAT THEY CANNOT DO.

SO, I THOUGHT THE ACTION WAS HEAVY HANDED.

AND IN THE SPIRIT OF OUR CHARTER, WHICH USUALLY REQUIRES THAT ANY ACTION BY THE MAYOR GET THE APPROVAL OF THE COMMISSION AND THE COUNCIL MANAGER FORM OF GOVERNMENT, WHICH SPECIFICALLY SAYS THAT ONE ELECTED OFFICIAL GETS ONE VOTE, NO ONE GETS ANY MORE, THAT THIS SHOULD BE AN AGENDA ITEM FOR DISCUSSION AND CONSENSUS.

EACH OF YOU HAS A VOICE IN THIS AND I WOULD, I WOULD I, YOU KNOW, I PERSONALLY WOULD LIKE TO HEAR YOU, SPEAK YOUR VOICE ON THIS ISSUE.

SO SPEAKING OF AGENDA ITEMS, I ALSO SUGGEST THAT WE COULD IMPROVE BY MAKING SURE TO PLACE ISSUES OF OBVIOUS COMMUNITY CONCERN ON AGENDAS. DORA DRIVE HAS BEEN DISCUSSED A LOT.

THE PURCHASE OF, ALMOST HOME NEAR VETERANS PARK HAS BEEN DISCUSSED A LOT, BUT THEY DON'T SHOW UP ON AGENDAS, SO PEOPLE CAN'T PLAN TO BE ENGAGED.

THEY HAVE TO SORT OF SEEK SEEK THAT INFORMATION OUT.

IT'S REALLY NOT HARD TO PUSH AN ITEM AN ADDITIONAL TWO WEEKS AFTER EITHER ANY OF YOU COMMISSIONERS OR THE CITY MANAGER ASKS TO BE ASKED FOR THAT AGENDA TO BE PLACED ON FOR THAT ITEM TO BE PLACED ON THE AGENDA.

FINALLY, I WILL NOTE THAT WE HAVE SEVERAL OR AT LEAST A FEW BIG PENDING PROJECTS LIKE THE LIFEGUARD STATION IMPROVEMENT AND THE BAKER CENTER UPGRADE, WHICH SEEMED TO NOT BE PROGRESSING.

WHILE THIS COMMISSION IS SPENDING AND EVEN TAKING MONEY FROM OUR RESERVES TO SPEND ON OTHER THINGS, THE MONEY THAT PREVIOUS COMMISSIONS PROCURED FOR THESE PROJECTS HAS FAR LESS SPENDING POWER NOW, AND I AM CONCERNED ABOUT WHETHER WE CAN GET THOSE JOBS DONE.

THEY NEED TO MOVE.

SO I SPOKE ABOUT THE IMPERVIOUS SURFACE RATIO AND THE QUALITY OF LIFE IN ATLANTIC BEACH, THE IMPORTANCE OF SCIENCE.

BUT ALSO, WE KNOW THIS IS A POLITICAL HOT POTATO.

THERE WAS A DOWNWARD ADJUSTMENT TO THE ISR THAT WAS MADE IN 2019.

THERE'S BEEN NO, DIMINISHMENT OF PROPERTY VALUES SINCE THAT TIME.

YET WE'VE LOST A LOT OF TREES, A LOT OF GREEN SPACE, A LOT OF BIG HOUSES, A LOT OF STORMWATER.

SO AS CITY LEADERS, I THINK AT THIS POINT, YOU SHOULD KNOW ENOUGH ABOUT WHAT DIRECTION YOU BELIEVE IN.

AND I THINK THE CITIZENS DESERVE TO KNOW HOW YOU FEEL ABOUT THIS.

IN THE POSITION PAPER THAT WE PROVIDED FROM, ATLANTIC BEACH PRESERVATION, I ASKED, OUR RECOMMENDATION WAS THAT YOU COMMIT TO NOT INCREASING THE IMPERVIOUS RATIO IN ATLANTIC BEACH BECAUSE ADDED IMPERVIOUS SURFACE MEANS ADDED RUNOFF.

IT MEANS ADDED COST.

SO, I HOPE THAT YOU WILL TAKE THAT SERIOUSLY.

AND DO EVERYTHING THAT YOU CAN, TO, TO PROTECT OUR SMALL TOWN WAY OF LIFE.

AND I THINK WE DESERVE TO KNOW WHERE YOU STAND ON THIS BECAUSE WE'VE HIRED A CONSULTANT.

AT LEAST TWICE IN THE LAST YEAR, COMMISSIONER RING HAS OFFERED A TIMELY OPINION TO THIS COMMISSION, AT LEAST IN PART INFORMED BY HER QUIET,

LISTENING PRESENCE AT OUR COMMITTEE MEETINGS.

I AM GRATEFUL THAT SHE HAS BEEN HERE TO LET THE COMMISSION KNOW WHAT IS IMPORTANT TO THE RECREATION COMMITTEE.

AT THE SAME TIME, THE ISSUE IS BEING DISCUSSED IN CHAMBERS AND NOT TWO WEEKS LATER OR THREE WEEKS LATER.

SOME OF THIS COMMUNICATION COULD BE DONE BY ASKING THE COMMITTEE TO PRESENT TO THE COMMISSION ONCE OR TWICE A YEAR, AND I AGREE THAT A SCHEDULED PRESENTATION WOULD BE AN ADDITIONAL METHOD OF ENHANCING THE COMMUNICATION, BUT IT IS NOT A SUBSTITUTE FOR THE ON THE SPOT INFORMATION PROVIDED BY COMMISSIONER RING AT THE VERY MOMENT IN ISSUES BEING DISCUSSED AT THESE MEETINGS.

