[00:00:02] >> [BACKGROUND] NEIGHBORS, RESIDENTS, [CALL TO ORDER] AND GUESTS, THANK YOU FOR YOUR PATIENCE. WE'RE ABOUT TO START THE MEETING, BUT BEFORE WE DO, I'D LIKE TO LEAD AN INVOCATION AND A PLEDGE, SO IF YOU'LL JOIN WITH ME, PLEASE. GREAT GOD IN HEAVEN. WE THANK YOU TODAY FOR THE BLESSINGS OF BEING ABLE TO COME TOGETHER AS A COMMUNITY TO SOLVE LITTLE PROBLEMS AND BIG, TO SHARE IDEAS FROM EACH OF US, AND WE'RE BLESSED TO HAVE THAT. BLESS US TONIGHT THAT WE MAKE GOOD DECISIONS AS WE CONTINUE WITH OUR BUDGET WORKSHOPS AND THAT WE RESOLVE ANY CITIZEN CONCERNS THAT ARE BROUGHT FORWARD TONIGHT. IN YOUR SON'S NAME, WE PRAY. AMEN. THIS REGULAR COMMISSION MEETING OF THE CITY OF ATLANTIC BEACH DATED MONDAY, AUGUST 25TH, 2025 WILL NOW COME TO ORDER. CAN WE DO A ROLL CALL, PLEASE? >> COMMISSIONER BOLE? >> PRESENT. >> COMMISSIONER GRANT? >> PRESENT. >> COMMISSIONER KELLY? >> PRESENT. >> COMMISSIONER RING? >> PRESENT. >> MAYOR FORD? >> PRESENT. WE'LL START THE MEETING WITH APPROVAL OF THE MINUTES. [1. APPROVAL OF MINUTES] ITEM 1A, APPROVAL OF THE MINUTES OF THE BUDGET WORKSHOP HELD ON AUGUST 11TH, 2025. DO WE HAVE ANY CHANGES OR CORRECTIONS? HEARING NONE, THE MINUTES STAND IS SUBMITTED. ITEM 1B, APPROVE THE MINUTES OF THE REGULAR COMMISSION MEETING HELD ON AUGUST 11TH, 2025. ANY CHANGES, CORRECTIONS? HEARING NONE, THE MINUTES STAND AS PRESENTED. WE'LL MOVE TO COURTESY OF THE FLOOR. [2. COURTESY OF FLOOR TO VISITORS] BUT BEFORE WE OPEN IT UP TO OUR SPEAKING RESIDENTS, WE'RE GOING TO DO A CHECK PRESENTATION, AND BEFORE I COME DOWN FROM THE DIAS, I WANT TO THANK IN THE ROOM, WE HAVE REPRESENTATIVE MICHAEL, WE HAVE SENATOR YARBOROUGH, WE HAVE DAVIS BEAN FROM THE FIORENTINO GROUP. THIS IS THE GROUP THAT HAS WORKED VERY HARD FOR THIS CITY, THE FIORENTINO GROUP, AS OUR LOBBYIST TO PROCURE MONEY THROUGH REP MICHAEL'S EFFORTS AND SENATOR YARBOROUGH'S EFFORTS FROM THE STATE OF FLORIDA. WE HAVE MONEY NOW FINALLY TO RETIRE OUR SEPTIC SYSTEMS IN THE CITY OF ATLANTIC BEACH, AND DOES THAT ALSO INCLUDE THE SEPTIC SYSTEMS THAT ARE OUTSIDE THE CITY, BUT WITHIN OUR SEWER? >> THAT'S JUST WITHIN THE CITY, AND THIS IS JUST PHASE 1, SO IT WON'T HIT ALL OF OUR SEPTIC TANKS WITHIN THE CITY. WE HAVE A REQUEST, I THINK FOR A SIMILAR APPROPRIATION NEXT YEAR FOR PHASE 2. >> DID YOU GET THAT? WE'RE GOING TO BE TALKING TO YOU AGAIN. PLUS ONE, WE'RE GOING TO UP THE ANTE, BUT WE SO APPRECIATE YOUR SUPPORT AND YOUR ADVOCACY IN THE LEGISLATURE. I JUST ENJOY WORKING WITH YOU. WHERE'S MR. BEAN? MR. BEAN, THANK YOU TO YOU AND YOUR TEAM FOR ALL THAT YOU DO. IF YOU WOULD JOIN ME AT THE LECTERN, MR. HOGAN CAMP? [BACKGROUND] >> IT'S AMAZING TO [00:05:06] BE HERE TONIGHT AND THANK YOU FOR HAVING US. I FEEL A LITTLE ODD TO HAVE MY BIKE TO CONSTITUENTS, BUT HELLO TO ALL OF YOU ALL. >> IT'S ON WHEELS, YOU CAN TURN IT. [LAUGHTER] >> CAN I TURN IT OVER? >> YEAH. I DON'T MIND. JUST DO SIDEWAYS THEN YOU GET EVERYBODY. >> THERE WE GO. THAT'S MUCH BETTER. YOU GUYS LOOK WONDERFUL. VERY QUICKLY, I WANT TO SAY THAT IT IS AN HONOR TO SERVE YOU ALL AND TO BRING MONEY BACK HOME TO SOMETHING SO VERY MUCH NEEDED. WE KNOW THAT THE ASK, WE HEARD IT, IS ALREADY BEFORE US FOR THIS SESSION THAT WE GO BACK IN OCTOBER. BELIEVE IT OR NOT, WE BEGIN. THANK YOU FOR PUTTING YOUR TRUST IN US, AND NOW I'LL TURN IT OVER TO SENATOR YARBOROUGH. THANK YOU. >> THANK YOU, REP. >> MAYOR, THANK YOU FOR THE PRIVILEGE OF THE FLOOR. GOOD EVENING, EVERYBODY. IT'S GREAT TO BE WITH YOU, AND THANK YOU FOR THE OPPORTUNITY TO COME AND PRESENT THIS TO YOU. IT'S A TEAM EFFORT. IT'S NOT DONE WITH JUST ONE PERSON OR EVEN A SMALL GROUP, AND WE'RE THANKFUL THAT WE CAN BE A PART OF THIS AND HELP THE COMMUNITY. SO NOTED WITH WHAT YOU SAID ABOUT THE REQUEST FOR THE COMING YEAR, WE'RE HAPPY TO DO IT, AND GLAD THAT WE GOT IT THROUGH THE LEGISLATIVE PROCESS. AS YOU SAW, IT WAS ACRIMONIOUS. I HOPE YOUR BUDGET PROCEEDINGS GO A LITTLE SMOOTHER THAN HOW THE STATES WENT THIS YEAR WITH OUR 105 DAY SESSION. IT WAS ONLY SUPPOSED TO BE 60 DAYS. HOPEFULLY YOURS DOESN'T DRAG OUT THAT LONG. BUT THAT SAID, MAYOR AND COMMISSION MEMBERS, WE'RE AGAIN, GLAD TO BE A PART OF THIS. GLAD WE CAN HELP WITH THIS VERY IMPORTANT PRIORITY, AND I LOOK FORWARD TO HELPING YOU AS WE MOVE FORWARD IN THE FUTURE, TOO. GOD BLESS EACH OF YOU AND THANKS FOR LETTING US SERVE. >> SENATOR, REPRESENTATIVE MICHAEL, WE SO APPRECIATE BOTH OF YOU. >> THANKS. TAKE CARE. >> TAKE CARE. NOW WE GET TO PUBLIC COMMENT. DO WE HAVE ANYBODY SIGNED IN TO SPEAK TODAY? HOW MANY DO WE HAVE? NINE. MOST OF YOU ARE PROS BECAUSE I RECOGNIZE THE FACES, BUT WE'RE GOING TO HAVE THREE MINUTES. I WON'T GAVEL YOU AT EXACTLY THREE MINUTES, BUT ABOUT THREE MINUTES AND 10 SECONDS, I'LL GAVEL YOU IF YOU'RE STILL SPEAKING. YOU'LL NEED TO RESET THE CLOCK, DONNA. THANK YOU. BUT ANYWAYS, YOU'LL SEE THE COLOR CHANGE AND THEN YOU'LL HEAR THE BUZZER. EVEN THOUGH I TURN THE LECTERN AROUND FOR THE REP AND OUR SENATOR TO SPEAK TO YOU, WHEN WE'RE SPEAKING IN CHAMBERS, YOU'RE ONLY SPEAKING TO THE COMMISSION, NOT TO THE CROWD. SO PLEASE DON'T BE TURNING AROUND AND GETTING EVERYBODY EXCITED AND SO ON. YOU PRESENT TO THE COMMISSION. IF THERE'S SOMETHING THAT WE SHOULD TAKE UP AND DISCUSS, WE MAY DO IT TODAY WHEN WE GET INTO OUR OWN COMMENTS. WE MAY NOT, IT MAY BE SOMETHING THAT WE TALK ABOUT LATER, BUT YOU MAY HEAR SOME DISCUSSION ON WHATEVER YOU'RE SPEAKING ON. WITH THAT, LET'S GO AHEAD AND BEGIN. >> DAVID BYU. >> GOOD EVENING, MAYOR, COMMISSIONERS, ATTORNEY, MANAGER, DONNA. DAVID BYU, 381 THIRD STREET. I JUST WANTED TO TALK ABOUT THE DUVAL COUNTY GREATEST ASSET AND ATLANTIC BEACH GREATEST ASSETS, THE BEACH AND SAND. THANKS TO THE CORP OF ENGINEERS [INAUDIBLE] COUNTY TO IMPLANT 5-10 MILES OUT. THEY DID ALL DUVAL COUNTY EXCEPT HUGUENOT PARK, I THINK. WE'LL GET THE BENEFIT FROM THE SAND THAT'S PLACED THERE BECAUSE THE PREDOMINATE WIND AND CURRENT GOES FROM THE NORTH TO THE SOUTH. WHENEVER WE HAVE FULL MOON OR NEW MOON, NORTHEASTERN, HOPEFULLY THIS SAND WILL DRIFT OUR WAY. IN 1964, WE HAD HURRICANE DORA, DATE MYSELF. I HAPPENED TO GET STRANDED IN THE JACKSONVILLE BEACH BECAUSE I DROVE ACROSS THE BRIDGE AND THE BRIDGE CLOSED. THE POLICE DEPARTMENT THERE SAID, YOU CAN SLEEP IN OUR JAIL IF YOU HELP PUSH THE CARS OUT. I SAID, SURE. GOOD DEAL. BUT WE WERE STANDING, THEN I GOT TOGETHER WITH TWO OTHER BUDDIES. WE WERE STANDING RIGHT NEXT TO THE LIFEGUARD STATION RIGHT HERE, AND WE'RE WATCHING THE WAVES COME OVER, 20 FEET UP IN THE AIR. ALL OF A SUDDEN, WE SEE SOMETHING IN THE WAVES. WHAT IS THAT? RIGHT DOWN NEXT TO US, 20 FOOT TELEPHONE POLE. THE POINT IS THERE WAS NO SAND BACK IN THOSE DAYS. [00:10:05] 1970S, WE TRIED TO REMEDY THAT WITH SEA OATS, SWING FENCES, AND EVERYTHING ELSE THAT COULD BUILD UP THE DUNE PROTECTION. NOW, WHEN MATTHEW IN 2016 CAME, EXPANDATORY EVACUATION. I DIDN'T EVACUATE. THOUGHT I WAS THE ONLY ONE LEFT ON 3RD STREET. BUT IN THE MEANTIME, MY WIFE SAID, HEY, THE WATER IS COMING UP IN OUR GARAGE. WHAT'S THIS? I SAID, WE GOT GOOD STORM DRAINS THAT CAN HANDLE THIS. I CLEARED THE LEAVES OFF BEFORE THIS. WHAT HAPPENS, ALL THE LEAVES CAME FROM THE TREES. I'M NOT GOING TO CUT THE TREES DOWN TO PREVENT THAT AND THEY CLOGGED THE DRAINS. SO I GOT OUT THERE WITH A RAKE AND I SAID THIS WILL BE EASY. YOU EAT WATER, RIGHT? AS SOON AS YOU RAKE IT OFF, THEY COME BACK. BUT AFTER THREE HOURS, FINALLY, I GOT THAT CLEARED AND IT SLOWLY DRAINED. ABOUT 20 YEARS AGO, I HAD TO CALL THE POLICE WHEN I WAS WATCHING SOME BEACH FRONT OWNER MOW DOWN THE SEA OATS. HE WAS MOWING DOWN THE SEA OATS RIGHT IN FRONT OF HIS HOUSE. BEFORE THE POLICE GOT THERE, HE MOWED DOWN 50 FEET EAST, WEST, AND ABOUT 20 FEET WIDE. WE GOT JUST THE RIGHT NUMBER OF SIGNS AND GOOD LOOKING ROPES, FINE ALL, TO REMIND ALL BEACH GUARDS TO STAY OFF THE DUNES. AS WE SPEAK, THESE SIGNS, ROPES, AND WALKWAYS TO BEACH ARE BEING COVERED BY WIND BLOWN SAND. WE ALSO HAVE ZIG ZAG WALKWAYS. >> MR. BYU, I'M SORRY. >> BUT ANYWAY, PLEASE DO EVERYTHING POSSIBLE TO KEEP OUR SAND HERE. THANK YOU. >> YES, SIR. THANK YOU. >> DOMINIC MANGANI. >> HELP HIM BEND IT. IT'LL BEND ALL. >> YOU CAN SLIDE IT DOWN THERE. >> BEND IT RIGHT AT THE NECK. SORRY, DOMINIC. WE MADE THAT ONE FOR JUST A