I AM SPEAKING TONIGHT ON THE AGENDA NUMBER 7A, ABOUT THE PARKING DEMARCATION AND PLANS FOR THE CITY. AND I WANT TO SAY THAT, FIRST OF ALL, YOU KNOW, MY MY FIRST COMMENT IS TO JUST THAT THIS ALL THIS IS ABOUT THE PRESERVATION AND NATURAL BEAUTY OF THE LANDSCAPE IN ATLANTIC BEACH.

I SUPPORT SHARING OUR STREETS AND OUR PARKING, OF COURSE, WITH OUR VISITORS WHO, YOU KNOW, COME TO ENJOY WHAT WE ENJOY WITH SUCH EASE.

SO THAT WAS REALLY IMPORTANT FOR ME TO SAY FOLLOWING THAT, IT IS THAT I AM REALLY OPPOSED TO THIS PLAN. I THINK THAT IT IS WAY TOO MUCH FOR A PROBLEM THAT I REALLY DON'T THINK EXISTS IN TERMS OF REALLY PAINTING OUR STREETS, AND I USED MY EXPERIENCE WITH VIEWING FIRST STREET IN ATLANTIC BEACH AND 10TH STREET THAT WERE PAINTED IN THE PAST YEAR. ABOUT A YEAR AGO, I GUESS IT WAS AS YOU KNOW, JUST REALLY LIKE USING A, I DON'T KNOW, I HATE THE EXPRESSION, BUT A BAZOOKA TO HANDLE A MOUSE SIZED PROBLEM AND I, I REALLY, REALLY APPRECIATE THE TENDING OF INFRASTRUCTURE IN ATLANTIC BEACH. I MEAN, KEEP IT IN JUST SUCH TIP TOP SHAPE WITH ATTENTION TO DETAIL, AND TO ME, THIS IS AN OVERKILL OF DETAIL.

I LIVE ON THIRD STREET BETWEEN EAST COAST AND SHERRY DRIVES, WHICH I THINK IS ONE OF THE HEAVIEST PARKING STREETS IN THE WHOLE CITY, NOT ONLY OUR PROXIMITY TO TOWN CENTER, BUT AND THE BEACH, BUT ALSO WITH ATLANTIC BEACH ELEMENTARY SCHOOL AT THE BASE OF OUR STREET, WHICH WHERE WE HAVE TWICE A DAY, YOU KNOW, MONDAY THROUGH FRIDAY, PARKERS COMING THREE QUARTERS OF THE YEAR.

SO, YOU KNOW, I OFFER THAT ALL UP TO SAY THAT IT'S NOT, YOU KNOW, LIVING ON THE FRONT CENTER OF IT.

YOU KNOW, REALLY AN ISSUE WITH PEOPLE ILLEGALLY PARKING.

IS IT IRRITATING SOMETIMES.

IS IT? DRAW ME EXTRA CARE TO BACK OUT OF MY DRIVEWAY? ABSOLUTELY.

BUT THAT AGAIN GOES BACK TO MY FIRST STATEMENT THAT I THINK THAT THESE ARE FOR ME TO TO BACK OUT CAREFULLY IS, IS A SOMETHING I'M VERY WILLING AND HAPPY TO DO TO HAVE PEOPLE SHARE THE STREET, THE BEACH AND OUR BEAUTIFUL COMMUNITY.

BUT EVEN LIKE ON MEMORIAL DAY, WHICH IS ONE OF THE BIG BIGGEST BEACH DAYS OF THE YEAR, TWO, THERE WAS NOT ONE ILLEGAL CAR PARKING.

THERE WAS NOT ONE CAR PARKED ON BOTH SIDES OF THE STREET.

THERE WAS NOT ONE INCIDENT OF, YOU KNOW, INTERFERENCE, AND I WAS UP AND DOWN THAT STREET ALL DAY VISITING NEIGHBORS MYSELF.

AND I JUST REALLY THINK THAT THAT IS YOU KNOW, THE MOST IMPORTANT POINT TO MAKE AND THAT I THINK THAT THE PAINTING RECOMMENDATION IS I DON'T KNOW HOW MANY TIMES SORT OF DIFFERENT WORDS TO USE, BUT JUST AGGRESSIVE.

