SO THE CITY OF ATLANTIC BEACH IN FISCAL YEAR 2022 WAS AWARDED AN ACTION PLAN GRANT FOR $200,000 TO DEVELOP YOUR COMPREHENSIVE SAFETY ACTION PLAN AND TO SHORTEN ALL THE WORDS I'M GOING TO SAY TONIGHT, I'M GOING TO TRY TO REFER TO IT AS A CSP. NOT GOING TO USE A WHOLE LOT OF ACRONYMS. ACRONYMS, BUT DON'T WANT TO CONTINUE TO SAY ALL FOUR OF THOSE WORDS ALL NIGHT.
SO IF YOU THE PLAN IS YOU COMPLETE THE COMPREHENSIVE SAFETY ACTION PLAN, ADOPT IT, AND, AND THEN IT MAKES YOU ELIGIBLE FOR THE SECOND GRANT LEVEL, WHICH IS THE IMPLEMENTATION GRANT. BOTH GRANTS ARE BOTH GRANTS REQUIRE 20% LOCAL MATCH.

THEN YOU ALSO REVIEW YOUR LOCAL, STATE AND FEDERAL POLICIES AND THEN ULTIMATELY DEVELOP RECOMMENDATIONS FOR SAFETY IMPROVEMENTS THAT INCLUDE INFRASTRUCTURE POLICIES, EDUCATION AND ENFORCEMENT.

PRIOR TO THE NEXT GRANT OPENING. SO WE KICKED OFF THE PROJECT WITH STAFF IN OCTOBER.
YOU ADOPTED THE VISION ZERO RESOLUTION OCTOBER 14TH.
WE WORKED THROUGH OUR ANALYSIS. THE FALL AND WINTER HELD A COUPLE OF PUBLIC OPEN HOUSES.
AND THEN WE'RE HERE TODAY TO PRESENT THE DRAFT CA ASAP WITH THE ADOPTION IN JUNE.
SO THE APPROACH WE TOOK SO WE LOOKED AT FIVE YEARS OF CRASH DATA, FIVE FULL YEARS.
SO SINCE WE STARTED THIS IN 24, WE LOOKED AT 1920 19 TO 2023 WE USED THE STATE'S CRASH DATABASE, WHICH IS CALLED SIGNAL FOR ANALYTICS, AND IT HAS ALL THE CRASHES THAT ARE ON STATE ROADS AND LOCAL ROADS.

THE TYPES OF CHARACTERISTICS THAT YOU CAN GARNER FROM THE DATABASE INCLUDE WHERE THE CRASH LOCATION OCCURRED, WHAT TYPE OF CRASH IT WAS, WHAT THE LIGHTING CONDITIONS WERE DURING THE CRASH, WHAT THE ROADWAY SURFACE CONDITIONS WERE.WAS THERE SPEEDING INVOLVED IMPAIRED DRIVING AND THEN WHAT TIME OF DAY? SO THOSE HELP US LOOK TO FIND TRENDS WITHIN THE CRASH DATA.
AND AS YOU CAN SEE AT THE GRAPHIC, JUST TO THE RIGHT OF THE BULLETS, THERE IS A HEAT MAP WHICH SHOWS THE, THE SEVERITY AND THE NUMBER OF CRASHES ALONG EACH OF THE LOCAL ROADS AND THE STATE ROADS.
AND YOU CAN SEE THAT THE TWO ROADWAYS THAT HAVE THE HEAVIEST CRASH CONCENTRATIONS ARE MAYPORT ROAD AND ATLANTIC BOULEVARD, TWO STATE ROADS. SO WE WE DO CLASSIFY AND LIST THE STATE ROADS AND THE LOCAL ROADS, BUT WE REALLY FOCUSED ON DEVELOPING COUNTERMEASURES FOR YOUR LOCAL ROADS, SINCE YOU CAN'T IMPLEMENT THINGS ON THE STATE ROADS.
SO WE STARTED BY LOOKING AT ROADWAY SEGMENTS AND PRIORITIZING FROM THERE.
YOU CAN SEE ON THE MAP WE DEVELOPED THE THE 20 TOP 10 OR 20 TOP SEGMENTS WITH HIGHEST CRASHES.
WE DID TEN LOCAL AND TEN STATES. SO THE THE SEGMENTS SHOWN IN BLUE ARE THE STATE ROUTE ROUTES THAT HAVE THE, THE HIGHEST CONCENTRATION OF CRASHES. AND THE YELLOW SEGMENTS SHOW THE, THE LOCAL ROUTES THAT HAVE THE HIGHEST CRASH CONCENTRATION FOR THE LAST FIVE YEARS. WE ALSO DID THIS FOR INTERSECTIONS.
SAME PROCESS. EACH CRASH IS ASSIGNED A COST BASED ON THE SEVERITY OF THAT CRASH.
SO THE HIGHER, THE MORE SEVERE THE CRASH. CRASH, THE HIGHER THE RANKING.
AGAIN, WE DID THE 20 TOP CRASH LOCATIONS. TEN ON STATE AND TEN ON LOCAL.
THEY'RE SHOWN ON THE MAP. YOU CAN SEE AGAIN, THE BLUE INDICATES THE STATE INTERSECTIONS, AND THE YELLOW INDICATES THE THE LOCAL STREETS. GO AHEAD. YEAH. SO I JUST HAVE A QUESTION FOR YOU.

