AND YOU CAN SEE SOME OF THE STATISTICS UP THERE 17 CRASHES IN 2024 INVOLVING BICYCLES, E-BIKES, OR PERSONAL MOBILITY DEVICES, THINGS LIKE SCOOTERS THAT ARE ENCOMPASSED IN THAT, THAT UMBRELLA, BUT NOT NECESSARILY A BIKE OR E-BIKE, THAT HAS COME DOWN SINCE. IN 2025 WE WENT FROM 17 TO 13. ALL OF THOSE CATEGORIES EXCEPT FOR PMD'S WENT DOWN AND PMD ONLY WENT UP BY ONE FROM 1 TO 2. SO FAR TO DATE, WHAT HAVE WE KIND OF DONE IN 2025? YOU ALL PASSED A NEW ORDINANCE 20 1-107 REGULATING BICYCLES, E-BIKES, AND PERSONAL MOBILITY DEVICES THAT KIND OF IMPROVED THE LAWS LOCALLY WITHIN ATLANTIC BEACH, WE IMPLEMENTED SOME SPEED LIMITS ON THE ROADWAYS, SIDEWALKS, MULTI-USE PATHS, SET RESTRICTIONS ON WHERE THEY CAN RIDE SPECIFICALLY IN SOME OF OUR PARKS AND HOW THEY DO THAT. AND CREATED SOME REQUIREMENTS FOR SAFE OPERATION, THINGS ALONG THOSE LINES AND IMPLEMENTED A $50 FINE FOR VIOLATIONS. AND IT REALLY IMPROVED ON THE LEGISLATION THAT WAS IN STATE STATUTE THAT WHICH STILL ALL THESE BICYCLES AND E-BIKES HAVE TO COMPLY WITH. THEY STILL HAVE TO COMPLY WITH ALL THE STATE LAWS. BUT IT EXPANDED THAT A LITTLE BIT MORE THAN AND MADE IT A LITTLE MORE CLEAR ON SOME OF THOSE THINGS, PARTICULARLY SPEED LIMITS. WHICH AS WE'VE TALKED ABOUT, THESE THINGS GO FAST. WE'VE REALLY DONE A LOT IN THE POLICE 1EPARTMENT. WE HAVE DONE A LOT OF EDUCATION INITIATIVES WITH AND PARTICULARLY PARTNERING WITH THE ELEMENTARY SCHOOL A, B, E AND WE'VE DONE MULTIPLE SAFETY EVENTS UP THERE IN PARTNERSHIP WITH UF HEALTH AND THE DUVAL COUNTY COMMUNITY TRAFFIC SAFETY TEAM TO PROVIDE BICYCLE SAFETY EDUCATION. AND WE'VE TALKED ABOUT E-BIKES WITH ALL THE KIDS. WE ALL WE DID WITH THIRD, FOURTH AND FIFTH GRADES. SO EACH TIME WAS ABOUT 275 KIDS. SO WE'VE DONE THAT A FEW TIMES. WE'VE DONE SOCIAL MEDIA AND TIP CARDS, CONTACT WITH CITIZENS AND KIDS ON A PERSONAL LEVEL WHEN WE'RE DOING ENFORCEMENT AND TALKING WITH FOLKS, AND WE'VE ALSO STARTED A HELMET DISTRIBUTION PROGRAM FOR KIDS WEAR THAT FOR HELMETS THAT WE'VE PURCHASED AND ALSO RECEIVED DONATIONS FROM CITIZEN GROUPS SUCH AS THE ROTARY CLUB THAT PROVIDED US HELMETS TO DISTRIBUTE. WE ALSO HAVE MADE 9 ARRESTS BASED OFF OF NOT NECESSARILY AN E-BIKE VIOLATION, BUT FROM THE STOP, WE'VE UNCOVERED SOME SORT OF CRIMINAL CONDUCT WHERE WE'VE MADE AN ARREST. IN 2026 FOR JUST FOR JANUARY AND FEBRUARY, WE'VE MADE 52 STOPS, ISSUED 8 CITATIONS. [00:40:01] AND YOU CAN SEE THE STATS THERE AND TWO ARRESTS. WORK ON SOME ADDITIONAL SOCIAL MEDIA AND PSA CAMPAIGNS IN PARTNERSHIP WITH THAT STRATEGIC INITIATIVE THAT CITY MANAGER HOGENCAMP MENTIONED. WE ALSO WANT TO CONTINUE DOING DIRECTED ENFORCEMENT. SO THAT'S