THE NO PARKING PAINTED ON THE STREET.

THE SIGNS ARE PROBABLY, YOU KNOW, OVER THREE FEET LONG, YOU KNOW, A YARD LONG AND ABOUT HALF A YARD HIGH AND IT JUST IT REALLY TAKES AWAY FROM THE ATTRACTIVENESS AND THE NATURAL LANDSCAPE OF OUR COMMUNITIES, AND THAT IS REALLY WHAT I WANT TO EMPHASIZE. AND IN A WALKING COMMUNITY, NOT ONLY WOULD YOU NOT, YOU KNOW, SEE IT, I MEAN, YOU WOULD SEE IT AS A DRIVER, AS A LIVING THERE RESIDENT, NEVER, BUT BUT CERTAINLY THE WALKING AND ONE OTHER THING I WAS THINKING ABOUT WAS, YOU KNOW WHY THERE'S NOT TICKETING WHEN THERE IS A PROBLEM? I DON'T HEAR THAT HAPPENING.

AND I THINK ESPECIALLY WITH SOCIAL MEDIA, IF WE WERE EVEN KNOWN AS A CITY THAT TICKETED PEOPLE WHO PARK ILLEGALLY, THEN THAT WOULD SPREAD LIKE WILDFIRE. AND IT WOULD IT WOULD ADDRESS THAT PROBLEM TOO.

SO MY TIME IS RUNNING OUT.

I THINK I'VE SAID MY POINTS.

I ALSO WANT TO DRAW ATTENTION THAT I DID SERVE ON THE PARKING COMMITTEE FOR TWO YEARS MYSELF.

AND WHEN THIS PAINTING ON 10TH AND FIRST DID OCCUR, I TOOK A PETITION ON OUR STREETS RIGHT AROUND AND DOZENS OF PEOPLE SIGNED THAT PETITION TO VOICE THEIR AGREEMENT WITH THAT.

THE PAINTING IS NOT SOMETHING WE'RE REALLY LOOKING FOR TO ADDRESS ANY PARKING, YOU KNOW, ISSUES IN ATLANTIC BEACH, AND I COULDN'T PUT MY HAND ON THAT, BUT IT WAS DOZENS, MAYBE 50 PEOPLE WHO SIGNED THAT PETITION.

SO IT'S IN PUBLIC RECORD SOMEWHERE.

I LIVE ON SECOND STREET BETWEEN SHERRY AND EAST COAST AS WELL, AND I'D LIKE TO ADDRESS WITH THE ISSUE OF PARKING.

WE BUILT A HOUSE, IT'S ABOUT A YEAR AGO, LOVE LIVING IN ATLANTIC BEACH, BUT DIRECTLY ACROSS THE STREET FROM US, THERE IS ALONG THE WHOLE LENGTH OF THE NEIGHBOR'S PROPERTY ARE RAILROAD TIES, AND WHEN PEOPLE PARK THERE, IT LEAVES VERY, VERY NARROW ROAD FOR US TO DRIVE UP AND DOWN.

PEOPLE LEAVE, THEY DON'T PARK, THEY RIGHT NEXT TO THE RAILROAD TIE BECAUSE THEY HAVE TO GET OUT OF THEIR CAR.

SOME PEOPLE PARK, YOU KNOW, ONE WAY, SOME THE OTHER.

BUT I'VE HAD A HARD TIME GETTING OUT OF MY DRIVEWAY.

I HIT A CAR ONE TIME, GETTING OUT OF MY DRIVEWAY BECAUSE THEY WERE SO FAR OVER, YOU KNOW, NEXT TO THE CENTER LINE.

ONE MORNING, I COULD NOT GET OUT OF MY DRIVEWAY, PERIOD, BECAUSE THERE WERE SO MANY CARS PARKED ERRATICALLY, AND I'VE COMPLAINED BEFORE. AN OFFICER TOLD ME, WELL, JUST, YOU KNOW BACK OUT AND TURN ON YOUR, YOU KNOW, ON YOUR GRASS.

WELL, IT SEEMS LIKE, YOU KNOW, WE PAY A LOT OF TAXES IN ATLANTIC BEACH, AND THAT TO ME, THAT WASN'T THE RIGHT ANSWER AS WELL, THAT MORNING, I COULDN'T EVEN PULL OUT ON MY GRASS BECAUSE THERE WERE CARS THERE.