LITTLE TALLER. >> HI. I'M DOMINIC MANGANI. I'M 10-YEARS-OLD, AND I LIVE ON 751, SELFISH DRIVE. THE REASON I'M TELLING YOU ALL THIS IS BECAUSE OF AN ODOR PROBLEM WHICH HAS REPEATEDLY OCCURRED ON MY NEIGHBORHOOD AND OTHERS. >> IT'S PRETTY STINKY, ISN'T IT? >> YEAH, IT'S REALLY STINKY. ON MULTIPLE OCCASIONS, ME AND MY FAMILY HAVE NOTICED THAT IS REALLY STINKY, ESPECIALLY DURING SATURDAYS AND WEEKENDS. SOMETIMES WHEN MY FRIENDS ARE OVER, THEY NOTICE THE STINK AND TELL ME ABOUT IT. IT'S VERY EMBARRASSING TO NOTICE THAT YOUR FRIENDS THINK THAT YOUR NEIGHBORHOOD IS STINKY, AND I DON'T WANT THEM TO THINK THAT I LIVE THAT WAY. I WANT TO BE A CLEAN PERSON. I WANT TO REPRESENT AS A CLEAN PERSON IN MY FRIENDS. THANK YOU. >> MR. MANGANI, THANK YOU SO MUCH. YOU JUST VIOLATED A RULE. I WASN'T GOING TO GAMBLING. >> FLORINDA MANGANI. >> LET'S GET THE PRONUNCIATION CORRECT. MANGANI. >> MANGANI. >> MANGANI. >> GOOD EVENING, MAYOR FORD AND COUNCIL MEMBERS. I'M FLORINDA MANGANI. I'M DOMINIC'S MOTHER. I'M A RESIDENT IN ATLANTIC BEACH. THE CLOCK HAS NOT STARTED. YOU WANT TO START THAT. I JUST WANT TO THANK YOU FOR THE OPPORTUNITY TO ALLOW ME TO SPEAK TONIGHT. I LIVE ON 751 SELFISH DRIVE, AND I'M HERE TODAY NOT TO JUST REPRESENT MYSELF, BUT OUR COMMUNITY AS WE HAVE BEEN DEALING WITH AN ODOR ISSUE THAT HAS AFFECTED OUR QUALITY OF LIFE FOR FAR TOO LONG. THIS IS ONGOING AND A PERSISTENT ODOR THAT COMES FROM THE WASTEWATER TREATMENT PLANT. THE CITY OF ATLANTIC BEACH, AFTER MANY COMPLAINTS THAT WE HAVE FILED, ADDRESSED THIS, BUT TREATED IT AS A ONE TIME INCIDENT. THIS IS NOT A ONE TIME INCIDENT. THIS HAS BEEN PERSISTING. THIS IS NOT ISOLATED. THIS HAS BEEN GOING ON FOR YEARS. I'VE BEEN IN THIS NEIGHBORHOOD SINCE 2010. THE ODOR PERSISTS REGULARLY AND IT AFFECTS OUR LIFE AND OUR QUALITY OF LIFE. IT IS VERY OFTEN DURING THE WEEKENDS AND THE EVENINGS WHEN THE FAMILIES WANT TO ENJOY THEIR HOME ENVIRONMENT AND OUTDOOR SPACES, AND IT IS OFFENSIVE, REPULSIVE AND UNACCEPTABLE. THIS IS NOT JUST MY OPINION. [00:15:01] RESIDENTS ARE SAYING, LINDSAY ON SELFISH DRIVE, "THE SMELL WAS AWFUL THIS MORNING, NOT TO BE DRAMATIC, BUT IT MADE ME GAG." ERICA SAYS, "IT'S BEEN RIDICULOUS LATELY. INJURED, WALKED THE DOGS IN THE MORNING AT 5:30 A.M, AND IT SMELL PRETTY BAD." HE'S SICK OF DEALING WITH THIS. MIRIAM ON SELFISH DRIVE, "THE SMELL IS AWFUL RIGHT NOW." KRISTEN SAYS, "JUST GOT HOME AND SMELLED FEACES." ON SATURDAY MORNING, SHE SAID IT WAS SO BAD, I COULD TASTE IT. KAREN SAID, "I WAS HAVING COFFEE ON MY PORCH AND HAD TO COME INSIDE DUE TO THE SMELL." LINDSAY, MY MOTHER IN LAW SAID IT SMELLED LIKE SEPTIC TINK. EVEN THE 3-YEAR-OLD SON OF HER SAID IT SMELLED STINKY. RESIDENT HAVE FILED COMPLAINTS AND OFFICIAL REPORTS DESCRIBING THE ODOR AS SEWAGE FEACES AND SULFUR IN THE AIR COMING FROM THE WATER TREATMENT PLANT. RECENT EXAMPLES. ONE TICKET READS, ODOR HAS BEEN ON AND OFF FOR WEEKS. RIGHT NOW, IT'S DISGUSTING. ANOTHER TICKET SUBMITTED READS. [INAUDIBLE] SAYS, ODOR SMELLS LIKE POOP FECES. IT CAN MAKE HER GAG. IT INTERFERES WITH THE ENJOYMENT OF LIFE AND PROPERTY. SHE'S CONCERNED ABOUT A BIRTHDAY PARTY. SHE HAS SCHEDULED THIS WEEKEND DUE TO THE ODOR. THIS IS A VIOLATION OF BASIC QUALITY OF LIFE STANDARDS. IT'S EMBARRASSING. IT'S HARMFUL TO PROPERTY VALUES. IT'S HARMFUL TO OUR HEALTH. WE'VE DONE OUR PART, WE'VE DOCUMENTED. WE'VE ESCALATED THE CITY OF JACKSONVILLE ENVIRONMENTAL QUALITY DIVISION, AND ODOR CONTROL ORDINANCE, CHAPTER 376, AND YET THE ISSUE PERSISTS. WE'RE REQUESTING ACKNOWLEDGE THE PROBLEM IS ONGOING AND NOT AN ISOLATED EVENT. PROVIDE A CLEAR ACTION PLAN WITH TIMELINES. WE'RE NOT LOOKING FOR REDUCTION OF THE ODOR, WE'RE LOOKING FOR ELIMINATION, NOT TEMPORARY FIXES. ENGAGE INDEPENDENT AIR QUALITY AND ODOR TESTING, AND IMPROVE TRANSPARENCY AND COMMUNICATION WITH US. WE EXPECT, AGAIN, ELIMINATION, NOT REDUCTION. WE DESERVE BETTER. WE DON'T DESERVE TO SMELL THE SEWAGE OF ATLANTIC BEACH. THANK YOU. >> THANK YOU, MS. MANGANI. >> AMY FRANKIE? >> HELLO. >> AMY FRANKIE, HERE REPRESENTING THE ENVIRONMENTAL STEWARDSHIP COMMITTEE THIS EVENING. I AM ONE OF THE THREE NEWEST MEMBERS TO THE GROUP WHO JOINED BACK IN JUNE. THANK YOU FOR THE OPPORTUNITY TO SPEAK. FIRST, I'D LIKE TO ACKNOWLEDGE I BELIEVE THE CITY OFFICES WERE CLOSED LAST WEEK FOR AN EMPLOYEE APPRECIATION LUNCH. I DO WANT TO EXTEND MY OWN EXPRESSION OF GRATITUDE FOR THE CITY STAFF FOR ALL THAT THEY DO TO KEEP OUR A WONDERFUL PLACE TO LIVE. A FEW CALL OUTS SPECIFICALLY FOR THOSE THAT I'VE BEEN INTERACTING WITH MOST RECENTLY DUE TO THE ESC ENGAGEMENTS. AMANDA ASKEW AND HER TEAM. SHE'S BEEN EXTENDING A VERY WARM WELCOME SINCE I JOINED THE ESC THIS SUMMER AND SHOWING ME THE ROPES AND HELPING GET ACCLIMATED. IN ADDITION, STEVE SWANN, WHO'S OUR CITY ENGINEER AND MATT FROM PUBLIC WORKS. I'VE BEEN INTERACTING WITH BOTH OF THEM WITH RESPECT TO THE HALL PARK DREDGING PROJECT. THEY'VE BEEN VERY COLLABORATIVE AND WORKING AND WANTING MY INPUT ON NATIVE PLANTING CONCEPTS FOR THE FUTURE WITH THE GOAL OF PLANTING SOME MORE NATIVE PLANTS NEXT SPRING. I ALSO WOULD LIKE TO ANNOUNCE THAT NEXT THURSDAY ON SEPTEMBER 4, OUR ESC SPEAKER SERIES WILL RESUME. IT'LL BE AT 6:00 PM HERE IN THE CITY CHAMBERS, OR YOU CAN WATCH LIVE. THIS IS THE FIRST OF THREE SESSIONS, AND I'LL ACTUALLY BE HOSTING THEM IN SEPTEMBER, OCTOBER, NOVEMBER AS PART OF MY DOING DOUBLE DUTY VOLUNTEERISM. I'M ALSO A MASTER GARDNER VOLUNTEER WITH THE DUVAL COUNTY EXTENSION OFFICE THROUGH UF/IFAS. SEPTEMBER SESSION IS TITLED HOW TO CATCH THE RAIN AND SAVE THE DRAIN, WHICH IS A VERY FITTING TITLE FOR THE RAIN STORM WE HAD JUST EARLIER TODAY. I'LL BE TALKING ABOUT THIS VERY IMPORTANT TOPIC OF REDUCING STORMWATER RUNOFF, AND I'LL BE SHARING PRACTICAL ADVICE USING FLORIDA FRIENDLY LANDSCAPING PRINCIPLES OF HOW WE CAN ENSURE WE'RE WATERING OUR LANDSCAPES EFFICIENTLY AND FERTILIZING APPROPRIATELY WITH STORMWATER MANAGEMENT IN MIND, WHICH IS DEFINITELY A TOPIC THAT I'VE HEARD A FEW TIMES ALREADY OVER THE PAST HOUR. I'LL ALSO BE PROVIDING A RAIN BARREL SETUP AND DEMONSTRATION AND WE'LL EVEN HAVE ONE TO GIVE AWAY TO ONE LUCKY ATTENDEE. AT THE SESSION, ATTENDEES WILL ALSO BE ABLE TO SIGN UP FOR A FREE FLORIDA FRIENDLY LANDSCAPE YARD REVIEW WITH OUR TRAINED YARDER VOLUNTEERS THROUGH THE EXTENSION OFFICE. I'D LIKE TO INVITE THE COMMISSION, OUR AV STAFF, AND THE PUBLIC TO JOIN. ALSO, AT THIS WEEK'S ESC MEETING ON WEDNESDAY, WE'LL BE DEDICATING THE MAJORITY OF THE AGENDA TO CHAPTER 23 UPDATES. [00:20:02] I SEE THAT THE AGENDA TONIGHT HAS ONE ESC ITEM ON IT WITH THE HISTORIC CORRIDOR, AND I THINK WE HAVE A FEW MORE ITEMS COMING DOWN THE PIKE SOON. LOOK FORWARD TO SEE YOU SOON. THANK YOU. >> THANK YOU, MISS FRANQUI. >> ANDREW CRANE. >> GOOD EVENING, EVERYONE. THANK YOU FOR HEARING SOME OF MY NEIGHBORS OUT. I OBVIOUSLY I AM FOLLOWING DOMINIC OVER HERE. I THINK HE ADDRESSED OUR CONCERNS QUITE WELL AND HAS MADE IT KNOWN ABOUT THE SMELLY ODORS THAT WE HAVE OVER IN THE SAILFISH AREA. THERE'S ALSO OTHER NEIGHBORHOODS THAT I BELIEVE ARE AFFECTED AS WELL. FORTUNATELY, FOR OUR COMMUNITY, WE'RE PRETTY TIGHT KNIT. WE HAVE A GROUP WHERE WE CHAT ABOUT ALL THINGS THAT HAPPEN IN OUR NEIGHBORHOOD AND LATELY, IT'S JUST GOTTEN WORSE. THE SMELLS JUST CONTINUE. ONE OF OUR FORMER NEIGHBORS, HE BROUGHT THIS UP IN THE PAST. IT WAS ABOUT TWO YEARS AGO. SEVERAL EMAILS WERE SENT AND NOTHING REALLY EVER HAPPENED. I BELIEVE AT ONE POINT IT WAS ADDRESSED TO HIM BY SOMEONE FROM PUBLIC WORKS THAT THERE'S ALWAYS JUST GOING TO BE A SMELL. I DON'T THINK THAT'S ACCEPTABLE. I HOPE THAT WE CAN COME UP WITH SOME SOLUTION TO WHERE WE DON'T HAVE TO HAVE THAT SMELL AT ANY TIME, PARTICULARLY ON THE WEEKENDS. SATURDAY AND SUNDAY THIS PAST WEEKEND, YOU COULD SMELL IT. IT WAS A LOVELY WEEKEND OUTSIDE. THE TEMPERATURE FINALLY DROPPED FROM THE HURRICANE GOING BY, AND WE COULD HAVE SPENT TIME OUTSIDE. I HAVE A LOVELY OUTDOOR PATIO THAT I CAN SIT ON, HAVE FRIENDS OVER 10 O'CLOCK IN THE MORNING TRYING TO WATCH SOCCER ON TV. NO ONE WANTS TO COME OVER AND SIT OUTSIDE. IT'S PERSISTENT, AND I WOULD JUST LOVE TO SEE A FIX. I THINK IT WOULD HELP EVERYBODY OUT IN OUR NEIGHBORHOODS, MAKE EVERYBODY HAPPIER, AND ALSO PROBABLY KEEP US OFF YOUR BACKS AND