TARGETED ENFORCEMENT CAMPAIGNS AND PATROLLING CERTAIN AREAS, DEPLOYING OUR BIKE TEAM OFFICERS TO GET OUT AND BE A LITTLE MORE PROACTIVE IN THAT AND DOING ADDITIONAL DEPLOYMENTS. WHILE WE STILL WANT TO EMPHASIZE EDUCATION AND VOLUNTARY COMPLIANCE, WE, WE WILL BE PICKING UP OUR ENFORCEMENT AS WELL. AND WHAT WE'RE TALKING ABOUT WHEN I REFERENCE THOSE KIND OF ALREADY MENTIONED THAT ENFORCEMENT FRAMEWORK AND CURRENT LEGISLATION. SO WE'LL KIND OF MOVE PAST THAT 1 ON TO THE NEXT ONE. THE PRIMARY ONES LEGALLY AS FAR AS REGULATION IS IMPOSING A TEN MILE AN HOUR SPEED LIMIT. WHENEVER A BIKE COMES WITHIN 50FT OF A PEDESTRIAN ON A SIDEWALK OR SHARED PATH, AND AS WELL AS BIKE RIDERS HAVING TO YIELD TO PEDESTRIANS AND GIVE SOME SORT OF SIGNAL BEFORE PASSING THEM ON MULTI-USE PATHS. OUR ORDINANCE ALREADY HAS THAT IN PLACE BASED OFF OF THE WAY WE WROTE IT. SO THOSE CHANGES REALLY DON'T AFFECT ANYTHING THAT WOULD HAPPEN HERE. THERE ARE A COUPLE OTHER OPTIONS. THERE ARE A COUPLE OTHER THINGS WE'RE TRYING TO DO. IMPROVING SOME CRASH REPORT DATA BY REQUIRING SOME E-BIKE SPECIFIC TRACKING AND THEN A, CREATING A STATE TASK FORCE TO STUDY ISSUES AND DEVELOP SOME RECOMMENDATIONS TO THE STATE LEGISLATURE. THERE WAS AN INITIAL PROPOSAL TO HAVE SOME LICENSING REQUIREMENTS RELATED TO E-BIKE USAGE AND TO ADDRESS SOME OF THOSE CLASSIFICATION CHANGES. HOWEVER, THOSE WERE PULLED FROM THE ACTUAL BILL AND THEY ARE NOT PART OF THE CURRENT LEGISLATION AS OF TODAY. I THINK IT'S MADE IT THROUGH THE SENATE AND IS NOW PENDING A VOTE IN THE HOUSE BEFORE MOVING ON. THAT'S WHERE THAT THAT LEGISLATION IS. BUT FOR THE MOST PART, THAT REALLY DOESN'T AFFECT WHAT WE'RE DOING HERE. THERE ARE SOME OPTIONS THAT WE COULD LOOK AT FOR IMPROVEMENTS OR ENHANCEMENTS TO THE CITY'S ORDINANCES. THESE ARE ALL JUST EARLY IN EARLY DEVELOPMENT. THEY'RE NOT ANY KIND OF FORMAL PROPOSALS. THEY STILL NEED SOME CITY VETTING STAFF VETTING AND SOME LEGAL REVIEW FROM THE CITY ATTORNEY BEFORE ANY OF THIS ACTUALLY MAKES IT TO YOU GUYS FOR DISCUSSION. BUT THESE ARE SOME IDEAS THAT HAVE KIND OF POPPED UP IN OTHER PLACES. THOSE ARE ALLOWED PER STATUTE AND UNDER CURRENT STATUTES THAT LOCAL GOVERNMENTS MAY SET A MINIMUM AGE REQUIREMENT. AN EXAMPLE WOULD BE 14 OR 16 YEARS OLD TO RIDE AN E-BIKE BASED ON CLASSES. AGAIN, THAT'S SOMETHING THAT WOULD BE UP FOR FURTHER DISCUSSION AND REVIEW. ALSO STATE LAW PROHIBITS LOCAL GOVERNMENTS TO SET REQUIREMENTS THAT ANYONE RIDING OR OPERATING AN E-BIKE HAS A GOVERNMENT ISSUED PHOTO ID WITH THEM WHILE THEY'RE DOING THAT, SIMILAR TO A MOTOR VEHICLE, WHEN YOU'RE DRIVING A CAR, YOU'RE SUPPOSED TO HAVE YOUR DRIVER'S LICENSE.