THERE ARE CARS THAT ARE PARKED WITHIN SEVEN FEET.

AND I KNOW YOU'RE NOT SUPPOSED TO PARK WITHIN SEVEN FEET OF THE DRIVEWAY.

ALSO WITH WITH PARKING, IT IS SO NARROW THAT EMERGENCY VEHICLES HAVE AND GARBAGE TRUCKS HAVE NOT BEEN ABLE TO GET DOWN OUR STREET.

I'VE I'VE SEEN THEM BACKING UP AND, YOU KNOW, IT SEEMS LIKE, YOU KNOW, ASIDE FROM ME GETTING IRRITATED THAT I CANNOT GET OUT OF MY DRIVEWAY, THE SAFETY ISSUE, I THINK IS REALLY AN IMPORTANT ISSUE.

WHAT KAREN HAD SUGGESTED IS THAT STREET IS ONLY 20FT WIDE, AS YOU KNOW, IT'S NOT 25, IT'S NOT 30.

PEOPLE CANNOT GET THROUGH IT'S CAUSING A GREAT DEAL OF ANGST WITH US.

AND THE MOST IMPORTANT PART OF THE ANGST THAT'S, TURNING INTO RIGHT NOW IS AGAIN, LOVE ATLANTIC BEACH LOVE PEOPLE WHO LOVE ATLANTIC BEACH.

BUT THE BEACHES TOWN CENTER IS PUSHING PEOPLE INTO OUR NEIGHBORHOODS.

YOU FIXED, I BELIEVE DID A FIX ON FIRST STREET, BUT NOW FIRST FIXED FIRST STREET IS FIXED.

NOW SECOND STREET IS NOT FIXED.

SO PEOPLE GO THE PATH OF LEAST RESISTANCE, WHAT DO THEY DO? THEY CAN'T PARK ON FIRST, THEY HEAD TO SECOND.

WHEN THEY HEAD TO SECOND, THERE AREN'T SPOTS AVAILABLE.

ACCORDING TO OUR ORDINANCES, WHICH I DO HAVE AND ALL OF YOU KNOW WHAT THE ORDINANCES ARE, I'M NOT GOING TO TRY TO QUOTE THEM AS FAR AS WHAT'S CONCERNED, BUT YOU'RE SUPPOSED TO BE SEVEN FEET FROM A PRIVATE DRIVEWAY.

YOU'RE SUPPOSED TO BE 20FT FROM INTERSECTION.

YOU'RE SUPPOSED TO BE 15FT FROM A FIRE HYDRANT.

THESE PEOPLE WHO ARE PARKING ON SECOND STREET, THEY'RE NOT OUR RESIDENTS.

THERE ARE PEOPLE OUR RESIDENTS AREN'T THE PROBLEM HERE.

IT'S THE PEOPLE WHO WANT TO ENJOY THE TOWN CENTER.

IT'S THE PEOPLE WHO WANT TO ENJOY THE BEACH.

I'M ALL FOR IT, BUT JUST WE HAVE TO MAKE SOME KIND OF ARRANGEMENT FOR THE QUALITY OF LIFE FOR THE PEOPLE ON SECOND STREET.

WHAT YOU DID A YEAR AGO ON FIRST STREET.

I'VE TALKED TO NEIGHBORS ON FIRST STREET.

IT SEEMS TO HAVE WORKED SOMEWHAT.

I WOULD APPLAUD IT.

I UNDERSTAND YOU DON'T WANT NO PARKING, MAYBE PLASTERED, BUT THERE ARE SIGNS THAT CAN BE PUT AS FAR AS NO PARKING ON ONE SIDE OF THE STREET.

WE HAVE ORDINANCES AND ONE OF THE ORDINANCES 21/18 I DON'T KNOW IF THE CHIEF OF POLICE IS IN THE AUDIENCE OR NOT, BUT IT SAYS NO PERSON SHALL STOP, STAND OR PARK A MOTOR VEHICLE ON A RIGHT OF WAY IN A MANNER THAT LEAVES LESS THAN TEN FEET OF ROADWAY WIDTH, THE ROADS ONLY 20FT.