COMPLAINING AS MUCH. I KNOW WE DON'T LIKE DOING IT, AND WE JUST HOPE THAT WE CAN JUST HAVE SOME RELIEF FROM IT. I DO APPRECIATE IT, AND I HOPE YOU GUYS HAVE A GOOD EVENING. THANK YOU. >> THANK YOU, MR. CRANE. >> STEPHEN FORAKER. >> HELLO THERE. I WASN'T GOING TO COME OR SAY ANYTHING, BUT THEN I READ A RESOLUTION THAT YOU GUYS ARE PASSING OR GOING TO CONSIDER TONIGHT 25 71 AND AT FIRST, I DIDN'T FIND ANYTHING ABOUT IT REALLY PROBLEMATIC. BUT NOW I SEE THAT THERE'S A DEVELOPER INVOLVED SOMEHOW WITH THE PRESENTATION OF THIS. AND I AM OPPOSED TO IT GOING PAST THIS POINT UNTIL A LOT MORE QUESTIONS ARE ANSWERED I KNOW THAT MISSES BECKENBACH WROTE A LETTER, AN E MAIL TO AND I THINK SHE SENT IT TO ALL THE COMMISSIONERS. IF YOU'VE SEEN IT AND READ IT, SHE HAS SOME WHAT I THINK SIGNIFICANT QUESTIONS ABOUT THIS PARTICULAR RESOLUTION. I WOULD HOLD OFF ON THE RESOLUTION. I KNOW THERE'S A PROCESS AFTER YOU GUYS PASS IT TO BECOME ACTIONABLE, OR WHATEVER. BUT RIGHT NOW, I DON'T WANT TO BE PARTICIPATING IN DEVELOPMENT IN NEPTUNE BEACH. IT'S NOT JUST GIVING A NEIGHBOR A HELPING HAND IT'S WORKING WITH A DEVELOPER ON A DEVELOPMENT. I WOULD LIKE YOU TO CONSIDER STRONGLY HALTING IT AT THIS POINT, AND MAYBE A LOT MORE COMMUNITY DISCUSSION. I KNOW YOU HAD A WORKSHOP AT OPEN HOUSE, AND I APPRECIATE THAT. BUT SO FAR, WHAT I'VE READ AND HEARD, I'M NOT IN FAVOR OF THAT RESOLUTION. >> THANK YOU, MR. FORAKER. >> MARY EMERSON SMITH. >> MARY EMERSON SMITH, 314B 8TH STREET. I JUST HAVE ONE THING TO SAY, FOLLOWING UP ON WHAT STEVE JUST SAID, BUT CHARACTERIZING IT IN A SOMEWHAT DIFFERENT WAY, WHICH I'VE ALREADY WRITTEN TO MAYOR FORD TO TELL HIM EXACTLY WHAT I THINK OVERALL ABOUT THIS AGREEMENT WHICH WE MAY BE ENTERING INTO. FROM MY POINT OF VIEW, AND NOT SO HUMBLE OPINION IN THIS CASE. I THINK THIS IS A PIG IN A POKE. [00:25:02] >> THANK YOU, MISS SMITH. >> NANCY STOTTS. >> GOOD EVENING, MAYOR, COMMISSIONERS. CITY MANAGER. I HAVE TO CONFESS. I'M NOT FAMILIAR WITH THE PIG IN A POKE REFERENCE, BUT I THINK IT MIGHT HAVE SOMETHING ALONG THE LINES OF THE CAMEL'S NOSE UNDER THE TENT. I THINK THAT'S THE IDEA HERE THAT WE'RE TRYING TO GET ACROSS. I REALIZE WE'RE IN THE EARLY STAGES OF THIS AND THE CITY MANAGER IS GOING TO DO AN EXCELLENT JOB OF FIGURING THIS OUT AND REALLY ELUCIDATING ALL THESE QUESTIONS, BUT I THINK IT SERVES A GOOD PURPOSE TO KNOW WHAT CITIZEN CONCERNS ARE AT THIS POINT BEFORE WE GET TOO FAR DOWN THAT ROAD. OBVIOUSLY, THE DEVIL IS IN THE DETAILS, AND IT'S REALLY STRIKING THAT I CANNOT THINK OF WHY WE'RE DOING THIS. I KNOW THE PHRASES, WE'RE HELPING OUR NEIGHBORS, BUT REALLY IT'S NOT OUR PLACE AS THE CITY COMMISSION OF ATLANTIC BEACH TO HELP DEVELOPERS IN NEPTUNE BEACH, OR TO DECIDE WHAT GETS DEVELOPED IN NEPTUNE BEACH. THERE ARE SIGNIFICANT COSTS TO THIS. IT'S UNCLEAR TO ME WHETHER THIS AGREEMENT WOULD BE BETWEEN JUST US AND NEPTUNE BEACH OR HAVE TO INVOLVE THE DEVELOPER SINCE THEY ARE ALLEGEDLY PAYING FOR IT. THERE ARE BOTH SHORT TERM AND LONG TERM COSTS, AS YOU KNOW, TO INFRASTRUCTURE. IF THERE IS FIRE SUPPRESSION ONLY, MY UNDERSTANDING IS SINCE THERE'S NO FLOW, THERE'S NO REVENUE. I DON'T KNOW IF THERE IS A PRECEDENT OR NOT FOR AN AGREEMENT LIKE THIS BETWEEN US AND A DEVELOPER AND ANOTHER CITY. THERE FEELS LIKE THERE COULD BE A LOT OF POTENTIAL DOWNSIDES WHEN YOU'RE DEALING WITH A PRIVATE CORPORATION. THEY COULD GO BANKRUPT. THEY COULD CHANGE NAMES. THEY COULD DO ANY NUMBER OF THINGS. WHILE WE'RE ON THE SUBJECT OF BANKRUPT, I HATE TO DISPARAGE OUR NEIGHBOR, NEPTUNE BEACH, BUT THEY HAVE A LOT OF FINANCIAL ISSUES. I THINK IT'S NOT A SECRET. WE ALL KNOW THAT THERE ARE SERIOUS FINANCIAL AND OTHER ISSUES GOING ON THERE. I THINK WE NEED TO TREAD VERY LIGHTLY AND REALLY UNDERSTAND THIS FULLY. AGAIN, THE ONLY ONE BENEFITING FROM THIS, LET'S BE CLEAR, IS THE DEVELOPER, AND MAYBE SOMEONE ELSE BY DEFAULT, GETS SOMETHING BEYOND THAT, BUT I DON'T SEE WHAT'S IN IT, ONLY RISKS FOR US AS THE CITIZENS OF ATLANTIC BEACH. I BELIEVE YOUR HEARTS ARE IN THE RIGHT PLACE, BUT I WOULD STRONGLY URGE YOU TO REALLY THINK ABOUT ALL THE POTENTIAL DOWNSIDES. THANK YOU SO MUCH. >> THANK YOU, DR. STOTTS. >> SUSAN BARKER? >> GOOD EVENING, MAYOR, COMMISSIONERS, CITY MANAGER AND CITY ATTORNEY. I ECHO THE LAST THREE SPEAKERS. I'M CONCERNED ABOUT THE RESOLUTION THAT YOU HAVE BEFORE YOU AND THAT YOU WILL BE DISCUSSING, AND THEN YOU WILL BE MAKING AN AGREEMENT WITH OUR NEIGHBOR MUNICIPALITY, NEPTUNE BEACH. I'M PUZZLED AS TO WHY WE'RE GETTING INVOLVED. I KNOW THAT ONE OF THE REASONS THAT IT'S GOOD FOR THE DEVELOPER IS THAT OUR WATER IS LESS EXPENSIVE THAN IF THEY GOT IT FROM NEPTUNE BEACH, AND THAT IS A GOOD INCENTIVE FOR HIM. BUT IS IT REALLY GOOD FOR US AS A CITY? I MEAN, WE CAN MAKE MONEY FROM THAT, BUT WOULDN'T IT BE BETTER IF NEPTUNE BEACH PROVIDED THE WATER THAT MEAN MAYBE ANOTHER TANK, BUT THEY HAVE ONE GREEN TANK. THEY NEED ANOTHER ONE THERE. I'M JUST CONCERNED THAT WE'RE BAILING OUT A CITY THAT DOESN'T HAVE A GOOD INFRASTRUCTURE. THEY'RE COMING TO US TO SOLVE THEIR PROBLEMS AND THEY HAVE FOR YEARS, HAD NOT BEEN ABLE TO HANDLE THEIR FINANCES AND GOT INTO TROUBLE FOR THAT, A LOT OF PROBLEMS WITH THAT. DOES THIS REALLY HELP NEPTUNE BEACH? I DON'T THINK SO. I THINK IT WOULD BE BETTER IF THEY TOOK CARE OF IT. THEY WOULD GET THE MONEY FROM THE WATER, AND IT IS DEVELOPED ON THEIR LAND. [00:30:02] ONE OF THE THINGS TOO, I KNOW IT WAS DISCUSSED THAT WE DON'T WANT TO DICTATE IN SOME WAY WHAT CAN BE DEVELOPED IN ANOTHER CITY. WELL, WE'RE HELPING A DEVELOPER, NOT THE CITY AND GOING AHEAD AND DEVELOPING WE DON'T EVEN KNOW WHAT IT IS. BUT HE SAYS HE NEEDS THE SPRINKLER SYSTEM IN PLACE OR THAT HE CAN HAVE IT IN ORDER TO GET INSURANCE. BUT WHAT IS THE INSURANCE FOR? WHAT IS THE BUILDING THAT'S GOING TO GO THERE. I REALLY HOPE AND I KNOW THAT YOU CARE ABOUT US AND THE CITIZENS OF ATLANTIC BEACH AND THAT YOU PUT US FIRST, NOT NEPTUNE BEACH. THANK YOU. >> THANK YOU, MISS BARKER. >> THAT'S ALL THE SPEAKER FORMS I HAVE, MAYOR. >> WITH THAT, I WILL CLOSE COURTESY OF THE FLOOR. I WANT TO THANK DOMINIC. THANK YOU FOR COMING AND SPEAKING TODAY. THAT'S A MILESTONE. HOW OLD ARE YOU, DOMINIC? TEN. WELL DONE. KEEP DOING THAT. I'M GOING TO BE AT YOUR SCHOOL. I'M GOING TO EXPECT TO HEAR MORE FROM YOU. BUT THANK YOU ALL, AND YOU CAN STAY FOR THE REST OF IT. AGAIN, WE MAY DISCUSS SOME OF THESE THINGS, BUT THANK YOU ALL FOR SHARING YOUR CONCERNS. THANK YOU. [3. CITY MANAGER REPORTS (Part 1 of 2)] MOVING TO CITY MANAGER REPORTS. ITEM 3A, MR. KILLINGSWORTH. >> THANK YOU, MR. MAYOR GOOD EVENING, COMMISSIONER. THE FIRST ITEM IS THE 90 DAY CALENDAR. YOU WILL SEE THAT WE HAVE A TOWN HALL SCHEDULE AT A DEL GRADE ON OCTOBER 18, LOVELY SATURDAY MORNING. AS OF ABOUT AN HOUR AGO, WE HAVE A MEETING BUDGET WORKSHOP SCHEDULED ON THREE SEPTEMBER 25 AT 5:00 PM. IN THESE CHAMBERS. WITH THAT, MR. MAYOR I'D RECOMMEND APPROVAL OF THE 90 DAY CALENDAR. >> ANY ADDITIONAL CHANGES OR CORRECTIONS? >> JUST THE ADDITION OF THE BUDGET WORKSHOP FOR SEPTEMBER 3RD. >> CLEAR. WE HAVE CONSENSUS. GOOD. YOU HAVE YOUR CALENDAR, SIR. >> WHERE DID AMANDA GO? BUT SHE'S UP. WE CAN FIND AMANDA COMING. >> WE CAN COME BACK. >> YOU HAD ASKED FOR A STATUS ON THE 20TH STREET LIFT STATION? >> YES. >> THE STATUS ON THAT IS THE PROJECT IS FULLY PERMITTED WITH THE EXCEPTION OF THE ELECTRICAL. WE'RE NOT AT A STAGE WHERE ELECTRICAL PERMIT IS REQUIRED. BUT THE PERMIT FOR THE FOUNDATIONS AND FOR THE GAS AND THE INSTALLATION OF THE GENERATOR HAVE BEEN APPROVED. UNLESS THERE'S AN OBJECTION, THE GENERATOR IS SCHEDULED TO BE DELIVERED THE 27TH AND INSTALLED. ALL THE PERMITS ARE IN PLACE. I DO HAVE A SOME COMMITMENTS THAT I'VE MADE TO THE PROPERTY OWNERS THERE. I HAVE GOTTEN QUOTES FOR AN EIGHT FOOT FENCE. I CANNOT APPROVE THAT BY MYSELF. I HAVE QUOTES FOR BOTH A BOARD ON BOARD AND A VINYL FENCE. THEY'RE ABOVE MY AUTHORITY. ONCE WE GET TO THAT STAGE, I'LL COME BACK WITH THE OPTIONS FOR THE COMMISSION. THEN SOME LANDSCAPING, WHICH I BELIEVE I CAN APPROVE, BUT WE'RE NOT READY TO DO THAT UNTIL WE GET EVERYTHING INSTALLED. I THINK THERE'S SOME DESIRE BY STAFF. STAFF WENT OUT AND LOOKED AT IT TO GET SOME PRELIMINARIES, BUT THEY'RE NOT QUITE SURE WHAT WE WOULD DO, AND SO