SO I BELIEVE THAT THIS IS HAPPENING IN CONTINUUM WITH THE MAYPORT ROAD IMPROVEMENT PLAN.

AND MY GREATEST CONCERN IS MAYPORT ROAD. IT IS THE MOST DIFFICULT ROAD TO CROSS AS A PEDESTRIAN.
THERE IS. WE DISCUSSED SAFE SAFE ROADS TO SCHOOL.
YES, THERE ISN'T TO SCHOOLS RIGHT THERE. IT IS VERY DIFFICULT TO CROSS ATLANTIC BOULEVARD FROM MAYPORT FOR ELEMENTARY SCHOOL CHILDREN WHO ARE WEST OF MAYPORT ROAD. THEY'RE ZONED SCHOOL IS NEPTUNE BEACH ELEMENTARY.

WHAT CAN WE DO? I KNOW WE DID SPEAK IN GREAT DETAIL ABOUT IT.
YOU DISCUSSED LIGHTING WAS THAT WAS CAN WE DO ANYTHING WITH LIGHTING? CAN WE DO ANYTHING WITH THE SIDEWALKS? CAN WE DO ANYTHING WITH RAISED CROSSWALKS? YEAH. CAN WE DO ANYTHING WITH THE SIDEWALKS ON THE WEST OF MAYPORT SIDE? THAT WOULD MAKE IT MORE EXCEPT EXCEPT ACCESSIBLE TO THE GREENWAY THAT CONNECTS FROM FLORIDA BOULEVARD.

WOULD HAVE TO BE THE CITY GETTING A PERMIT TO MAKE IMPROVEMENTS.
BUT REALLY, THE BEST WAY TO IMPLEMENT CHANGE ON MAY SEEMS LIKE A LEFT HAND VERSUS RIGHT HAND.

SO PUBLIC ENGAGEMENT I MENTIONED THAT'S A BIG COMPONENT OF A CSP.
AND THE REASON BEING IS WE CAN PULL FIVE YEARS OF CRASH DATA, AND WE CAN LOOK AT ALL THE CRASH ANALYSIS AND THE TRENDS AND THE HISTORIC THINGS THAT HAVE HAPPENED. BUT THERE'S ANOTHER COMPONENT THAT GOES ALONG WITH SAFETY.
AND THAT'S WHAT THIS ACTION PLAN IS HOPING TO FOCUS ON, IS THERE'S THOSE NEAR MISS INTERSECTIONS, RIGHT, WHERE MAYBE THERE WASN'T A CRASH THAT ACTUALLY OCCURRED, BUT IT WAS CLOSE, OR YOU DIDN'T FEEL SAFE, OR YOU MAYBE DON'T GO THROUGH THAT INTERSECTION BECAUSE THERE'S POOR VISIBILITY.
THAT WAS THE WHOLE POINT IN REACHING OUT TO THE PUBLIC.
SO WE REACHED OUT. WE HAD TWO OPEN HOUSES. WE HAD TASK FORCE MEETINGS.
WE MET INDIVIDUALLY WITH FDOT, THE CITY OF JAX, JTA, THE TPO TO UNDERSTAND WHAT THEY HAVE PROPOSED ON THEIR ROADWAYS OR THEIR BUS ROUTES WITHIN YOUR CITY. WE WENT TO POP UP EVENTS TO TRY TO SOLICIT FEEDBACK.
WE USE THIS PROGRAM PUBLIC COORDINATE TO SOLICIT FEEDBACK, BASICALLY HAD A QR CODE THAT WAS AVAILABLE TO THE PUBLIC AT ANY OF THE EVENTS THEY CAME TO. THEY JUST SCANNED IT WITH THEIR PHONE. YOU COULD GO INTO THE GIS MAP, PICK AN INTERSECTION, AND THEN TYPE IN YOUR CONCERN OR YOUR ISSUE. WHICH WAS A GREAT WAY FOR US TO COLLECT THIS INFORMATION AND FOR THE PUBLIC TO SEE WHAT OTHER PEOPLE WERE POSTING, WHERE THEIR CONCERNS WERE. AND WE ULTIMATELY GOT OVER 160 COMMENTS THAT WERE LOADED.
SO WE USE ALL THESE PIECES, THE SAFETY DATA, THE PUBLIC FEEDBACK.
AND WE LOOK AT CONNECTIVITY. HAVE THERE BEEN ANY PREVIOUS STUDIES DONE THAT IDENTIFIED OTHER IMPROVEMENTS, OR DOES THIS CONNECT TO A MULTIMODAL FACILITY? WE USED ALL THOSE FOUR COMPONENTS TO DEVELOP OUR PROJECT PRIORITIZATION LIST.
AND IF AN INTERSECTION MAYBE HAD MULTIPLE TYPES OF IMPROVEMENTS THAT COULD BE MADE WE BROKE THOSE INDIVIDUALLY AND RANKED THEM SO THAT IF YOU MAYBE ONLY PURSUED ONE OF THEM YOU WOULD HAVE IT RANKED IN THE LIST AS TO WHICH WOULD BE THE BETTER IMPROVEMENT TO START WITH.
WE DID THIS FOR ALL THE SEGMENTS AND INTERSECTIONS, AND WE SEPARATED THEM INTO CATEGORIES BASED ON HOW YOU COULD IMPLEMENT A SHORT TERM, MID-TERM AND LONG TERM. SO JUST A COUPLE OF EXAMPLES.
I CAN'T SHARE ALL OF THEM. AND I STARTED WITH THE ONE HERE AT THE FIVE WAY.
BUT WE WANTED TO MAYBE PROVIDE SOME INTERIM IMPROVEMENT THAT COULD BE DONE LESS LONG TERM, EASIER THINGS THAT COULD BE DONE, MAYBE WHILE THE STUDY IS COMPLETED OR IF THE PROJECT ADVANCES TO DESIGN AND CONSTRUCTION SUCH AS ADDING SOME OF THE AS YOU CAN SEE, YOU KNOW, FROM THE AERIAL VIEW, THE INTERSECTIONS, JUST A LOT OF ASPHALT.