AS KAREN WADE SAID, IF THEY PARKED ON A RAILROAD TIES, WELL, THEY CAN'T GET OUT.

SO IT'S NOT RIGHT UP AGAINST THE RAILROAD TIES.

IT'S ANOTHER 2 OR 3FT INTO THE STREET.

SO NOW THAT 20FT BECOMES TEN FEET, BECOMES SEVEN FEET, AND CARS AND TRUCKS, IT'S IT'S DIFFICULT TO BE IMPASSABLE.

I BELIEVE LOOKING AT THE ORDINANCES, OKAY, IS THAT WE DO HAVE LAWS THAT ARE ON THE BOOKS.

AND IT DOES SAY THE CHIEF OF POLICE SHALL HAVE EXCLUSIVE CONTROL AND SHALL PUT IN PLACE A MANAGEMENT SYSTEM WITH ACCOUNTABILITY FOR ENFORCEMENT OF THESE LAWS OR ORDINANCES.

I KNOW PEOPLE DON'T WANT TO GIVE TICKETS.

SO IF YOU LOOK AT THE TOP PICTURE, THE TOP LEFT PICTURE, THIS PICTURE SHOWS THIS WAS SEVERAL HOURS AFTER THE RAIN HAS STOPPED, AND YOU CAN SEE HOW THE FLOODING, THE WATER JUST POOLS THERE AND IT DOES NOT DRAIN.

IF YOU LOOK IN THE MIDDLE PICTURE, THE MIDDLE TWO PICTURES, THOSE DEPICT HOW MUCH SEDIMENT RUNS OFF AND GETS IN.

THIS SEDIMENT COVERS UP THE SIGNAGE ON THE ROAD.

YOU CANNOT SEE WHERE YOU'RE SUPPOSED TO STOP CREATING A SAFETY ISSUE.

THAT'S WHAT THE TIRE MARKS ARE.

THAT'S THE MARK, THE MARKS ON THE ROAD.

SO BASICALLY, WHY IS THIS HAPPENING? I THINK THERE'S TWO THINGS.

TWO THINGS HAPPENING.

IF YOU LOOK AGAIN AT THE FIRST PICTURE IN THE TOP, THE ROAD RISES JUST SLIGHTLY RIGHT THERE AND IT STOPS THE WATER FROM FLOWING INTO THE DRAIN. THE DRAIN IS ON THE FAR LEFT.

IT TURNS THE CORNER JUST LIKE IT'S SUPPOSED TO.

IT'S WORKING HOW IT'S SUPPOSED TO UNTIL IT GETS RIGHT HERE AND IT GETS STOPPED RIGHT ON THAT LITTLE RISE.

SO IF THERE'S A WAY THAT WE CAN SAND IT DOWN, CREATE A LITTLE DITCH THAT IT CAN GO THROUGH AND KEEP THE WATER FLOWING, ITS GOING TO FLOW AND WORK THE WAY THAT IT'S SUPPOSED TO.

THE OTHER ISSUE IS THE ACTUAL DRAINAGE AREA IS OVERFLOWN WITH OVERGROWN WITH VEGETATION.

THERE'S A LOT OF SOOT AND IT GETS BOGGED DOWN AND IT CAN'T FLOW.

SO ONCE THE WATER ACTUALLY GETS THERE, IT IS VERY SLOW TO DRAIN.

SO I THINK IF WE COULD CLEAN THAT OUT A LITTLE BIT, WHATEVER YOU DO, DREDGE IT, PULL THE WEEDS.

I DON'T KNOW, BUT THOSE ARE TWO REMEDIES I THINK WOULD HELP THIS FLOW, AND I THINK THE FOUNDATION IS THERE.

WE JUST NEED TO KIND OF FINESSE IT A LITTLE BIT, IF THAT MAKES ANY SENSE.

I HAVE DOCUMENTED WHEN THE TOPPING WAS DONE SHORTLY AFTER WE PURCHASED WAS ABOUT MARCH OF 2022.

THEY CAME IN AND RE-TOPPED OAK CIRCLE.

THAT IS WHEN THE THE FLOODING BECAME MUCH WORSE.