WE'D WANT SOME FEEDBACK FOR THE PROPERTY OWNER. BUT UNLESS THERE'S AN OBJECTION FROM THE COMMISSION, I INTEND ON HAVING THE GENERATOR INSTALLED ON THE 27TH. >> YES. COMMISSIONER. >> [INAUDIBLE] WE'RE IN AND GOOD STANDING WITH THE NEIGHBORS WHO. WHERE DO WE STAND WITH THEM? >> ALL I CAN SAY IS I SENT THEM AN E MAIL. WE HAD A MEETING. THE MAYOR WAS AT THE MEETING. THERE WERE, I BELIEVE FOUR ITEMS IN WHICH WE WALKED OUT OF THE MEETING ABOUT THEIR SPECIFIC REQUESTS. THEIR REQUEST WAS ACTUALLY FOR A SITE PLAN, WHICH IS DIFFERENT FROM PERMITS, BUT I'VE GOT THE PERMITS PULLED, WHICH INCLUDES THE SITE PLAN. THE OTHER WAS A FENCE. I HAVE QUOTES ON A FENCE, BUT WE'RE NOT READY TO INSTALL THE FENCE YET. LANDSCAPING. I'LL DO THE LANDSCAPING. THEN THE FOURTH ITEM WAS THAT THE GENERATOR HAVE A VERTICAL EXHAUST PIPE. THE GENERATOR HAS A VERTICAL EXHAUST PIPE. [00:35:03] THE FOUR THINGS AT THE MEETING THAT THEY SPECIFICALLY ASKED FOR. OR EITHER DONE OR WILL OCCUR AT THE APPROPRIATE TIME THERE. >> I GOT A COUPLE OF QUESTIONS. I'LL GET TO YOU 1 SECOND. ARE YOU ABLE TO SAY THAT WE ARE MEETING FLORIDA BUILDING CODE? >> I HAVE JOSH IN HERE. HE'S OUR BUILDING OFFICIAL, AND HE'S REVIEWED THE PLANS AND APPROVED THEM, YES. >> JOSH GIDEON, WITH THE BUILDING DEPARTMENT HERE IN ATLANTIC BEACH. PLEASURE TO MEET Y'ALL? YES. SO TO DATE, THEY ARE COMPLIANT WITH THE FLORIDA BUILDING CODE WITH THE REQUIREMENTS THAT ARE SET FORTH THERE. >> I'LL GIVE YOU A SPECIFIC QUESTION WITH REGARDS TO THE TIE DOWN OF THE FUEL TANK THAT FEEDS THE GENERATOR, IS THAT MEETING BOTH FLORIDA BUILDING CODE AND ANY FMA REQUIREMENTS FOR THE GRANT? >> I CANNOT SPEAK TO THE FMA REQUIREMENTS, BUT THEY DO IT DOES MEET THE REQUIREMENTS OF THE FLORIDA BUILDING CODE, AS WELL AS THE MANUFACTURER SPECIFICATIONS. >> IF I MAY. >> YES, AND THE DRAWINGS AND THE SPECS ARE INCLUDED IN THE PERMIT FOR THAT, IS THAT RIGHT? >> YES. WE HAVE ALL THE SPECS FOR BOTH THE GENERATOR AND THE TANK. >> OKAY. >> DID YOU HAVE A QUESTION,. >> JUST A COMMENT. YOU KNOW, THAT GENERATOR, AND YOU GUYS CORRECT ME IF I'M WRONG, WE WILL SERVE 800 FAMILIES IN ATLANTIC BEACH. IT'S HURRICANE SEASON. I THINK THAT WE SHOULD GET THAT GENERATOR IN AS SOON AS WE CAN. >> WELL, THANK YOU, AND I WOULD AGREE, EXCEPT THAT I'VE BEEN PARTY TO THE CONCERNS OF THE RESIDENT AND THEIR NEIGHBORS, BUT SPECIFICALLY THE RESIDENT, AND I WON'T NAME THE NAME RIGHT NOW. HAVE THEY BEEN PROVIDED THE SITE PLAN? >> I DO. I DON'T KNOW IF THEY I DON'T THINK SO. >> THEY MAKE AVAILABLE I UNDERSTAND THEY CAN GET IT AS PUBLIC RECORDS. AT THIS POINT, WE OWE THEM BETTER THAN SAYING, COME DOWN AND WAIT FOR PUBLIC RECORDS. CAN YOU REACH OUT TO THEM? MR. KILLINGSWORTH HAS THE CONTACT INFORMATION, REACH OUT TO THEM, INVITE THEM TO YOUR OFFICE IF NECESSARY AND SHOW THEM THE SITE PLAN AND ADDRESS ANY OTHER CONCERNS. THIS IS NOT MY AREA OF EXPERTISE, BUT I'VE HAD ENOUGH DIALOGUE TO KNOW THEY ARE CONCERNED ABOUT MEETING FLORIDA BUILDING CODE AND FMA REQUIREMENTS AND A SIGNIFICANT PART OF THEIR CONCERN. IS A FLOATING TANK. IF WE DID FLOOD, DOES THAT TANK COME LOOSE AND DOES IT BECOME A LIABILITY TO THE ADJACENT PROPERTIES? THEY'RE THE CLOSEST ONE? THAT'S A BIG ONE. >> ARE YOU? NO, NO. OKAY. I WILL HAVE BYE. I WILL HAVE TROY AND JOSH MEET WITH THE PROPERTY OWNERS. >> CAN WE REACH OUT TO THEM TOMORROW IF WE'RE INTENDING TO INSTALL IN THREE DAYS? >> YES. >> TROY, I MIGHT HAVE TO HAVE STEVE BECAUSE TROY IS ACTUALLY ON. HE WAS ON LEAVE TODAY, BUT I MADE HIM COME IN. HE'S ON LEAVE TOMORROW THROUGH THE REST OF THE WEEK? >> YEAH. >> I MIGHT HAVE TO HAVE STEVE IN THE MEETING. STEVE, ARE YOU AWARE OF ANY FMA REQUIREMENTS? >> WELL, WE GOT A LITTLE BACKWARDS ON SOME THINGS AS AN EXAMPLE. WE POURED THE SLAB BEFORE WE HAD A PERMIT. IT IS WHAT IT IS, BUT I DON'T KNOW BECAUSE IT'S NOT MY AREA OF EXPERTISE. DID THAT SLAB REQUIRE ANYTHING DIFFERENT IN THE FOUNDATION IE FOOTINGS AND SO ON FOR THIS APPLICATION, AND SO I'M LEAVING THAT UP TO THE CITY STAFF TO ADDRESS THAT, BUT THAT IS A CONCERN THAT THEY HAVE. AND THEN MY ONLY LAST QUESTION IS I CAN ADDRESS THAT CONCERN. >> JOSH, CORRECT ME IF I'M WRONG. WE HAVE PARTY TO REVIEW IT, AND SIGN OFF ON THEM. >> YES. >> THAT'S ALWAYS GOOD. I LIKE THAT. THANK YOU. AND THE LAST QUESTION IS ON THE FENCE. DO YOU KNOW WHAT HEIGHT THE FENCE NEEDS TO BE TO HIDE THAT GENERATOR? >> YEAH, SO RIGHT NOW, I BELIEVE THE GENERATOR IS 109 INCHES. YOU KNOW, YOU WOULD HAVE TO GO TEN FEET. >> YEAH. OKAY. >> AND SO YOU'RE PREPARED THE BUDGET WHAT WE HAVE IS FOR AN EIGHT FOOT FENCE. IF THE COMMISSION WANTS ME TO BUDGET FOR A TEN FOOT FENCE, I MEAN, WELL, I DON'T EVEN KNOW THAT. >> THIS IS A NOMINAL COST. I THINK IT'S PROBABLY WITHIN YOUR PURVIEW. >> IT WAS ACTUALLY EXPONENTIAL FROM AN EIGHT FOOT FROM A SIX FOOT TO AN EIGHT FOOT. IT'S OVER $30,000. OKAY. >> YEAH. >> TO SURROUND THE COMPOUND. >> WE CAN HAVE THIS DISCUSSION LATER, [00:40:02] BUT I HOPE THIS COMMISSION WILL AGREE THAT AT THIS POINT, WE NEED TO HIDE THAT GENERATOR, AND IF IT REQUIRES A TEN FOOT FENCE, IT REQUIRES A TEN FOOT FENCE. IF WE DON'T AGREE ON THAT, THEN WE NEED TO BRING THIS BACK AND HOLD OFF ON INSTALL. >> MAYOR, IF YOU SET THE PRECEDENT THAT THAT GENERATOR, THERE'S OTHER GENERATORS THAT DON'T HAVE A FENCE AROUND THEM AT ALL. >> THANK YOU, COMMISSIONER. THIS IS A CONVERSATION THAT WE SHOULD HAVE THIS YEAR ABOUT WHAT OUR GO FORWARD POLICY IS THROUGHOUT THE CITY. ABSOLUTELY. ALL RIGHT. THANK YOU, GENTLEMEN. I APPRECIATE THAT. YES. >> SO WHAT WAS THE ANSWER? IS THERE ANY OBJECTION TO INSTALLING THE GENERATOR? NO. >> I'M NOT OBJECTING TO IT, BUT, OF COURSE, I THINK I'LL PROBABLY GET A PHONE CALL LATER FROM THE RESIDENTS. I'LL LET YOU KNOW ON THAT. OKAY. WHERE ARE WE AT? YOU'RE STILL GIVING YOUR REPORT? >> YES, AMANDA APPARENTLY IS 10 MINUTES. SO I THINK I WOULD LIKE TO COVER THE HISTORIC QUARTER DESIGNATION ON IT, BUT I HAD PLANNED ON AMANDA PRESENTING IT, AND WE MUST HAVE HAD A COMMUNICATION PROBLEM THERE. I WILL TAKE THE BLAME FOR THAT, BUT SHE'S ON HER WAY BACK. I GUESS AT THIS POINT, MR. MAYOR, WHAT I'LL DO IS I'LL HAVE THAT CONVERSATION WHEN YOU CIRCLE BACK AT THE END. MAYBE WE CAN JUST MOVE ON TO REPORTS FROM THE CITY COMMISSIONER UNFINISHED BUSINESS AND THE CONSENT D. >> VERY GOOD. THANK YOU. ALL RIGHT. [4. REPORTS AND/OR REQUESTS FROM CITY COMMISSIONERS] ITEM FOUR REPORTS FROM COMMISSIONERS. LET'S START ALL THE WAY TO MY LEFT, COMMISSIONER RING. ARE YOU READY? >> SURE. I ATTENDED THE FLORIDA LEAGUE OF CITY'S ANNUAL CONFERENCE TWO WEEKS AGO, ALONG WITH COMMISSIONER [INAUDIBLE]. IT WAS FILLED WITH A PLETHORA OF INFORMATION, GREAT SESSIONS, AND FROM DOGE TO PROPERTY TAXES TO E BIKES, WHICH WE WERE ALREADY AHEAD OF. I ALSO WAS ABLE TO MEET PLENTY OF ELECTED OFFICIALS ACROSS OUR STATE. I DEFINITELY RECOMMEND THE REST OF OUR COMMISSION TO JOIN NEXT YEAR. MAYBE WE COULD ALL BE ON THAT SAME SESSIONS. I DID WANT TO ADDRESS IN THE BUDGET. I KNOW WE ARE HAVING TO DO ONE MORE WORKS SHOP, AND I'M THANKFUL FOR THAT. I THINK WITH 1.9 MILLION TO SPEND, THERE'S A LOT THAT'S ON THAT LIST OF ENHANCEMENTS. I'M JUST GOING TO DRILL HOME ONE MORE THING. WHEN IT COMES TO THE DONNER PARK PRIORITY IN THE BASEBALL FIELD, THOSE CHILDREN ARE PLAYING IN THE DARK, SO IT'S NOT EVEN UTILIZED AS A BASEBALL FIELD. THIS REALLY ISN'T JUST ABOUT ATLANTIC BEACH BASEBALL ASSOCIATION, WHICH I DO WANT TO SUPPORT FULLY. IT'S ABOUT ALL THE CHILDREN IN ATLANTIC BEACH AND TO MAKE SURE THAT AS YOU LOOK OVER THOSE ENHANCEMENTS, THAT THERE'S SOME FAIRNESS BETWEEN THE ENHANCEMENTS THAT ARE SHARED IN JACK RUSSELL ON THE NEIGHBORHOODS MASTER PLAN BASEBALL FIELD COMPARED TO DONNER PARK, AND I JUST ASKED MY COMMISSIONERS TO TAKE A CLOSER LOOK AT THAT. AND THAT SET, MAYOR. THANK YOU. >> COMMISSIONER GRANT. >> YES. THANKS, MAYOR. I DIDN'T HAVE ANYTHING SPECIFIC, BUT I WOULD LIKE MAYBE BETWEEN THE CITY MANAGER AND WE HAVE TROY HERE. IF THERE'S TIME, TALK ABOUT WHAT'S GOING ON WITH THE ODOR FROM THE WATER TREATMENT FACILITY. I, YOU KNOW, ARE WE IN COMPLIANCE, AND IT JUST SMELLS LIKE IT SMELLS, OR ARE WE OUT OF COMPLIANCE, AND WE'RE WORKING TO GET BACK. YOU KNOW, WHAT'S THE STATE OF THE STATE OF THINGS THERE, IF YOU DON'T MIND, SIR. >> SURE. I'M