AND DOING A LITTLE BIT OF TREE TRIMMING IN THE RIGHT OF WAY ON THIS CORNER WOULD HELP WITH VISIBILITY AND MAYBE CUT DOWN ON SOME OF THE, THE DRIVER FRUSTRATION AT THAT INTERSECTION. SO VERY LOW LEVEL HANGING FRUIT TYPES OF IMPROVEMENTS THAT COULD BE IMPLEMENTED VERY QUICKLY JUST TO THE WEST PLAZA PARKSIDE. ANOTHER EXAMPLE, I HEARD A LOT OF COMMENTS AND READ SOME CRASHES THAT HAPPENED HERE.
AND IT HAS THE PEDESTRIANS BEING MORE VULNERABLE LONGER BECAUSE THEY'RE OUT IN THE ROADWAY.
TO MAKE IT A LITTLE BIT MORE TRADITIONAL. AND YOU CAN SEE WHERE THE CROSSING.
NOW FOR THE PEDESTRIANS. THEY'RE OUT IN THE ROADWAY MUCH SHORTER DISTANCE.
SO THEY'RE VULNERABLE, MUCH LESS. AND IF THEY'RE CROSSING A SHORTER DISTANCE, THEN VEHICLES ARE STOPPING LESS AND FOR SHORTER DURATIONS WHILE PEDESTRIANS CROSS. AND AS AN ADDED SAFETY FEATURE, WE PROPOSED THE POTENTIAL A RAISED CROSSWALK HERE.
SO IT WOULD HELP ELEVATE THE PEDESTRIANS, MAKE THEM MORE VISIBLE.
AND THIS COULD BE IMPLEMENTED ALONG OTHER PLACES ALONG PLAZA.
AND THEN THE LAST EXAMPLE PROJECT THAT I HAD TO SHARE WAS ON DUTTON ISLAND ROAD.
YOU KNOW, YOU HAVE EXISTING SIDEWALK ON THE NORTH SIDE SIDEWALK ON THE SOUTH SIDE.
YOU KNOW, JUST CONNECTIVITY AGAIN, THE TWO THE INFRASTRUCTURE IS THERE.
IT'S JUST ADDING CROSSWALKS AND SIGNS. IF THE PEDESTRIAN VOLUMES WERE HEAVY ENOUGH, IT COULD BE UPGRADED TO AN RFB OR MAYBE EVEN A RAISED CROSSWALK AND TRAFFIC CALMING ON ON DUTTON ISLAND ROAD.
SO IT HAS BEEN EXTENDED THROUGH 2026. THE THE GRANT OPENED FOR THE IMPLEMENTATION APPLICATIONS AND IS DUE THE END OF JUNE, JUNE 26TH, THE DEADLINE.
SO IF, IF THIS CSA IS ADOPTED LATER NEXT MONTH ON YOUR ONE OF YOUR I GUESS WITH A RESOLUTION THAT WOULD MAKE YOU ELIGIBLE FOR APPLYING FOR THE IMPLEMENTATION GRANT LATER IN JUNE, IT WOULD STILL REQUIRE 20, 20% LOCAL MATCH. BUT ANYTHING THAT IS DOCUMENTED WITHIN THE CSA WOULD BE ELIGIBLE FOR THOSE FUNDS TO BE USED ON IN THE FUTURE.
AND THAT GRANT WAS UP TO 200 OR I. THERE'S REALLY NO LIMIT.
OH I'VE SEEN THEM IN THE MILLIONS. THE IMPLEMENTATION GRANTS ARE VERY ARE A LOT HIGHER BECAUSE THEY INCLUDE THE DESIGN AND CONSTRUCTION OF THE IMPROVEMENT. YEAH. YEAH. AND YOU HAVE A GRANT COORDINATOR THAT IS CAN HELP ANSWER THOSE QUESTIONS.