THE, IT, THERE IS A HUMP RIGHT AT THE END OF OUR DRIVEWAY THAT BASICALLY CREATES A DAM LIKE SHELLEY WAS MENTIONING, AND IT FLOODS.

WE HAVE A NICE BIG POOL RIGHT AT THE END OF OUR DRIVEWAY.

WE CAN HAVE UP TO TEN INCHES OF WATER IN THE STREET AT THE END OF OUR DRIVEWAY, AND IT DOES NOT DRAIN FOR TWO, THREE, FOUR, FIVE DAYS.

IT'LL STAND THERE STAGNANT UNTIL IT BASICALLY EVAPORATES OR THE LAND AROUND ABSORBS IT.

MY WIFE HAS WANTED ME TO MENTION THAT OUR MAILBOX IS RIGHT THERE, AND THERE CAN BE SEVERAL DAYS THAT WE DON'T GET OUR MAIL JUST BECAUSE OF THE FLOODING, OR WE HAVE TO GET GALOSHES ON OR OR WADE OUT TO THE MAILBOX.

I THINK, LIKE SHELLEY SAID, THERE ARE SOME FAIRLY SIMPLE, INEXPENSIVE THINGS THAT COULD BE DONE TO AT LEAST GET IT BACK TO THE PRE TOPPING FLOODING, WHICH WAS BAD, BUT IT WAS 4 TO 6IN RATHER THAN TEN OR SO INCHES OF FLOODING AT THE END OF OUR STREET.

AT THAT TIME I DID EMAIL SCOTT WILLIAMS THE CITY PLANNER, I BELIEVE IS HIS TITLE.

HE WAS VERY AWARE OF THE PROBLEM AND SAID THAT HE KNEW IT EXISTED, THAT THE PICTURES THAT I SENT HIM WITH THE EMAIL, HE SAID HE WAS SURPRISED AT THAT AMOUNT OF FLOODING.

THEY DID COME OUT, AND THEY PULLED THE WEEDS AND TRIED TO CLEAN OUT THE SWALE BEYOND WHERE IT'S FLOODING, AND THAT IT HELPED THAT PORTION OF IT, BUT IT JUST DID NOT HELP GET THE WATER PAST THAT HUMP THAT WAS CREATED WHEN THEY RE- TOPPED THE THE WHOLE STREET.

WE DID HAVE SOME COMMUNICATION BACK AND FORTH.

HE DID SEND SOME FOLKS OUT TO LOOK AT IT, AND THEY BASICALLY TOLD ME THAT I NEEDED TO CONTINUE TO COMMUNICATE WITH THE CITY AND THE CITY COUNCIL TO GET THIS FIXED, AND THAT'S KIND OF WHAT WE'VE BANDED TOGETHER TO, TO TRY TO GET A RESOLUTION TO THIS.

BUT WE NEED TO HAVE A HOLISTIC APPROACH TO HOW WE SOLVE THAT PROBLEM.

WE CAN SOLVE A LOT OF PROBLEMS BY MANAGING OUR MEETINGS WITH PROPER LANDSCAPE, MAYBE EVEN SOME SOME STORMWATER MANAGEMENT TECHNIQUES.

AND THE STOCK COMMITTEE DID A GREAT JOB.

THE PURPOSE OF THE COMPREHENSIVE PLAN IS TO GUIDE FUTURE ACTIONS AND DECISION MAKING, PRESENT LONG RANGE GOALS, AND SERVE AS THE FOUNDATION FOR OUR LAND DEVELOPMENT REGULATIONS AND COMPREHENSIVE PLANS ARE REQUIRED FOR ALL MUNICIPALITIES WITHIN THE STATE.

WE ADOPTED OUR FIRST 1 IN 1981 AND WERE REQUIRED TO UPDATE IT AT LEAST ONCE EVERY SEVEN YEARS.

OKAY. AND IN THIS SEVEN YEAR UPDATE, CITIES EVALUATE THEIR COMPREHENSIVE PLAN TO IDENTIFY ANY NEW STATE REQUIREMENTS THAT THEY HAVE TO MEET, UPDATE NUMBERS AND OTHER CHANGES AS DEEMED NECESSARY.

AND THEN THEY NOTIFY THE STATE THAT, YES, CHANGES ARE NECESSARY AND THEN THEY SEND THOSE CHANGES TO THE STATE.