GOING TO ASK STEVE TO COME UP, BUT BASICALLY THE GENESIS OF THE BIG PROBLEM THERE IS THAT WE ENDED UP REDOING THE HEAD WORKS AT THE WATER MANAGEMENT PLANT. IT INVOLVES A LOT OF PIPING UPGRADES, RIGHT? GOT YOU. AND AS A RESULT OF THAT, AT NIGHT TIME, AND WE CHOSE SPECIFIC HOURS AT NIGHT BECAUSE WE LOOKED AT THE VOLUME COMING INTO THE PLANT. WE CHOSE THE HOURS AT NIGHT IN WHICH THE VOLUME WAS THE MINIMUM BECAUSE WE HAD TO TURN OFF THE LIFT STATIONS BECAUSE WE HAD TO STOP THE FLOW TO THE PLANT. THAT WORK WAS TAKING PLACE OVER THE LAST MONTH. THAT WORK IS NOW DONE. THERE WAS AN ONSITE SPILL AS PART OF THAT PROCESS, AND AS PART OF THAT PROCESS, THERE WAS SOME SEWAGE THAT WAS STORED. THOSE ISSUES HAVE BEEN RESOLVED, I BELIEVE, BUT WE DO HAVE SOME OTHER ISSUES THAT WE'RE LOOKING AT. I BELIEVE THAT A MEMO WAS SENT OUT TO ALL OF YOU. I HAD SAT DOWN WITH STEVE TO TALK ABOUT WHAT WE COULD DO, AND HE PUT TOGETHER A LIST OF THINGS WE COULD DO, I'M GOING TO CALL IT THE LOW HANGING FRUIT. SOME OF THEM WE I HAVE MONEY INVOLVED WITH THEM. ONCE WE DO ALL OF THOSE, [00:45:01] IF THAT DOESN'T CURE THE PROBLEM, THEN TROY'S HAVE FUNDING IN HIS BUDGET, WE'LL HIRE SOMEBODY TO COME IN AND REVIEW WHAT ELSE WE COULD DO TO ELIMINATE THE NOISE. OUR GOAL IS TO HAVE A ZERO ISSUE THERE. WE DID RUN A LONG SPAN IN WHICH I WASN'T GETTING ANY COMPLAINTS. WHEN I FIRST GOT HERE, THERE WERE COMPLAINTS BY ONE PARTICULAR INDIVIDUAL ON A REGULAR BASIS. I THINK WE CLEARED THAT UP AND THEN WE WENT A LONG SPAN WITHOUT ANY. WITH THAT, STEVE, I'LL LET YOU RUN THROUGH WHAT WE'RE LOOKING AT DOING IN THE. >> YEAH, TROY AND I'VE BEEN TALKING ABOUT THIS FOR A COUPLE OF YEARS, ACTUALLY, JUST BECAUSE THE CHANGE OF DEMOGRAPHICS IN THIS PART OF THE CITY AND NEWER HOUSES BEING BUILT. WE KNOW WE'RE GOING TO GET MORE AND MORE AUTO COMPLAINTS. YOU KNOW, THE CITY DECIDED ABOUT 15 YEARS AGO TO ABANDON THE BUCCANEER PLANT AND EXPAND A PLANT HERE IN THE MIDDLE OF THE CITY RATHER THAN THE OTHER WAY AROUND. I'M NOT SURE WHY THAT DECISION WAS MADE, BUT WE'VE GOT TO LIVE WITH IT. WE'VE BEEN WORKING OUT I MEAN, I KNOW A LOT OF THESE OLDER COMPLAINTS AND THE REASON THE FOLKS WERE HERE AT NIGHT WAS PROBABLY BECAUSE OF THE WORK WE'RE DOING THE HEADWOR BECAUSE IT WAS BAD FOR A WHILE. A LOT WORSE THAN WE EXPECTED. BUT ANYHOW, WE GOT THAT PART OF IT'S CLEANED UP. WE'VE IDENTIFIED A NUMBER OF AREAS WITH THE HEAD WORKS, WAY WE SCREEN THE WASTEWATER, THE WAY THE WASTEWATER IS MOVED AROUND, EVEN AS FAR AS THE VACUUM TRUCK WHEN WE CLEAN OUT LIFT STATIONS AND STORM SEWERS. THE PRACTICE HAS ALWAYS BEEN TO DUMP IT RIGHT THERE NEXT TO DONNA ROAD BECAUSE IT'S EASIER TO GET TO. WELL, THAT'S 100 FEET FROM THE HOUSES. IT DOESN'T REALLY MAKE MUCH SENSE TO DUMP IT THERE. IT'S OPERATIONAL CHANGES LIKE THAT. AND SO THOSE ARE THE KIND OF THINGS WE'RE LOOKING AT. AFTER WE GET EVERYTHING CLEANED UP HERE FROM THIS HEADWORS PROJECT, WE'RE GOING TO DIVE INTO THIS. NOW, CITY OF JACKSONVILLE, ENVIRONMENTAL QUALITY DIVISION, THEY ACTUALLY HAVE ENFORCEMENT CAPABILITIES OVER US FOR AIR POLLUTION BECAUSE IT'S A IT'S A COUNTY ROLE. THEY MAY WANT US TO HIRE REGARDLESS, HIRE AN EXTERNAL THIRD PARTY TO COME IN AND EVALUATE THE SYSTEM, BUT I'M WAITING TO HEAR FROM THEM WHAT THEY'D LIKE US TO DO, BUT FOR THE INTERIM, THIS IS WHAT TROY AND I AND THE GUYS IN THE PLANT ARE JUMPING ON TO SEE WHAT WE CAN DO. >> YOU HAVEN'T HEARD FROM CITY JACKSVILLS ENVIRONMENTAL. >> I HAVE, BUT WHAT WE'RE DOING IS WE'RE WORKING ON WHAT'S CALLED THE VOLUNTARY COMPLIANCE PLAN. I FEEL THIS IS WHAT WE'RE DOING, AND I HAVE NOT GOTTEN ANY FEEDBACK FROM THEM YET OTHER THAN THEY HAVE THAT INFORMATION AND I JUST HAVEN'T GOTTEN BACK FROM THEM. THEY'RE TALKING GENERALLY LIKE A SIX MONTH PLAN TO PUT THINGS IN PLACE AND TRY TO SOLVE THESE ODOR PROBLEMS. >> YOU TELLING ME IT COULD TAKE SIX MONTHS TO RESOLVE IT? >> THE WORST ODORS WERE JUST RECENTLY FROM PROBLEMS THAT WE HAD, RIGHT? I MEAN, THIS HAS BEEN AN ISSUE SINCE THE PLANT WAS EXPANDED IN 2014. NOTHING NOTHING HAS CHANGED REALLY RECENTLY. OKAY. >> I'M JUST, YOU KNOW, SELFISH HAS BEEN THERE FOREVER A DAY. I GET THAT THERE'S, YOU KNOW, A LITTLE BIT MORE THAT ROAD HAS GOT MORE HOMES ON IT THAN IT USED TO, BUT SELFISH IS ACROSS, YOU KNOW, ACROSS THE FENCE LINE THERE. I DON'T KNOW. MAYBE THERE'S SOME WAY YOU KNOW, THROUGH THE WEBSITE OR SOMETHING, WE CAN, YOU KNOW, PROVIDE SOME SORT OF UPDATE TO THE FOLKS. >> THEY ACTUALLY HAVE. COMMISSION. >> WE'LL CRATE A PROJECT PAGE. WE CAN DATE. OKAY. >> YEAH. IF I WANT TO JUST ADD IN AND SAY, THANK YOU, BOTH. MR. KILLINGSWORTH AND MR. SCHWAN, WE'RE DILIGENT ON THIS AND POSTED A MEMORANDUM ON FRIDAY THAT GIVES A LOT OF DETAIL. WE'LL ANSWER SOME OF YOUR QUESTIONS, IF I MAY. ABSOLUTELY. THE ISSUE WILL BE AT THIS POINT SINCE IT'S REALLY BEEN ELEVATED WE'RE GOING TO GET PAST THE EVENT THAT REALLY, REALLY PUNCTUATED THIS PROBLEM, WHICH WAS THE REBUILD OR THE REDO OF THAT ONE TANK. WE STILL ARE GOING TO REVISIT ODORS FROM TIME TO TIME UNLESS SOMETHING HAPPENS DIFFERENT. I THINK WHAT I HEARD THE CITIZEN ASK IS THAT WE NOT ONLY GIVE SOLUTIONS, BUT WE GIVE TIME, DATE CERTAIN WHEN WE INTEND TO IMPLEMENT. WHAT I HEAR FROM YOU TODAY IS YOU'RE NOT READY TO DO THAT YET, BECAUSE WE'RE JUST EMBARKING ON THAT, AND YOU'RE ACTUALLY LOOKING FOR SOME FEEDBACK FROM THE CITY OF JACKSONVILLE. THAT'S RIGHT. >> LOOKING FORWARD TO. HEARING MORE ON THAT. THANK YOU FOR JUMPING ON IT. BOTH OF YOU, WE APPRECIATE THAT. AND DID YOU HAVE OTHER QUESTIONS ON? >> NO, I JUST, YOU KNOW, I APPRECIATE WHAT WE PUT OUT FRIDAY I WAS I'VE BEEN OUT OF TOWN, SO I'M A LITTLE BEHIND, BUT, YOU KNOW, SOUNDS LIKE IT HAS BEEN ONGOING. I JUST WANT TO MAKE SURE THAT YOU KNOW, WE'VE HAD SOME, YOU KNOW, OPPORTUNITIES, I'LL SAY WITH TRANSPARENCY ON DIFFERENT ISSUES WITH CITIZEN. WE JUST WANT TO MAKE SURE THAT WE'RE DOING THAT AS BEST AS WE CAN. THAT'S ALL. >> IT'S NOT LIKE WE HAVEN'T DONE ANYTHING. WE SPENDING WHAT TROY OVER 100,000 A YEAR ON ODOR CONTROL RIGHT NOW. >> YES. >> WHICH STARTING SOME OF OUR LIFT STATIONS LIKE SEVEN MARINE LIFT STATION. [00:50:03] INJECT HYDROGEN PEROXIDE IN THE LINE THAT COMES FROM THE BUCCANEER PLANT THAT SEWAGE IS OLD BY THE TIME IT GETS TO THE PLANT AND IT'S HORRENDOUSLY SMELLY. WE'VE WE'VE MADE SOME REALLY GOOD IMPROVEMENTS, BUT WE HAVE THESE OPERATIONAL THINGS THAT WE NEED TO ADDRESS. >> YEAH. >> THAT WILL BE WORKING. >> I MEAN, WE'VE EVEN TRIED THINGS THAT IN THE END DIDN'T WORK, WE TRIED THIS AIR FRESHENER PRODUCT THAT BASICALLY, IT SPRAYS FOR BREEZING FOR THE AIR EVERY TIME. W MY OPERATE. THAT DIDN'T WORK, SO THAT. >> THAT'S PERFUME I THANK YOU. I HAVE AN ASK IN CONJUNCTION WITH THIS, AND THAT IS THAT WE GET ANOTHER UPDATE AT THE NEXT MEETING AND PROBABLY THE NEXT MEETING TILL WE DON'T HEAR FROM THE CITIZENS BECAUSE I SUSPECT WE'RE STILL GOING TO HEAR FROM THE CITIZENS FOR AT LEAST A BIT BECAUSE MY UNDERSTANDING ON THE TANK THAT WAS REFURBISHED IS THE BACTERIA AND EVERYTHING ELSE HAS TO GET JUST RIGHT FOR THAT THING TO PERFORM AT PEAK, AND IT'S NOT THERE YET. >> I THINK. >> WHEN WE DID BYPASS THE HEAD WORKS, AND WE HAD TO PUT ALL THE INFLUENT TO THE TANK YOU'RE TALKING ABOUT. YOU ARE CORRECT. WE DIDN'T GET ALL THAT RESIDUAL OUT OF THAT TANK. WE'VE HAD TO ADD, WE CALL IT MIXED LIQUOR, WHICH IS SLUDGE TO HELP ALLEVIATE SOME OF THAT ODOR. SO WE'RE TRYING TO GET ALL THAT OUT OF THERE. SO UNTIL WE DO, IT MAY BE AT A LITTLE ODOROUS. >> GOD SPEED. >> GOD SPEED. YES, SIR. >> AFTER WE'VE GIVEN YOU. >> THIS LIQUOR THING YOU GOT IT. >> YOU WOULDN'T WANT TO DRINK IT. >> NO. I APPRECIATE THE SENSE OF HUMOR, BUT I DO WANT TO MAKE A PUNCTUATE. THIS REALLY IS SERIOUS BECAUSE I'VE BEEN MAYOR NOW FOR THREE YEARS, AND WE'VE TALKED ABOUT IT A LOT. WHAT I WANT TO BE CLEAR ON IS, AND THIS IS PARTLY MY FAULT, IF YOU LISTENED TO THE CITIZEN EARLIER, REFERENCING THIS BEING A ONE OFF OF IT OR WHATEVER, I USE THAT TERM. THE BIG ISSUE THAT REALLY PROPELLED THIS TO THE HEIGHT OF EVERYONE'S SENSES WAS THIS EVENT, WHICH IS A ONE OFF. WON'T HAPPEN AGAIN FOR 10, 15, 20 YEARS. >> HOPEFULLY LONGER. >> OR 30. BUT THAT'S WHY I UNDERSTAND THAT ONCE WE GET NORMALIZED FROM THIS CURRENT EVENT, WE'LL STILL HAVE THOSE OCCASIONAL ODOR PROBLEMS