MANY OF THE ITEMS HAVE A LONG FLOW TO THEM AND BY FOLLOWING MONTH AFTER MONTH.

SOMEONE CAN OFFER A VALUABLE, INFORMED INSIGHT MORE SO THAN SOMEONE WHO IS JUST HEARING ABOUT THE ISSUE FOR THE FIRST TIME.

I KNOW THAT COMMISSIONER RING HAS A LOT ON HER PLATE AND ON OUR COMMITTEE.

WE ARE GRATEFUL THAT SHE WILL SPEND TWO HOURS WITH US EACH MONTH.

BUT THE SAME THINGS THAT MAKE HER BUSY HAVING THREE CHILDREN LIVING ON THE WEST SIDE WITH A HOUSE TO MANAGE, BEING A FULL TIME TEACHER, HAVING A SPOUSE WHO HAS AN EMERGENCY RESPONDER SO HAS WEIRD WATCHES.

ALL OF THOSE MAKE HER OCCASIONAL COMMENTS VERY VALUABLE TO THE ARTS AND REC COMMITTEE BECAUSE SHE HAS SUCH A UNIQUE PERSPECTIVE.

AS LONG AS SHE IS WILLING TO SPEND THE TIME WITH US, WE ARE LUCKY TO HAVE HER AND WE WOULD LIKE HER TO RETURN.

SURE SHE COULD STILL ATTEND WITHOUT BEING OUR REP.

BUT IF EVERYTHING IS IMPORTANT, NOTHING IS IMPORTANT.

SHE HAS MANY DEMANDS ON HER TIME, AND WE CHEERFULLY ACKNOWLEDGE THAT SOMETIMES SHE CAN'T MAKE OUR MEETING.

BUT HAVING HER THERE AS OUR DESIGNATED LIAISON WHEN SHE CAN BE THERE IS IMPORTANT TO OUR COMMITTEE.

I DEFINITELY FEEL MORE AT EASE APPROACHING HER THAN I WOULD A COMMISSIONER WHO I DON'T NORMALLY INTERACT WITH, IF FOR NO OTHER REASON THAN SHE HAS A GOOD IDEA OF WHAT WE ARE PRESENTLY WORKING ON.

WHATEVER THE REASON WAS FOR TAKING THE REPRESENTATION AWAY FROM THE COMMITTEE, IT HAS LEFT A SHORTFALL.

SO BECAUSE THIS WAS AN AGREEMENT BY COMMISSIONERS, I WOULD HOPE THAT THIS COULD BE BROUGHT UP AND AND THE COMMISSIONERS COULD DISCUSS IT AND DECIDE, YOU KNOW, DO WE WANT TO KEEP COMMISSIONERS, LIAISONS OR NOT? DO WE JUST NEED TO TWEAK IT? AN OPPORTUNITY LIKE THIS RARELY COMES AROUND.

HOW COULD ANYONE ARGUE WITH THE PROSPECT OF EXPANDING OUR PARK FOR THE BENEFIT OF OUR CITIZENS? MY IDEA IS TO HAVE A PROPERTY USED AS A MULTI-PURPOSE CENTER TO INCLUDE A COMMUNITY CENTER FOR THE MARSH OAKS COMMUNITY.

THE GAYLE BAKER CENTER IS TOO FAR AWAY FOR THE YOUNG ELEMENTARY CHILDREN TO WALK, ESPECIALLY WHEN THERE IS A LACK OF SAFE SIDEWALKS TO TRAVEL UPON.

HAVING A COMMUNITY CENTER, WHICH OFFERS AFTER SCHOOL HELP AND TUTORING WILL AID THE AREA.

CHILDREN BECOME BETTER STUDENTS GIVE THEM AN OPPORTUNITY TO GROW, ALL WITH A CLOSER, ACCESSIBLE LOCATION.

ANOTHER IDEA IS TO HAVE AN OFFICE FOR A VETERANS RESOURCE CENTER, A PLACE WHERE LOCAL VETERANS CAN FIND A NECESSARY RESOURCES AND BENEFITS AVAILABLE TO THEM, AND OBTAIN THE HELP ACCESSING THEM WITHOUT WITHOUT HAVING TO GO DOWNTOWN.

VETERANS RARELY ASK FOR HELP, BUT IF THERE WAS A PLACE LIKE THIS AVAILABLE, THEY COULD COME IN, GET SOME HELP, AND PERHAPS WE COULD HELP SAVE SOME LIVES.

HE COULD ALSO BE USED AS A SENIOR CENTER FOR OUR ELDERLY.

CITIZENS HAVE CLASSES ACTIVITIES.

NOT ALL OF OUR SENIOR CITIZENS CAN GET OVER TO NEPTUNE BEACH.

THE OPPORTUNITIES ARE ENDLESS.

SO I THINK THE MINUTES NEED TO BE ADJUSTED TO TAKE THAT INTO ACCOUNT, BECAUSE IF NO ONE IS REALIZING THAT THE CITY STAFF WAS DIRECTED TO COME UP WITH TO TO GET THE CMT CONSULTANTS TO COME UP WITH THREE OPTIONS, THAT REALLY NEEDS TO BE LOOKED AT A LITTLE BIT CLOSELY.

WE HAVE THE CHARTER REVIEW COMMITTEES THAT THERE MAY BE A LITTLE BIT OF PLAY THERE, DEPENDING UPON WHERE THEY GET AT WEDNESDAY NIGHT.