SO THAT'S THE UPDATE WE'RE IN THE PROCESS OF, AND WE'VE BEEN IN THE PROCESS FOR A COUPLE YEARS NOW.

I'VE HAD SEVERAL PUBLIC MEETINGS.

IN OUR LAST MEETING ON MAY 21ST, THE COMMUNITY DEVELOPMENT BOARD FORMALLY RECOMMENDED APPROVAL OF THE COMPREHENSIVE PLAN.

AND SO THAT IN THE COMPREHENSIVE PLAN, THE FIRST SECTION IS THE TITLE AND INTRODUCTION.

THIS IS JUST INFORMATIONAL, DISCUSSES THE BACKGROUND OF THE COMPREHENSIVE PLAN PROCESS AND HISTORY, AND THEN CONTAINS THE DEMOGRAPHIC ASSESSMENT AND ECOSYSTEM ANALYSIS FROM OUR LEAD FOR CITIES CERTIFICATION.

AND THE FIRST ELEMENT OF THE PLAN IS THE FUTURE LAND USE ELEMENT.

SO WITHIN THIS ELEMENT, WE'RE PROPOSING TO REMOVE THE WETLAND BUFFER LANGUAGE AND REFER TO THE ZONING CODE WHERE IT ALREADY EXISTS.

SAME LANGUAGE THAT WAY.

IT'S ONLY IN ONE PLACE.

IF WE WANT TO MAKE CHANGES, WE DON'T HAVE TO UPDATE THE COMPREHENSIVE PLAN AS WELL.

AT MARSH PROTECTION LANGUAGE BASED ON PUBLIC FEEDBACK AND APPLY MEDIUM DENSITY FOR THE CENTRAL BUSINESS DISTRICT, WHICH IS THE TOWN CENTER AREA.

SO CURRENTLY OUR ZONING CODE ALLOWS RESIDENTIAL DEVELOPMENT AS A USE BY EXCEPTION IN THAT ZONING DISTRICT AND THEN REFERS TO THE COMPREHENSIVE PLAN FOR DENSITY.

HOWEVER, THERE'S NO DENSITY CURRENTLY ESTABLISHED WITHIN THE COMPREHENSIVE PLAN.

SO WE NEED TO ESTABLISH THAT IN MEDIUM WAS CHOSEN AS THAT'S THE WHAT'S ALLOWED IN THE SURROUNDING ZONING DISTRICTS.

AND OUR TRANSPORTATION ELEMENT.

WE'RE PROPOSING TO ADD MINIMUM LEVEL OF TRAFFIC STRESS TARGETS, WHICH IS BASED ON NEW FDOT GUIDANCE.

AND THEN ALSO TO ADD A COMPLETE STREETS SECTION, WHICH COPIES THE COMPLETE STREETS POLICY THAT THE CITY COMMISSION ADOPTED A COUPLE OF YEARS AGO.

THIS WOULD JUST BE PLACING IT WITHIN THE COMPREHENSIVE PLAN.

THE INFRASTRUCTURE ELEMENT IS JUST UPDATING TO MEET NUMBERS AND ADDING SOME LANGUAGE TO MEET STATE REQUIREMENTS AND THE CONSERVATION AND COASTAL MANAGEMENT ELEMENT.

WE'RE ADDING SOME MARSH PROTECTION LANGUAGE SIMILAR TO THAT IN THE FUTURE LAND USE ELEMENT BASED ON PUBLIC FEEDBACK.

THE FIRST IS LEVEL OF SERVICE FOR BASEBALL, SOFTBALL FIELDS, WHICH WAS ESTABLISHED BACK IN THE 1980S.

AND IT SAYS ONE FIELD PER 2500 RESIDENTS.

WE DO NOT MEET THAT.

WE HAVEN'T MET THAT SINCE THE 1980S.

SO WE'RE JUST UPDATING THAT SO THAT THE CITY IS IN COMPLIANCE WITH THAT LEVEL OF SERVICE.

YES. MAY I ASK A QUESTION HERE? SO IF WE'RE GOING TO LOWER TO OUR CAPABILITIES, THAT MEANS THAT WE'RE NOT GOING TO TRY TO EXPAND FACILITIES IN THOSE PARKS.