UNLESS WE DO SOMETHING DIFFERENT. >> IT IS A WASTE WATER TREATMENT PLANT, SO YOU'RE GOING TO HAVE AN OCCASIONAL ODOR. I'M SAYING THAT. >> AND I HEAR YOU, BUT I ALSO HEARD THE CITIZEN THAT SAID THEY'RE NOT ASKING FOR SOME REMEDIATION. THEY'RE ASKING FOR IT TO BE SOLVED. THEY DON'T WANT EVEN THIS MUCH. WE HEARD SOME THINGS LIKE NOT FILLING THE CONTAINERS ON THE DUTTON OR ON THE DONNER SIDE OF THE PLANT. BUT INSTEAD AT THE OTHER END. NOW, FOR ANYBODY THAT KNOWS ANYBODY THAT LIVES NORTH OF THE PLANT, USUALLY OUR PREVAILING WINDS ARE NOT BLOWING SOUTH TO NORTH, BUT THERE ARE SOME SMART THINGS THAT YOU'VE ALREADY ADDRESSED, BOTH OF YOU, I THANK YOU FOR THAT, BUT WE HAVE TO MOVE THE NEEDLE HARD ON THIS, OR WE ARE GOING TO BE REVISITING THIS FOR THE NEXT NUMBER OF MONTHS. >> I AGREE 100%. >> AND YOUR KPI IS THE FRIEND OF THE 10-YEAR-OLD RESIDENT? DOES SHE SMELL IT? >> THAT WAS IMPRESSIVE. >> THAT WAS A GREAT POINT. >> THANK YOU. >> THANK YOU. >> AND THANK YOU, COMMISSIONER. COMMISSIONER BOLE? >> YEAH, A COUPLE OF THINGS. COMMISSIONER RING MENTIONED FLORIDA LIQUOR CITIES. I JUST GOT SOME HIGH POINTS, AND I LEARNED A LOT. INTERESTING, ONE OF THE MEETINGS I SAT THROUGH. THEY TOOK A POLL OF VOTERS THROUGH THE STATE OF FLORIDA, WHAT THEY'RE MOST CONCERNED ABOUT. VOTERS WERE MOST CONCERNED ABOUT HOMEOWNERS INSURANCE. I KNOW A LOT OF THAT IS SOUTH FLORIDA, ET CETERA, BUT THAT WAS VERY HIGH ON THE LIST. I KNOW WE'VE MENTIONED IT BEFORE, BUT THAT WAS A BIG DEAL. I ATTENDED THE DOGE. I TALKED TO BILL. I THINK WE DODGED A BULLET ON THAT, IF I UNDERSTAND IT. I WENT TO THE E-BIKE SYMPOSIUM, I GUESS YOU'D CALL IT. THAT'S A HUGE PROBLEM ACROSS NOT JUST ATLANTIC BEACH, AND SPECIFICALLY HIT INTERESTINGLY ENOUGH BEACH CITIES FOR WHATEVER, OUTDOOR, WHATEVER. BUT THAT'S A MAJOR ISSUE, AND THAT WAS TALKED ABOUT THREE OR FOUR DIFFERENT CITY COMMISSIONER MAYORS THAT I TALKED TO, AND THEY'RE STRUGGLING LIKE WE ARE. I DON'T THINK A DAY GOES BY THAT YOU CAN'T SEE SOME TYPE OF PROBLEM WITH E-BIKES. I SAW TWO TODAY. [00:55:01] I GOT TO MAKE A PITCH FOR MY ARBORIST AS A TREE CITY. I WENT DOWN AND TOOK A POLE. IF WE CLAIM AS A TREE CITY, I TALKED TO CITIES OF LARGER THAN US, SMALLER THAN US. AND LIKE I SAID, I'M VERY GOOD WITH A PART-TIMER, BUT I THINK TO HAVE SOMEBODY THAT GOES TO ESC, THAT IS AN EXPERT THAT CAN LOOK AT OUR CODES, THAT CAN GIVE ADVICE, AND IF YOU WANT TO GO AS CODE ENFORCEMENT, I THINK THAT'S A GREAT IDEA. AS I MENTIONED TO OUR COUNSELOR, I CORNERED A COUPLE OF CITY COUNCIL MEMBERS FROM THE CITY OF JACKSONVILLE AND MENTIONED OUR FIRE ISSUE, AND HOPEFULLY THEY HEARD ME. ONE INTERESTING THING, SOME OF THE CITIES INVITE ALL THEIR ELECTED OFFICIALS, STATE SENATORS TO ONE MEETING A YEAR, AND THEY GO AHEAD AND THEY ASK QUESTIONS. WE GO AHEAD AND WE NOTICE IT. LET ALL THE CITIZENS COME IN AND MAYOR, I THINK IT'S GREAT WE DID THE CHECK TONIGHT AND EVERYTHING. BOY, I'D LIKE TO SEE BECAUSE YOU CAN SEE THE DIFFERENCES BETWEEN THE CITIES AND THE STATE. AND THOSE ARE THE PEOPLE REPRESENT THIS. I THINK OUR CITIZENS SHOULD BE ABLE, IF WE WANT TO DO A ROUND TABLE, A WORKSHOP, WHATEVER IT IS, INVITE THEM IN. THEY CAN COME. THEY DON'T HAVE TO COME, BUT THAT'S SOMETHING THAT OTHER CITIES ARE DOING. I THINK IT'S A GREAT IDEA. MY LAST THING ON THE LIST. WHEN WE WENT AND TALKED ABOUT THE FIRE ISSUE THAT WE HAVE AT CITY JACKSONVILLE. I THINK WE MENTIONED THAT WE WANT AN UPDATE ONCE A MONTH TO SEE WHERE WE'RE AT. I DIDN'T GO INTO UNARMED WITH THE TALK OF THESE GUYS, BUT I DON'T THINK ANYTHING'S CHANGED, BUT I STILL LOOK AT THE CALENDAR AND I SAY, TIME'S CLICKING. WE GET TO THE FIRST OF THE YEAR, WE GET APRIL, AND THEN THEY STALL. I'D LIKE TO MAKE SURE THAT WE GIVE AN UPDATE ON THAT STUFF. THAT'S ALL I GOT. >> THANK YOU, COMMISSIONER. COMMISSIONER KELLY? >> JUST A PITCH FOR RESOLVING THE BASEBALL IMPASSE. I GUESS ARE WE GOING TO HEAR TODAY ABOUT OUR PARTY OR OUR CENTENNIAL, OR THE BY CENTENNIAL? >> I BELIEVE KEVIN DID A PRESENTATION ON THAT LAST COMMISSION MEETING. >> THAT'S IT. >> GREAT. I'LL BRING IT HOME REAL QUICK. I HAVE ASKED MAYOR PRO TEM, COMMISSIONER BOLE, TO STAND IN FOR ME ON THE DATES FROM SEPTEMBER 23 TO OCTOBER 10, I WILL BE OUT OF THE COUNTRY. THERE IS NO MEETING, SO I WILL NOT MISS A COMMISSION MEETING, BUT IN THE EVENT. THAT'S RIGHT. THIS IS THE RISK OF EVACUATING OVERSEAS AND LEAVING AUTHORITY IN THE HANDS OF THE MAYOR PRO TEM. SPECIALLY CALLED MEETING. SO I UNDERSTAND HOW THAT WORKS, COMMISSIONER. DON'T EVEN THINK ABOUT. BUT THE IMPORTANT THING HERE IS WE ARE IN HURRICANE SEASON. HE WILL BE INTRODUCED TO THE EMERGENCY OPERATION CENTER DOWNTOWN. THAT IS MY ROLE, BUT IN MY ABSENCE, HE WILL STAND IN FOR ME. I PROMISE YOU THAT IF WE ACTUALLY HAVE A HURRICANE BEARING DOWN ON THE CITY, I WILL BE ON A PLANE BACK FROM EUROPE. BUT THAT NOT HAPPENING, COMMISSIONER BOLE IS EMINENTLY QUALIFIED TO STAND IN. IN FACT, BETTER THAN ME, AS HE SPENT TIME ON BEHALF OF THE US GOVERNMENT DURING HURRICANE KATRINA IN NEW ORLEANS, PUTTING THAT CITY BACK INTO SHAPE. SO THANK YOU FOR STANDING IN FOR ME FOR THAT OR FOR ANYTHING ELSE. I WANT TO JUST SAY THANK YOU TO TROY AND TEAM. A CITIZEN CALLED IN A WATER MAIN BREAK. I THINK IT WAS IN THE 10TH STREET BLOCK OF BEACH AVENUE. IT WAS EITHER SATURDAY OR SUNDAY, AND WITHIN 30 MINUTES, YOU HAD A CREW OUT THERE WANT TO SINGLE OUT PAUL AND MAURICE. I THINK IT WAS PAUL THAT WAS IN THE HOLE. I GOT A PICTURE FOR YOU, BUT PAUL WAS IN THE HOLE. I COULDN'T SEE HIM. MAURICE, I THINK WAS DIRECTING PAUL. PROBABLY GETTING IN TROUBLE. BUT THEY DID A GREAT JOB, PATCHED IT UP AND GOT EVERYTHING BACK IN ORDER. THANK YOU FOR THAT. AND THEN FINALLY, I HAD ONE OTHER THING. WHAT WAS IT? LET'S SEE. THE TURTLES. IF YOU HAVEN'T SEEN THE PICTURE, WE HAD A TURTLE NEST THAT HATCHED, I GUESS, A WEEK OR SO AGO, AND A UNLEASHED DOG, I ASSUME IT WAS IN THE EARLY MORNING HOURS, DESTROYED PROBABLY 30 TURTLES. I DON'T KNOW HOW YOU STOP ALL THAT, BUT I BRING IT UP. I'M NOT THE ONE. AND FOR THE RECORD, ANYBODY WATCHING THIS I HAVE MIXED EMOTIONS ABOUT PUTTING SUCH RESTRAINTS ON CITIZENS THAT THEY COULD NEVER HAVE A DOG OFF OF A LEASH. HOWEVER, OUR ORDINANCE IS YOU CANNOT HAVE A DOG ON THE BEACH OFF A LEASH. [01:00:05] I CONTINUE TO HEAR THE INCIDENCES WHERE DOGS ATTACK PEOPLE OR OTHER DOGS. NOW, WE HAVE A DOG THAT HAS MAULED 30 TURTLES, AND THAT'S IMPORTANT THAT WE PROTECT THEM. I THINK THIS COMMISSION NEEDS TO HAVE A CONVERSATION ABOUT WHAT IS OUR FUTURE EXPECTATIONS. SOME CITIES DO A SMALLER CONTROLLED AREA OF THEIR BEACH FRONT. THAT DURING CERTAIN HOURS, YOU CAN HAVE A DOG OFF A LEASH. SO I GET IT THAT OWNERS WANT THAT RIGHT, BUT IT'S A BALANCE. I JUST WANTED TO BRING THAT UP. LET'S SEE. LET'S MOVE ON TO CONSENT AGENDA. [6. CONSENT AGENDA] MY FAVORITE. ITEM NUMBER 6. ALL MATTERS UNDER THE CONSENT AGENDA ARE CONSIDERED TO BE ROUTINE BY THE CITY COMMISION AND WILL BE ENACTED BY ONE MOTION IN THE FORM LISTED BELOW. THERE WILL BE NO SEPARATE DISCUSSION OF THESE ITEMS. IF DISCUSSION IS DESIRED, THAT ITEM WILL BE REMOVED FROM THE CONSENT AGENDA AND WILL BE CONSIDERED SEPARATELY. SUPPORTING DOCUMENTATION AND STAFF RECOMMENDATIONS HAVE BEEN PREVIOUSLY SUBMITTED TO THE CITY COMMISSION ON THESE ITEMS. ITEM 6A, APPROVED RESOLUTION NUMBER 25-70, A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, APPROVING THAT 2025 ASPHALT RESURFACING PROJECT, AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACTS AND PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION AND PROVIDING AN EFFECTIVE DATE. 6B, APPROVED RESOLUTION NUMBER 25-71, A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN INTERLOCAL AGREEMENT WITH THE CITY OF NEPTUNE BEACH FOR THE PROVISION OF WATER FOR FIRE SUPPRESSION SERVICES AND PROVIDING FOR AN EFFECTIVE DATE. ITEM 6C. >> I'D LIKE TO PULL THAT ONE. >> WE'LL PULL ITEM 6B, WHICH IS RESOLUTION NUMBER 25-71. >> NO, 73. SORRY. THE NEXT ONE. >> THE HAZARD MITIGATION. >> YES. >> WE'RE LEAVING 6B IN, AND THEN WE'LL GO TO 6C APPROVED RESOLUTION NUMBER 25-73, A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, ACCEPTING AND ADOPTING THE DATED DUVAL COUNTY LOCAL HAZARD MITIGATION STRATEGY PLAN AND PROVIDING AN EFFECTIVE DATE. SO YOU WANT TO PULL THAT ONE FOR DISCUSSION? >> I DON'T KNOW MUCH ABOUT IT. >> WE'LL PULL THAT. >> THAT STEVE'S STILL HERE. >> FAIR ENOUGH. WE'LL LEAVE ITEM 6A AND 6B IN THE CONSENT AGENDA. DO I HAVE A MOTION? >> [INAUDIBLE] MR. MAYOR, I COULD ASK THE QUESTION, ON 6B, THE RESOLUTION SPECIFICALLY SAYS, LET ME GET IN MIND. IT SAYS SECTION 1, THE COMMISSION HEREBY AUTHORIZES THE CITY MANAGER OF THE CITY OF ATLANTIC BEACH TO ENTER INTO NEGOTIATIONS WITH THE CITY OF NEPTUNE BEACH TO DETERMINE THE FEASIBILITY OF AN ANALOGICAL AGREEMENT. NOW, I THINK WHEN THAT WAS WRITTEN, THE INTENT THERE WAS THE CITY OF NEPTUNE BEACH AND THE PARTIES IN NEPTUNE BEACH. IF THAT'S THE COMMISSION'S INTERPRETATION WITH IT, I'M FINE LEAVING IT THAT WAY. IF NOT, THEN PERHAPS YOU WANT TO POOL THIS ONE AND AMEND IT SO THAT IT SAYS, ENTER INTO NEGOTIATIONS WITH THE CITY OF NEPTUNE BEACH AND PARTIES REPRESENTING 505 72 ATLANTIC. >> WOULD BE THE DIFFERENCE OF WHAT YOU JUST[OVERLAPPING]. >> YEAH, I DON'T KNOW WHAT YOU SAY. >> THE RESOLUTION JUST SPECIFICALLY SAYS ATLANTIC BEACH AND CITY OF NEPTUNE BEACH. SO IF THIS COMMISSION INTERPRETS CITY OF NEPTUNE BEACH TO BE THE CITY AND ANYBODY IN THE CITY, I'M FINE WITH THAT. IF NOT, AND PERHAPS YOU'D WANT TO THE SPECIFIC. >> [INAUDIBLE] TO OUR CITY ATTORNEY, WAS THAT THE INTERLOCAL AGREEMENT BE DRAWN UP FOR JUST ATLANTIC BEACH AND NEPTUNE BEACH. KEEPING IN MIND THAT THERE, OF COURSE [OVERLAPPING] >> ENOUGH, RIGHT THERE. WE'LL PULL IT. WE HAVE A CONSENT AGENDA NOW WITH ONE ITEM IN IT, WHICH IS ITEM 6A, RESOLUTION NUMBER 25-70. DO WE HAVE A MOTION ON? >> A MOTION TO APPROVE 6A 25-70. >> SECOND. >> WE HAVE A MOTION TO SECOND. ALL IN FAVOR, SIGNIFY WITH AYE. >> AYE. >> AYE. >> AYE. >> OPPOSE? MOTION CARRIES. NOW, WE CAN MOVE TO ITEM 6B, AND I'VE ALREADY READ IT, [6.B. Approve Resolution No. 25-71.] BUT I'LL READ IT AGAIN, RESOLUTION NUMBER 25-71, A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AUTHORIZING THE CITY MANAGER TO NEGOTIATE AN INTER LOCAL AGREEMENT WITH THE CITY OF NEPTUNE BEACH FOR THE PROVISION OF WATER FOR FIRE SUPPRESSION SERVICES AND PROVIDING FOR AN EFFECTIVE DATE. MR. KELLY. >> THANK YOU, MR. MAYOR. SO THIS RESOLUTION IS BASED OFF THE CONSENSUS THAT THE COMMISSION CAME TO. I DON'T REMEMBER WHEN. WAS IT THE MEETING AFTER THE SPECIAL TOWN HALL BETWEEN THE TWO MAYORS? I THINK THAT WHEN IT WAS. >> THAT WAS LAST MEETING. >> IT WAS AUGUST 18. >> WHAT BEFORE YOU IS A RESOLUTION THAT WOULD AUTHORIZE ME [01:05:04] TO ENTER INTO THAT NEGOTIATION. AS I SAID, AFTER I READ IT AGAIN TODAY, I WAS LIKE, WELL, IT'S NOT SPECIFIC AS TO THE PARTIES THAT REPRESENT 505-72 ATLANTIC BOULEVARD. IT'S MY BELIEF TO HAVE AN EFFECTIVE INTERLOCAL AGREEMENT THAT IT WOULD NEED TO BE A TRIPARTY AGREEMENT. I THINK THERE ARE WAYS AND JASON CAN CERTAINLY OPINE ON IT THAT WE CAN BIND THE AGREEMENT TO THE LAND AND NOT THE INDIVIDUALS SO THAT IF THE INDIVIDUALS GO AWAY, WHOEVER PICKS IT UP. EVEN IF IT'S THE CITY OF NEPTUNE BEACH ACQUIRES IT, AND WHOEVER OWNS IT WILL BE BOUND BY THE OBLIGATION OF IT. >> YES. >> WELL, QUITE FRANKLY, THAT'S THE ONLY WAY ANY REASONABLE PERSON WOULD ENTER INTO THAT AGREEMENT. AS AN OWNER, LET'S GET US AWAY FROM DEVELOPER FOR A MOMENT. THE OWNER OF THE PROPERTY WOULD NOT ENTER INTO AN AGREEMENT THAT WOULD NOT SURVIVE THE SALE OF THE PROPERTY. IT WOULD RENDER THE PROPERTY POTENTIALLY DISCOUNTED IN VALUE. BUT YOUR INPUT. >> THAT'S EXACTLY CORRECT TO THE COMMISSION. IT WOULD HAVE TO BE WITH THE OWNER TO THE EXTENT THAT THE OWNER IS GOING TO BE INVOLVED WITH REIMBURSEMENT OR PAYING COSTS OR THINGS LIKE THAT. AT THE END OF THE DAY, THIS IS CERTAINLY AN INTERLOCAL AGREEMENT BETWEEN THE TWO MUNICIPALITIES IF IT COMES TO THAT. AND THEN ANY OTHER PARTY THAT'S INVOLVED THAT HAS PROPERTY THAT'S RELATED TO IT OR COSTS THAT ARE RELATED TO IT. WE WOULD ABSOLUTELY PUT IN THERE A SUCCESSORS AND ASSIGNS PROVISION THAT WOULD TIE ANY OTHER LAND OWNERS SHOULD SOMEONE FLIP THE PROPERTY OR SOMETHING TO THAT EXTENT. OF COURSE, WE'RE MAKING A LOT OF ASSUMPTIONS HERE, BUT THAT WOULD BE THE CASE. >> JUST IN TERMS OF PROCESS, WHAT THIS RESOLUTION DOES IS BASICALLY GIVE ME PERMISSION TO BRING SOMETHING BACK TO YOU. THAT DOESN'T MEAN YOU APPROVE WHATEVER I BRING BACK. AGAIN, LIKE ALL THINGS, YOU CAN EITHER APPROVE IT, YOU COULD AMEND IT OR YOU COULD DENY IT. >> ANY OTHER DISCUSSION? BEFORE WE VOTE ON THIS, IS IT YOUR INTENT TO PUT INTO THIS AGREEMENT A DEVELOPER FEE, AND CAN YOU RESTATE THAT AMOUNT IF YOU KNOW IT? >> I DON'T KNOW THE AMOUNT. I WILL CHARGE WHATEVER FEES THAT ARE LEGAL AND APPROPRIATE. I BELIEVE THE REPRESENTATIVE SAID THAT THEY WOULD BE MORE THAN WILLING TO PAY THOSE, BUT I DON'T KNOW THE NUMBER OF THEM. I WOULD CERTAINLY INSIST ON BEING REIMBURSED, ACTUALLY NOT BEING REIMBURSED, BUT HAVING A THIRD PARTY DO THE WORK TO OUR STANDARDS. >> I THINK I HEARD BEFORE IT WAS EITHER 50 OR $60,000. AM I OUT OF LINE IN SAYING A NUMBER THAT HIGH? >> I THINK THAT WAS WHAT THE METER RATE WAS FOR THE INSTALLATION. THAT'S OUR FEE FOR THAT. FOR COMMERCIAL RATE OF METER FEES. BUT THERE MAY BE OTHER THINGS THAT WE END UP. >> IT COULD BE MORE. I'M GOING TO LEAVE IT UP TO YOU ON THAT, ASSUMING THIS PASSES, BUT I ALSO WANT TO CLARIFY FOR ANYBODY LISTENING BECAUSE ONE RESIDENT TALKED ABOUT THE SALE OF WATER. THIS IS NOT FOR SALE OF WATER. THIS IS FOR PROVISION OF WATER THAT HAS ENOUGH PRESSURE TO OPERATE A SPRINKLER SYSTEM IN A BUILDING THAT IS NECESSARY FOR ANY BUILDING OWNER AND OR TENANT TO HAVE TO RUN A BUSINESS AND BE INSURED. WE WILL NOT ULTIMATELY PROFIT ON THE SALE OF WATER BECAUSE WE'RE NOT SELLING WATER. HOWEVER, IF WE HAD A FIRE AND THEY USED WATER, WE WOULD IN FACT CHARGE FOR THAT WATER. I'VE GOT THAT CLEAR. >> IF WE LEGALLY CAN CHARGE FOR THE WATER. >> WELL, FAIR ENOUGH. WE NEED TO ANSWER THAT QUESTION, TOO. I'M VERY INTERESTED IN SEEING WHAT YOUR THOUGHTS ARE ON THAT AND WHAT YOU BRING BACK TO THE COMMISSION. BUT I WANT TO BE CLEAR TO ANYBODY WATCHING OR LISTENING TODAY. THIS ISN'T OVER. WE WILL LOOK AT WHAT THE PROPOSAL IS ON THE TRILATERAL AGREEMENT, AND WE'LL HAVE FURTHER DISCUSSION BEFORE WE VOTE ON ANYTHING. WITH THAT, WE ALREADY GOT A MOTION. DO WE HAVE A MOTION. >> IF WE COULD. >> MODIFY IT. >> THE MOTION COULD INCLUDE THE AMENDMENT, PARTIES REPRESENTING 50572. >> I MAKE A MOTION TO APPROVE RESOLUTION 25-71 WITH AN AMENDMENT TO THE EFFECT THAT IT INCLUDES A TRI-PARTY AGREEMENT BETWEEN THE CITIES AND THE OWNERS OF THE PROPERTY MENTIONED. >> I SECOND. >> WE HAVE A MOTION AND SECOND FURTHER DISCUSSION. ALL IN FAVOR SIGNIFY WITH AYE. >> AYE. >> OPPOSED? THE MOTION CARRIES. [6.C. Approve Resolution No. 25-73.] [01:10:03] MOVING TO 6C, RESOLUTION NUMBER 25-73, A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, ACCEPTING AND ADOPTING THE DATED DUVAL COUNTY LOCAL HAZARD MITIGATION STRATEGY PLAN AND PROVIDING AN EFFECTIVE DATE, MR. KILLINGSWORTH. >> THANK YOU, MR. MAYOR. THIS IS A PERIODIC EVENT IN WHICH THE LMS, THE LOCAL MITIGATION STRATEGY IS UPDATED. STEVE, IF YOU DON'T MIND COMING UP AND JUST HITTING THE HIGHLIGHTS OF IT. >> THIS IS STEVE SWANN CITY ENGINEER. THIS IS A PLAN THAT'S REQUIRED BY THE STATE FOR EVERY COUNTY. WHAT IT DOES IS IN THIS PLAN CITY, JACKSONVILLE IS LAYING OUT THEIR EMERGENCY RESPONSE IS, HOW THEY'RE GOING TO DEAL WITH HURRICANE RESPONSE AND THINGS LIKE THAT. WE ARE PARTY TO THAT PLAN AS BEING BECAUSE WE'RE PART OF THE COUNTY. WHY IT'S IMPORTANT TO US, NOT ONLY BECAUSE HE COORDINATES WITH THE GUYS DOWNTOWN DURING THEIR INCIDENT MANAGEMENT AND THAT THING, IT'S IMPORTANT TO US BECAUSE ANY PROJECT WE DO FOR MITIGATION OR IN THE COUNTY WIDE ARE INCLUDED IN THIS PLAN. I PAY CLOSE ATTENTION TO IT BECAUSE I WANT OUR PROJECTS, AND WE WANT TO DO LIKE THE AQUATIC GARDENS, FOR EXAMPLE, THAT PROJECT IS IN THIS LOCAL MITIGATION STRATEGY PLAN. IF THE PROJECTS IN THAT PLAN, THEN WE CAN GET FEMA FEDERAL FUNDING FOR THAT PROJECT, WHICH IS WHY WE GOT A MILLION DOLLAR FUNDING FOR THE AQUATIC GARDENS PROJECT. THAT'S WHY IT'S IMPORTANT. WE ALSO HAVE STANLEY ROAD IN THE PLAN. I JUST INSERTED DORA DRIVE, OR POTENTIAL STORMWATER POND. I INSERTED THAT INTO THE PLAN, AND THE COUNTY VOTED TO ACCEPT IT. WE'RE SEEKING FUNDING FOR DESIGNING A STORMWATER POND UP THAT WAY. ANYHOW, IT'S VERY IMPORTANT FOR US FOR PROJECT FUNDING. BUT OTHER THAN THAT, IT DOESN'T REALLY HAVE A WHOLE LOT OF IMPACT ON US AS A CITY. >> DO WE HAVE A MOTION? >> MAKE A MOTION TO APPROVE RESOLUTION 25-73. >> SECOND. >> WE HAVE A MOTION AND SECOND DISCUSSION. HEARING NONE. ALL IN FAVOR, SIGNIFY WITH AYE. >> AYE. >> OPPOSED. MOTION CARRIES. MOVING TO ITEM 8A, [8.A. RESOLUTION NO. 25-74] RESOLUTION NUMBER 25-74, RESOLUTION OF THE CITY COMMISSION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AUTHORIZING THE RENEWAL OF AN E MAIL SECURITY AND COMPLIANCE SERVICE BACKUP SERVER APPLIANCE SUBSCRIPTIONS, AND A WEB SECURITY GATEWAY SUBSCRIPTION THROUGH NH&A 8 HAD A TOTAL PRICE OF $35,844.79 WITH FUNDS ALLOCATED IN THE FISCAL YEAR 2024/25 BUDGET, ACCOUNT NUMBER 00110115164600, AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS AND PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION AND PROVIDING AN EFFECTIVE DATE, MR. KILLINGSWORTH. >> THANK YOU, MR. MAYOR. SO THIS IS AN ANNUAL SERVICE THAT WE PROVIDE TO PROVIDE E MAIL SECURITY ARCHIVING, BACKUP SERVICES AND SECURITY SERVICES. IT EXCEEDS MY AUTHORITY TO APPROVE, WHICH IS WHY IT'S HERE BEFORE YOU TODAY. IT WOULD HAVE OTHERWISE BEEN ON THE CONSENT BECAUSE IT IS A BUDGETED ITEM, AS YOU CAN SEE, IT'S BROUGHT FOR A SPECIFIC ACCOUNT. HOWEVER, IT DIDN'T MAKE THE AGENDA UNTIL THE FINAL AGENDA, AND ONE OF MY POLICIES IS, IF YOU'RE NOT ON THE DRAFT, THEN YOU DON'T MAKE CONSENT. IT OTHERWISE WOULD HAVE MADE CONSENT. STAFF WOULD RECOMMEND THAT YOU APPROVE RESOLUTION 25-74. >> MOTION? >> I MAKE A MOTION TO APPROVE RESOLUTION 25-74. >> ANY FURTHER DISCUSSION? ALL IN FAVOR, SIGNIFY WITH AYE. >> AYE. >> OPPOSED? MOTION CARRIES. >> IF I MAY, MR. MAYOR, [3. CITY MANAGER REPORTS (Part 2 of 2)] PERHAPS WE COULD CALL AMANDA UP NOW TO DO THE HISTORY. >> HELLO. COME BACK, AMANDA. WE'RE GOING BACK TO ITEM 3B HISTORIC CORRIDOR DESIGNATION REQUEST. >> HI, GOOD EVENING, AMANDA ASKEW, THE DIRECTOR OF NEIGHBORHOODS. CHAPTER 23 HAS A SECTION 23-41 THAT YOU'RE PROBABLY FAMILIAR WITH. WE DO HERITAGE TREE DESIGNATIONS. THAT SECTION OF THE CODE ALSO HAS A HISTORIC CORRIDOR. PRIMARILY, IT'S PALM TREES ON THE HISTORIC CORRIDOR. ESC HAS TALKED ABOUT FOR A COUPLE OF MONTHS NOW, THE NEED TO EXPAND THAT HISTORIC CORRIDOR. THE HISTORIC CORRIDOR IS ON THE EAST AND WEST SIDE OF OCEAN AND EAST COAST FROM ATLANTIC BOULEVARD TO 10TH STREET. THE SPECIFIC STAND OF TREES THAT ESC IS LOOKING TO INCLUDE IN THIS DESIGNATION IS ON [01:15:04] THE NORTH SIDE OF 7TH STREET BETWEEN EAST COAST AND OCEAN BOULEVARD. THERE'S A SIGNIFICANT AMOUNT OF TREES. I WOULD SAY THERE'S PROBABLY 30-40 LARGE OLD PALM TREES. THE CODE DOES ALLOW FOR THIS HISTORIC PRESERVATION, AND IT'S PRIMARILY ON PUBLIC PROPERTY. HOWEVER, PRIVATE HOMEOWNERS CAN BE INCLUDED IN THIS IF THEY SO WISH. THE BEAUTY OF THIS HISTORIC CORRIDOR, IT DOES REQUIRE COMMISSION APPROVAL TO REMOVE ANY OF THE TREES AND THERE IS A SLIGHTLY ELEVATED INCREASE IN MITIGATION FOR THIS. THIS ESC HAS A MEMO, WHICH IS IN YOUR AGENDA, OUTLINING THIS SPECIFIC MOTION, BUT THEY ARE SEEKING TO INCLUDE THIS GEOGRAPHIC AREA INTO THE CODE. DOING SO, THEY WOULD LIKE IT EFFECTIVE IMMEDIATELY. HOWEVER, IT WOULD NEED TO BE ADDED TO THE CHAPTER 23 UPDATES. IT IS SOMETHING THAT WOULD NEED TO BE CODIFIED IN CODE. I RECOMMEND THAT WE HAVE THIS INCLUSION WHEN WE BRING THE UPDATES TO CHAPTER 23 FORWARD. >> THANK YOU. ANY QUESTION. I THINK WE'RE BACK TO THE END OF THIS. WHICH WE'LL GO TO ITEM 11. CITY ATTORNEY. [11. CITY ATTORNEY/CITY CLERK REPORTS AND/OR REQUESTS] I KNOW YOU HAVE SOMETHING TO TELL US THE END OF THIS MEETING. >> HAVE A GOOD EVENING. NO. >> THANK YOU. I THOUGHT SO. CITY CLERK, ANY COMMENTS? >> NO, SIR. THANK YOU. >> COMMISSIONER BOLE. [12. CLOSING COMMENTS BY CITY COMMISSIONERS AND CITY MANAGER] >> I KNOW I'M PAST MY TIME, BUT TO THE 20 MINUTES OFF WITH VERY CLOSE. I'M GOING TO MENTION TWO THINGS THAT WE TALKED ABOUT TONIGHT. THE FIRE SUPPRESSION. I LEARNED BY GOING THROUGH THE EVOLUTION THAT WE WENT THROUGH THE OTHER DAY THAT OUR CITIES ARE CONNECTED, WHATEVER YOU VIEW, WE'RE CONNECTED BY FIRE, WE'RE CONNECTED BY POLICE, WE'RE CONNECTED. >> EXACTLY. IT'S THE RIGHT THING TO DO. WHEN PEOPLE TALK WATER, I TALK VALVE. I THINK IT'S A VALVE THAT GOES EITHER WAY. IT'S THE RIGHT THING TO DO. ALSO, THE GENERATOR IS THE RIGHT THING TO DO, IN MY OPINION. I THINK SOMETIMES I NEED TO THINK ABOUT THE 13,000 PEOPLE THAT AREN'T IN THIS HALL AND HOW THAT AFFECTS THEM. THAT GENERATOR IS KEY TO OUR INFRASTRUCTURE. THAT'S ALL I GOT. >> THANK YOU. COMMISSIONER GRANT. I'M GOOD. >> COMMISSIONER KELLY. >> I'M GOOD. >> COMMISSIONER RING. >> I'M GOOD. >> CITY MANAGER. >> YOU'RE PRETTY GOOD. >> I'M PRETTY GOOD. FOR NEXT WEDNESDAY, IF EVERYBODY WOULD HAVE THEIR LIST, I THINK WHAT I'LL DO, I TALKED TO BRITTANY, WE MIGHT PROVIDE A STAFF RECOMMENDATION THAT CONSOLIDATES ALL THE DEPARTMENTS AND EVERYTHING, AND THEN WE'LL SEE WHERE WE GO. >> GO AHEAD. >> GO AHEAD, COMMISSIONER. >> BASICALLY, I'LL MAKE A RECOMMENDATION ON HOW I WOULD SPEND DOWN $1.9 MILLION. >> WELL, THAT'S A GOOD IDEA AS A START. BUT IT OCCURS TO ME THAT WE MIGHT WANT TO GO THROUGH THREE TRANCHES OF GOING AROUND THE HORN, TAKING THEM 1-20, WHATEVER'S ON THE LIST. IF WE HAVE A CONSENSUS ON AN ITEM OR WE VOTE EITHER WAY, WE PUT THAT ON THE LIST, AND WE GO THROUGH THE FIRST PASS, AND THEN WE TOTAL IT UP AND SEE HOW MUCH WE'VE SPENT, AND THEN WE GO THROUGH A SECOND PASS OR SECOND ITERATION, AND THEN A THIRD AND FINAL ONE. WHAT I'M HOPING THIS COMMISSION WILL NOT DO IS START WITH TWO MILLION NINE, FOR EXAMPLE. I WOULD LIKE TO ADDRESS THE 1.9 THAT WE BELIEVE IS THE CORRECT DELTA THAT IS AVAILABLE. THEN WHEN WE'VE EXHAUSTED THAT AND WE'RE JUST NOT SATISFIED THAT WE DIDN'T GET OUR LIGHTS IN THE PARK OR BASEBALL DIAMOND REFURBISH OR WHATEVER, THEN WE GO BACK AND TALK ABOUT, WE'RE WILLING TO GO INTO PART OF THAT 50% RESERVES ON THE GENERAL FUND. THAT'S MY ASK IS THAT WE NOT START BY A BIG, SORRY TO USE YOUR TERM, COMMISSIONER, POT OF MONEY,? WE DO HAVE A BIG POT OF MONEY. WE HAVE 50% RESERVES, ESSENTIALLY, WE'VE GOT $10 MILLION IN RESERVES FOR THE GENERAL FUND. WE KNOW WE SHALL NOT SPEND FIVE MILLION, BUT I WOULD SUGGEST TO YOU WE SHOULD NOT SPEND THE ADDITIONAL FIVE MILLION. IF WE DO, IT'S A NOMINAL AMOUNT, NOT A LARGE AMOUNT. BUT ANYWAYS, I'LL LET YOU SET THE STAGE FOR HOW WE ROLL ON THE NEXT MEETING. IF YOU WANT TO START OUT WITH YOUR RECOMMENDATIONS, THAT'S FINE. EVERYBODY, GOOD? >> I'M JUST GOING TO ASK, DO WE HAVE A COPY OF THAT PRESENTATION WITH ALL THOSE LISTS? [01:20:04] >> IT'S IN YOUR EMAIL. >> IT IS? >> I BELIEVE THAT YOU DON'T GET A PRINTED COPY, DO YOU? YOU GOT AN EMAIL COPY. >> WELL, I'M HAVING IS MY EMAILS. >> BUT I CAN GET YOUR A PRINTED COPY IF YOU LIKE. >> I DON'T REMEMBER SEEING. IS THERE ANY MONEY IN THE BUDGET FOR MARSH OAKS RENOVATIONS? >> NO. THAT WILL BE A DISCUSSION ON THE THIRD. THIS AFTERNOON, WE GOT A QUOTE. WE'RE OVER BUDGET ON MARSH OAKS BECAUSE THE HARDENING COST A LOT MORE THAN WE THOUGHT IT WAS GOING TO BE. NORMALLY, WHEN WE DO A PROJECT LIKE THIS, WE GET TO 60% DESIGN, AND THEN WE PULLED THE TRIGGER AND GO. WE DIDN'T HAVE THAT OPPORTUNITY THIS TIME BECAUSE PART OF THE GRANT MONEY THAT WE USED TO REHAB IT HAD A CLOCK TICKING AND WE HAD TO GET IT. WHEN WE GOT INTO MARSH OAKS, OUR INITIAL PRICE ASSUMED THAT THE CONCRETE LOCKS WERE POURED AND REINFORCED. THEY'RE NOT. THEY'RE HOLLOW. THEY HAD TO BUILD A WALL ON THE INSIDE TO TIE THE ROOF TO THE CONCRETE LAB. RIGHT NOW, THE BUILDING IS RATED AT 140 MILE AN HOUR. >> RESILIENT. >> BUT WE'RE NOT GOING TO HAVE ENOUGH MONEY TO PUT THE DOUBLE DOORS ON THE EAST SIDE COVERED PATIO THERE AND SOME OTHER INTERIOR WORK. I THINK WE CAN GET ALL OF THAT FOR ABOUT $320,000. THAT WILL BE ON THE LIST. ACTUALLY, THAT WAS WHAT WE WERE LOOKING AT THAT 500,000 THAT I TOLD YOU WE DIDN'T NEED ALL OF IT, ONLY 100,000 FOR THE CURB AND GUTTER REPLACE. WE WERE LOOKING AT THAT 400 AS A FOR SHORT OFFSET. BUT THAT WILL BE ACTUALLY MY NUMBER 1 PRIORITY ITEM FOR THIRD. >> ANY FURTHER BUSINESS? HEARING NONE. THIS MEETING IS ADJOURNED. * This transcript was compiled from uncorrected Closed Captioning.
